My interpretation of the lyrics:
The "once in a lifetime" phrase likely refers to the supposed "once in a lifetime" economic recession that happened in the US in the late 1970s and early 1980s.
The song is kind of sarcastically pointing to the fact that this isn't just a once in a lifetime thing and has happened before and will happen again, (same as it ever was) causing many people to feel stuck with their life going nowhere:
You get caught up in the process of life, trying to reach seemingly unachievable dreams, becoming depressed when you never seem to get any closer to them:
It also may refer to the fact that you only get one life to live, and some opportunities only come by once in a lifetime.
