Санкции на высокие технологии
Та часть санкций, которая будет касаться полупроводников идет одной из нескольких и кажется малозначимой, однако она является ключевой в военной, промышленной и гражданской технике.
Рынок полупроводников (ПП) РФ составляет менее 1% против мирового рынка ($470 млн и $555 млрд, соотвественно), то есть мир потерю такого рынка не заметит. Мы его заметим очень остро.
Отечественная микроэлектронная промышленность на отечественном рынке имеет такие же пропорции - их доля мала и отстала (20 лет), что ей можно пренебречь. Тому есть два примера - Тайвань отказался делать ОТЕЧЕСТВЕННЫЙ процессор “Эльбрус” (в РФ чип просто корпусировали), отзывы о котором у Сбербанка и Ростелекома: “Медленно, дорого и выше энергопотребление”. Мой личный опыт: в 2018 году мои разработчики попытались сделать простое устройство на микропроцессоре и после 2-3 итераций мы были вынуждены забросить эту затею - в прайсах радиоэлементы были, а фактические сроки поставки делали их непригодными в реальном цикле разработки. Никто один год ждать производства радиоэлементов не будет, если еще они будут произведены.
Ограничения коснуться практически каждого Россиянина, а не только тех кто активно покупает радиоэлектронные товары или предприятия радиоэлектронной промышленности. Так еще в августе 2021 банки испытывали дефицит чипов для выпуска банковских карт, а сотовые операторы при выпуски SIM-карт. Напомню что год назад останавливались конвейеры Автоваза и цеха Роскосмоса. Тогда это было из-за пандемии и это был мягкий дефицит, сейчас дефицит станет жестким.
Будут и долговременные последствия - обьем исследований, разработки и производства на предприятиях РЭП сильно сократиться, квалифицированные кадры будут либо терять квалификацию, либо искать применения своих знаний на предприятиях других стран.
Нашу компанию это касается напрямую, 100% нашего бизнеса это радиоэлектронника. Это все равно что пытаться запустить нефтезавод без регулярных поставок нефти на него. Никакого смысла. Просто нет исходных “материалов и сырья” для того чтобы производить добавленную стоимость. Смысл работы предприятия теряется, а отвечать по всем обязательствам в том числе перед налоговой придется в полной мере. Сейчас мы ищем возможность сохранения работоспособности предприятия. И, кажется, получилось.
