We sat down with IT services export companies scaling from Uzbekistan. Three barriers came up in every conversation.
1️⃣ Cross-border payments routed through Singapore and Hong Kong — not because it's better, but because double taxation makes Uzbekistan unviable.
2️⃣ Global companies need to establish legal presence — but committing to physical office space before testing a new jurisdiction is a real barrier.
3️⃣ SAFE notes and convertible instruments don't exist under Uzbek law, pushing investment activity to other jurisdictions.
None of these are unsolvable problems. They're clarity problems.
Enterprise Uzbekistan residents are exempt from profit tax on cross-border vendor payments. Phase 1 launches with virtual office residency — so companies can join and operate before committing to physical space. Enterprise Uzbekistan operates under English and Welsh Common Law — enabling the investment structures global tech companies already use.
What global tech companies need isn't more incentives. It's rules they can actually build on.

The Law Behind Enterprise Uzbekistan Passes Uzbekistan's Lower Chamber
Today, the Legislative Chamber of the Oliy Majlis passed the Constitutional Law of the Republic of Uzbekistan "On the International Centre for Digital Technologies." The bill now moves to the Senate.
What this law establishes:
✔️ A special legal regime based on English and Welsh Common Law
✔️ Long-term constitutional framework (until 2100).
✔️ Conditions for digital technology development and entry of major global tech companies
✔️ A framework for structuring investment deals, including startup and venture transactions
✔️ IP and investment protection guarantees
✔️ Data security requirements for cloud operations
✔️ One-Stop-Shop for registration and government services
Deputies noted the law is expected to grow the IT sector's share of GDP, attract direct foreign investment, and expand IT services exports — strengthening Uzbekistan's position as an international digital hub.

Our second CustDev session — this time with startup founders
Here's what came up:
1️⃣ Moving money across borders is harder than it should be. Founders building multi-jurisdiction structures hit regulatory limits that force them to route capital around Uzbekistan rather than through it.
2️⃣ Holding structures end up in London or Dubai — not because founders prefer it, but because Uzbekistan doesn't yet have the legal instruments investors expect when structuring a deal.
3️⃣ Every time a cap table changes, the bank asks for everything again. International investors, multi-jurisdiction ownership, complex structures — local banks aren't built for this, and it costs months.
Enterprise Uzbekistan is designed to address these blockers. Holdings can be structured under English and Welsh Common Law — with the instruments founders and investors already know. A dedicated bank for Enterprise residents is in the works. The broader question of capital mobility is part of ongoing discussions with regulators.
Some questions landed on our to-do list. How Enterprise Uzbekistan integrates with the broader legal and financial system — we're still working through the details. Good problems to have at this stage.
Every question raised today goes into the work. Participants didn't just flag problems — they helped us map the full shape of them. That's exactly what these sessions are for. We're taking these back and they'll feed directly into the acts we're currently proposing.
