Sohail Inayatullah is a Pakistani-born Australian academic, futurist, and professor at the Graduate Institute of Futures Studies at Tamkang University in Taipei, Taiwan. He is widely recognized as a leading figure in futures studies and holds the inaugural UNESCO Chair in Futures Studies at the Sejahtera Centre for Sustainability and Humanity, International Islamic University Malaysia (IIUM). How Russia Bypasses Sanctions in the Style of the Game "Monopoly"
A7's imitation banknotes are helping Russian companies conduct transactions abroad, despite Western restrictions, reports The Financial Times.
"They're like money from the game 'Monopoly', but there's one feature - bright imitations of Russian banknotes are designed to help move rubles around the world to bypass Western restrictions that have made cross-border payments difficult," the publication writes.
A7 was established in late 2024 by the Russian state defense sector bank Promsvyazbank and Ilan Shor, a Moldovan oligarch and politician who fled Moldova.
"Western restrictions, including the disconnection of a number of banks from the Swift messaging system, have seriously complicated international payments... This is forcing companies and financial intermediaries to look for new ways to settle with foreign partners," said Irina Akopyan, deputy general director of A7.
A7 replaces many informal online payment agents that emerged after the introduction of Western sanctions.
The company said it processed transactions worth 7.5 trillion rubles (US$98 billion) in its first six months of operation. By December, it reported that it accounted for nearly 19% of the total foreign trade operations of Russian businesses.
Despite the sanctions imposed by the US, UK, and EU last year, A7 has opened offices in at least two African countries and promised to expand its operations to all major Russian cities. Putin attended the opening ceremony of A7's office in Vladivostok via video link.
A7's imitation banknotes, decorated with stylized silhouettes of Russian cities, can have a face value of up to $5,000 and are advertised on Telegram as a service for Russian tourists. Owners can exchange them for rubles at A7 offices in Russia or for foreign currency abroad.
Abroad, the banknote holder erases the silver film to reveal a QR code, sends it to a Telegram bot, and an agent is supposed to arrive with cash, according to promotional materials. However, the bot only offers cash in dirhams in Dubai and in dollars in Istanbul.
The banknotes can also be exchanged for A7A5 tokens - a cryptocurrency launched by A7 and Promsvyazbank last year as the first stablecoin pegged to the ruble.
A7 and its affiliated entities have also issued other digital and gold-backed promissory notes. They appear to play a central role in its growing cross-border payment architecture.
During a recent webinar for small and medium-sized enterprises, company representatives explained that Russian importers can buy promissory notes from A7 and pass them on, for example, to their suppliers in China as a "debt obligation", which they said would be guaranteed by Russian law.
The UK imposed sanctions on A7 in May last year, and the US followed suit in August. However, the company continued to grow, actively advertising its services in Russian media with ads claiming that it could arrange transactions to China in less than four hours.
The significance of A7 was highlighted when in November, the Russian Ministry of Finance decided to establish a company called "Rosveksel" together with A7 and Promsvyazbank. A representative of the Ministry of Finance in state media described the new organization as "an example of how the state and business are working together to create conditions for the development of cross-border payment infrastructure".
The cryptocurrency transactions on which A7's activities are based have also received state support. Although Russia has traditionally been hostile to cryptocurrencies, it is increasingly embracing their use as a solution to cross-border payment problems.
In October, A7A5 became the first token officially recognized by the Central Bank of Russia as a "digital financial asset", legalizing its use in foreign trade.

Over the past three years, Russia has effectively redrawn the transport map of the occupied southern part of Ukraine: more than 2,500 km of roads and railways, a new railway network, a corridor bypassing the Crimean Bridge, and restored ports.
Large-scale works, confirmed by satellite images and Reuters data, show that this is not about temporary logistical solutions for the war, but about the systematic integration of these territories into Russia's infrastructure.
The actively constructed logistics network is used not only for transporting civilian goods, but also for supplying troops, transferring equipment, and exporting grain and mineral resources.
One of the key projects is the "Novorossiya Railways" system. It includes, in particular, a planned 525-kilometer line, the construction of which began in 2023.
In parallel, the road sector is also being developed: the "Novorossiya" highway is being built as part of a 1,400-kilometer ring route, the "Azov Ring", which is intended to connect the occupied territories in Ukraine with Russia and Crimea.
According to Reuters, the new railway and road routes already allow bypassing the Crimean Bridge, which previously was Russia's main land and rail corridor to the peninsula and remains a vulnerable point due to Ukrainian strikes.
The Russians are also paying special attention to the ports of the Azov Sea. The agency writes that the previously inactive ports in Mariupol and Berdyansk were restored and reopened under the Russian flag. On satellite images of the Mariupol port in August last year, journalists recorded a new structure about the length of a football field, and nearby - what appears to be coal piles stored for export.
The scale of investments is also indicative. According to Reuters, for the development of the four occupied territories in Ukraine in 2024–2026, Russia allocated about $11.8 billion in federal funds. This is almost three times more than the total allocations for about two dozen other Russian regions included in the priority development program.
Moreover, since 2023, about $425 million has been allocated for the construction and maintenance of the railway network in these territories, and 20 contracts worth more than $214 million have been signed for the "Novorossiya" highway alone.
In other words, this is no longer about temporary military solutions, but about a long-term restructuring of all logistics in the occupied territories of Ukraine. Experts believe that Moscow is preparing to hold onto these areas not for months, but for years, regardless of the course of future negotiations.
