It would fall under right action and the third pañcaśīla which is abuse of sexuality. While arguments could be made for people doing what they want in private, the agenda, and movements are indeed sexual misconduct. In my opinion the Trans / T is usually abuse(children mostly) in general.

I received an empowerment for the medicine buddha 2 years ago. The other day, I did a medicine Buddha Sadhana the other day. I was really moved, and honeslty healed a bit spiritually, also I was in awe of the amount of worship of Gods within the Sadhana Tantra / Mantra itself.
