I can help you reason with the Counties to get them but I can do nothing with them, myself, but the Raccoon has a method of parsing them out - and he's the only one so far that I know of who says he can use them.

I would post this on Jovan's Locals but I don't have a subscription to this as I can only subscribe to so many people and Patrick is one of those individuals so I am passing this information along here.
