Dear Future Officers,

Today’s MUST READ editorial connects PSB reforms, PLI, corporate governance, risk, and HRM.

We break these questions today: 🤔🤔

1. Should PSB executives get 360 days’ bonus while most employees get only 15 days?
2. Can high PLI push bankers towards risky loans and future NPAs?
3. Should PSBs copy private-bank bonuses without private-bank safeguards?
4. Can PSBs become George Bernard Shaw’s “wrong child” by mixing private rewards with public banking?

This data story highlights a major development issue in India: access to safe drinking water.

According to the article, safe drinking water access in India stood at 76.44% in 2024, which means roughly one in four Indians "still lacks" access to safe drinking water.

Don’t try to memorize every data point. Focus on understanding the trend and direction of the data.

Rural-Urban Gap

The rural-urban gap in access to safe drinking water has reduced over the years, but it still exists. In 2014, rural access was around 51.54%, while urban access was around 94.70%. By 2024, rural access improved to 72.63%, while urban access increased to 97.12%. This shows that rural India has made significant progress, but urban India still remains far ahead.

Rural India: 2012 vs 2023
In rural India, tube well dependence declined from 52.4% in 2012 to 47.54% in 2023. Piped water access increased from 31.25% to 38.64% during the same period. This shows a positive shift, but also tells us that rural water supply still depends heavily on groundwater sources.

Urban India: 2012 vs 2023
In urban India, piped water remained the dominant source of drinking water. It was around 69.07% in 2012 and 68.19% in 2023, showing little change. However, bottled water usage increased from 3.29% in 2012 to 14.53% in 2023, indicating rising dependence on packaged drinking water in urban areas.

Summary:

India has improved access to safe drinking water, especially in rural areas, but the challenge is not fully over. The rural-urban gap has narrowed, piped water access has improved, and bottled water use is rising. However, the fact that one in four Indians still lacks safe drinking water shows that water access remains a major governance and development challenge.

This data shows India’s position among major BRICS economies in terms of safe drinking water access. According to World Bank data, India’s access improved from 59.58% in 2014 to 76.44% in 2024. This means India has made strong progress, but still has a significant gap to cover.

China is far ahead, with safe drinking water access reaching 100% from 2020 onwards

Message of Mentor
Topic: Those Nights

Dear Future Officers,

Those nights when everyone is sleeping, but you are still sitting with your books.
Those nights when your eyes are tired, but your dreams are still awake.
Those nights when self-doubt silently enters your mind and asks, *“Will I really make it?”*

Remember one thing: these are not ordinary nights.
These are the nights that slowly separate serious aspirants from casual dreamers.

Every officer you admire today has once faced such silent battles.
They also had days of confusion, pressure, backlog, fear, and exhaustion.
But what made the difference was simple: they did not leave the battlefield.

So, when the night feels heavy, do not think that you are struggling alone.
Think that you are building something that your future self will thank you for.

One day, the same nights will become your strongest memories.
You will look back and say,
“Yes, it was difficult. But I stayed. I studied. I fought. And I became what I once dreamed of.”

Keep going.
Your effort is not getting wasted.
Your discipline is silently shaping your destiny.

With you, always!

It’s okay if you skip this article, but you cannot skip the meaning of SIF and how it is different from normal mutual funds.

Let’s understand it simply.👇
What is AUM?
AUM means Assets Under Management
. In simple words, it means the total money being managed by a fund. For example, if investors have put ₹10,000 crore into SIFs, then we say that SIFs have crossed ₹10,000 crore AUM. So, AUM tells us how much money investors have trusted a fund with.

What is SIF
?
SIF means Specialised Investment Fund. It is a SEBI-regulated investment product within the mutual fund framework. However, it is not meant for every small investor. It is mainly designed for investors who have more money, higher risk-taking capacity, and want advanced investment strategies.

SIF vs Mutual Fund

Normal mutual funds are made for common retail investors. A person can start investing in mutual funds through small SIPs of ₹100 or ₹500. But SIFs require a minimum investment of ₹10 lakh. This means SIFs are meant for bigger and more serious investors. Also, normal mutual funds mostly make money when the market goes up, while SIFs can use advanced strategies, including derivatives, to manage risk in different market conditions.

Why were SIFs introduced?

SIFs were introduced because there was a gap in the investment market. Small investors had mutual funds, while very rich investors had PMS and AIF products, where the minimum investment is much higher. PMS means Portfolio Management Services and AIF means Alternative Investment Fund. SIFs were introduced to fill the gap between normal mutual funds and these high-ticket products.

Why are SIFs growing?

SIFs are growing because Indian investors are becoming more mature. Many investors now want products that can handle market ups and downs better. Since SIFs come under SEBI’s mutual fund framework, they also offer regulation, transparency, and regular NAV disclosure.

In simple words, SIFs are a middle path between normal mutual funds and high-ticket PMS/AIF products. They are for investors who can invest at least ₹10 lakh and want advanced investment strategies under a regulated structure.

Question for you: RBI will conduct a 3-day Variable Rate Repo (VRR) auction of ₹50,000 crore.

Now tell me: Does VRR increase liquidity or decrease liquidity in the banking system?

A. Increases liquidity
B. Decreases liquidity

Think before answering.

Explanation 👇
Dear Future Officers, we have already covered the entire Monetary Policy Corridor and RBI’s liquidity management framework in multiple editorial discussions. Now, today’s news on RBI’s 3-day Variable Rate Repo auction of ₹50,000 crore is a direct application of that concept.

First Question: Does VRR Increase or Decrease Liquidit
y?
A Variable Rate Repo auction increases liquidity in the banking system. In a Repo/VRR operation, RBI gives short-term funds to banks against eligible securities. So, money flows from RBI to banks, which means liquidity in the banking system increases.

Role of WACR
The Weighted Average Call Rate (WACR) is the operating target of monetary policy. RBI wants WACR to remain closely aligned with the repo rate. If WACR moves too much above or below the repo rate, it shows that liquidity conditions are not properly balanced.

Why RBI Is Injecting ₹50,000 Crore?
Even though the banking system had surplus liquidity of ₹2.2 trillion, the WACR moved above the repo rate. This shows that liquidity was not flowing smoothly across the system, or that short-term liquidity conditions had become tight for some banks. Therefore, RBI decided to inject ₹50,000 crore through a 3-day VRR auction to bring WACR closer to the repo rate.

April vs Now
In April, the banking system had surplus liquidity, so RBI absorbed money from the system. But now, because WACR is moving above the repo rate, RBI is pushing money into the system through VRR.
