Starting from the Trickystore version 1.1.1, spoof_build_vars feature is gone
Meaning that if you're not on stock ROM nor using gki KSU/Apatch, you won't get strong and you'll still need a module like PIFork*

Apparently on custom ROMs you can also pass strong with the ROM-sided PIF solution (citation needed, only crDroid is reported to be working)

I think the only solution going forward now would be to no longer bother with play integrity
I.e the ROM would not attempt at any point to pass integrity OOTB, and it should be up to the user to either continue living with only basic integrity or use modules like TrickyStore and/or PIF
I know this won't please non-root but if you're non-root it's best for you to stay on stock ROM and have a locked bootloader because what's the point of custom ROM but no root imo
