UPSC Civil Services Prelims 2020: Union Public Service Commission (UPSC) has activated the online question paper representation portal at its official website. All those candidates appeared in the UPSC CSE 2020 Prelims can raise representations if any against the question paper at upsc.gov.in.
The link for applying representations will be activated till 11 October 2020 at upsc.gov.in. Candidates can only make representations through online mode. No other mode of representations will be considered. All candidates are required to fill up the representations before the last date.

Frankly speaking ...With some yrs of exp....Can tell....its of no use to start prelims this much early...& Papers are coming such that no clear cut format will suit it..
But yes..Something will start..Like posting quality questions after Mains -2020....
Whatever ur score...Do mains now..U may have scored 75,80,85,90,etc....Study for mains now...!!

Prime Minister Modi to launch property cards in 6 states under ‘SVAMITVA’ Scheme on October 11
The launch of the property cards ‘SVAMITVA’ Scheme will enable around 1 lakh property holders to download their property cards through the SMS link which will be delivered on their registered mobile phones.
Prime Minister Narendra Modi will virtually launch the physical distribution of property cards under the ‘SVAMITVA’ scheme on October 11, 2020.
Key Highlights:
• The beneficiaries of the ‘SVAMITVA’ scheme will be from 763 villages across 6 states which includes 221 from Haryana, 346 from Uttar Pradesh, 44 from Madhya Pradesh, 100 fromMaharashtra, 2 from Karnataka, and 50 from Uttarakhand.
• Beneficiaries from all the above-mentioned states except Maharashtra will be receiving the physical copies of the property cards within one day.
About ‘SVAMITVA’ Scheme:
The SVAMITVA scheme is a central sector scheme of the Panchayati Raj Ministry. It was launched by Prime Minister Narendra Modi on National Panchayati Raj Day, April 24, 2020.
SVAMITVA Scheme by the government aims at providing the ‘records of the rights’ to the household owners in villages in the rural areas and issue property cards.
The scheme is being implemented by thegovernment across the country in a phased manner over a period of 4 years (2020-2024). It will eventually cover around 6.62 lakh villages of the country.

The Supreme Court recently passed directions(under Art 142) for all courts across the country to extensively use videoconferencing for delivering justice during COVID-19.
Advantages of Online Justice Delivery
1. Reduce pendency of cases: 2006 -2019 → 22% increase in pendency
2. Enhanced efficiency of courts:
3. Tackling infrastructural constraints: saves huge investment cost of
building, staff, security, etc.
4. Justice for All - Accessibility, availability and affordability of justice from home.
5. Transparency and accountability of Judiciary increased.
(Through audio- video recordings of court proceedings)
6. Ease of Doing Business (EoDB) increased, thus boost to investments in India.
Challenges
1. Technological challenges:
a. Technical glitches during proceedings
b. Internet connectivity issue especially in rural areas.
2. Lack of technical knowledge amongst the Judicial staff and the judges.
3. Loss of personal connect: cyber threats and privacy issues may make Victims uncomfortable.
4. Digital Divide - Justice may become distant for digitally excluded people.
5. Cyber security threats
6. Threat to Right to Privacy: If there is absence of any data protection
Recommendations
1. Blockchain powered platform: To ensure transparency and reduce cyber security threats.
2. Tapping Artificial Intelligence: for fast tracking of pending cases.
