Ok just confirmed, the TX SoS poll book software is called TEAM or TEAMs

This shows the connections we need... the APS (Absentee Processing System) by HART is tied into the SoS TEAMs software, so now counties use the APS to process absentee ballot requests. Currently only BBMs (Ballot By Mail/ Absentee Ballots) have an ORIGINAL paper ballot, as required by HAVA.
Dan Rogers, Potter County GOP Chair, pointed that out. We are ALREADY in violation of HAVA. We do NOT have real ballots if you vote in person. We have PVRs (Printed Vote Records)... a receipt showing your choices only, not an entire list that you marked as an original.
Your ballot is 100% electronic.
You only have a receipt, and if you're in Tarrant County, Heider has decided you do not need to know your ballot number.

This is something Kellye SoRelle has told me for a while now about HAVA.

Additionally, the debate between Heider and I came down to him admitting the numbering change was his recommendation, and the Commissioners approved it... to which I responded with asking how he KNEW the machines could an identifying number to the ballot?

I asked him if HART told him the machines could add an identifying number?

He said yes, HART offers two options.

HART, who has been printing Texas ballots according to our numbering laws for 100yrs, has written a code into the machine that circumvents and violates Texas Election Law, and they are suggesting the Election Administrators in key counties switch to this system.

Between Heider, HART, Keith Ingram, and the County Commissioners (Glen B. Whitley, not seeking reelection, along with our DA) there is an intention to violate Texas Election Codes and obfuscate our elections.

Our debate ended on a cliffhanger - he insists that this numbering system, NOT codified by the State Legislature in any form, is much more secure. I said that this wasn't his call to make.
He says that Keith Ingram authorized it. I said it is not HIS call to make either, Heider.
He says that there are new election codes JUST for the machines, I believe it is Ch. 127, which defer some authority to the TX SoS office.
I told him that the SoS does not have the Constitutional authority to violate Texas Election Codes drafted, debated and passed by the legislature, and the legislature cannot give away it's own authority to secure our election process as per Article VI section 2c of the Texas Constitution.

So Heider and I disagree on whether he should follow the Law at all, and if he does then why he should follow Constitutional Law over Statutory Law that attempts to circumvent Constitutional Law.

Also, we need to repeal Texas Election Code 43.007 IMMEDIATELY. We repeal bad Laws which violate the Constitutions.

And we primary their authors/sponsors.
