cases when a Bill lapses:


1. Withdrawal : If a Bill is withdrawn by the member who introduced it, it lapses.
2. Rejection : If a Bill is rejected by the House or the Council, it lapses.
3. Non-passage : If a Bill is not passed by both Houses (Lok Sabha and Rajya Sabha) within the stipulated time, it lapses.
4. Dissolution of Lok Sabha: If the Lok Sabha is dissolved, all pending Bills lapse, except Money Bills, Constitution Amendment Bills, and Bills passed by one House and pending with the other House.
5. Expiry of time : If a Bill is not passed within the stipulated time (usually 6 months) after being introduced, it lapses.
6. Prorogation of Session : If a Bill is not passed or withdrawn before the prorogation of the session, it lapses.
7. Non-compliance with Constitutional provisions: If a Bill does not comply with the Constitutional provisions, it may lapse.
8. Failure to get Presidential assent : If a Bill fails to get Presidential assent, it lapses.
9. Failure to get Rajya Sabha approval l: If a Bill fails to get approval from the Rajya Sabha, it lapses.
10. Lack of consensus : If there is a lack of consensus between the two Houses, and the Bill is not passed, it lapses.



Bill does not lapse:


1. Money Bills: Money Bills, introduced in the Lok Sabha, do not lapse even if the Lok Sabha is dissolved.
2. Constitution Amendment Bills: Bills seeking to amend the Constitution do not lapse even if the Lok Sabha is dissolved.
3. Bills passed by one House: If a Bill is passed by one House (either Lok Sabha or Rajya Sabha) and is pending with the other House, it does not lapse even if the House that passed it is dissolved.
4. Bills sent to Select Committee: If a Bill is sent to a Select Committee, it does not lapse, even if the House is dissolved.
5. Bills pending in Rajya Sabha: If a Bill is pending in the Rajya Sabha, it does not lapse, even if the Lok Sabha is dissolved.
6. Bills with Presidential assent: If a Bill receives Presidential assent, it becomes an Act and does not lapse.
7. Bills reintroduced: If a Bill is reintroduced in the same session or in the next session, it does not lapse.
