Temporary problem with block generation on the testnet. The team is investigating.

Block generation restored. Issue was related to the incorrect network configuration: currently in testnet ConfigParam8.version is set to 6 (experimental). Different testnet-branch commits behave differently for this version, discrepancy in block validation caused issues with consensus.
