Repeal Texas Election Code 63.003(d) bc the SOS doesn't need to be approving changes to the Election procedure single-handedly.

They don't have that authority, because that power is assigned to the State Legislature by the National Constitution.

Sec. 31.008. COLLECTION OF INFORMATION: FORUM ON ELECTION COST SAVINGS. (a) The secretary of state shall collect and maintain information on the number of elections held in this state and the administrative costs associated with the elections.
(b) The secretary of state shall conduct an annual forum to allow election officials from political subdivisions to exchange ideas on the administration of elections, including issues related to cost savings and efficiency in the conduct of elections. The election officials shall be given the opportunity at the forum to make recommendations on proposed changes in the election laws.

Texas Law caps them from charging more than $50 per request. I'll attach the document I use in my training "The A.R.T. of Poll Watching" and verbiage we use to submit the request.

"Hello, my name is [Your Name], I am a voter in [Your County], Texas and I would like to submit an open records request pursuant to the Public Information Act.
Please send me the [Your Desired Records for a Specific Election Cycle, Include Dates and Early Voting and Election Day Data Specifically]

Pursuant to Texas Election Code 1.012(e) I expect to pay no more than $50 for this set of Public Election Records.

Thank you!"
