If access is blocked, teens will generally find a way around it, especially using VPNs. That can lead them down even riskier pathways like illegal content, unmoderated platforms and corners of the internet with little to no oversight.
When Russia banned Telegram, many teenagers were said to continue using it through VPNs, and Iran has followed a similar pattern. Bans don't necessarily stop people from accessing things, they can just move the activity to place where monitoring harder.
Parents already have various tools like parental controls, screen-time limits and, if necessary, choosing not to give children smartphones. But many parents just give mobile phone to small kids to keep them busy. There is no government regulation that can replace the responsibility of parents.
