Simple Version:

He’s talking about a technology that could create powerful gravity waves (called High-Frequency Gravitational Waves, or HFGWs) by spinning and vibrating charged objects very, very fast. If you use enough of these devices, and aim them just right, the gravity waves could:
1. Push things through space (as propulsion),
2. Or, if used destructively, blow up a planet — like Earth — by creating a ripple in space-time so extreme it forms something like a tiny black hole (called a “singularity”), which destroys the target completely.



Think of it like this:
• You’re using advanced gravity “lasers” made from electromagnetic machines.
• You put a bunch of them in space, all pointed at the same spot (say, at a dangerous asteroid… or a planet).
• When their beams meet, they cause reality itself to freak out at that point — warping space so much it tears apart the object.


So like a “starkiller” base.
