Rush claimed the funds and gold bars were needed for “work-related expenses,” including foreign currency and tens of millions of dollars in gold requested between November and March. Rush was also accused of lying about his background for nearly two decades, falsely claiming degrees from Clemson University and Rensselaer Polytechnic Institute, training at the U.S. Naval Test Pilot School, working as a Navy pilot, and serving as a thesis adviser at the Air Force Institute of Technology.

The case began after a CIA internal investigation uncovered possible legal violations and was referred by CIA Director John Ratcliffe for criminal investigation.
