Chapter 128 of the Texas Election Code, which was lawfully drafted, debated and passed by the Texas Legislature, does authorize the Texas Secretary of State's office to advise County officials on issues or processes arising from the adoption of a Computerized Voting System.

It does NOT authorize the TXSOS to advise County officials to, nor how to, violate established State Election Codes.
