problem in Minnesota, we can't see who voted before they certify elections. for example, when Minnesota certified the 2020 election, there were still around 700,000 absentee ballots not yet attached to a name & address and reported into the voter history database, where we can see who voted. All of these absentee ballots are suppose to be done 7 days prior to the general election on Nov 3, 2020. They certified on Nov 24, 2020 and on Nov 29, 2020 there were still around 700,000 absentee ballots not reconciled. Absentee ballots “must immediately" be entered into the database according to the quoted statute language of "must immediately." And the voter history info should be automatically updated when done so. Too much work is done after certification, and should be done before certification.
