Advanced Light Helicopters Inducted at INS Dega

◆The induction ceremony of ‘322 Dega Flight’ was held in the presence of Vice Adm Ajendra Bahadur Singh, AVSM, VSM Flag Officer Commanding-in-Chief, Eastern Naval Command (ENC) with three indigenously built Advanced Light Helicopters (ALH) MK III helicopters flying into Naval Air Station, INS Dega on  07 Jun 21.

◆With the induction of these Maritime Reconnaissance and Coastal Security (MRCS) helicopters, the ENC got a major boost towards enhancing the capabilities of the force, in pursuit of the maritime interests of the nation.

◆These helicopters, built by Hindustan Aeronautics Ltd, are state-of-the-art flying machines and constitute a major step in our quest for “Atma Nirbhar Bharat”.

◆ALH MK III helicopters feature an array of systems previously seen only on heavier, multi-role helicopters of the Indian Navy. These helicopters are fitted with modern surveillance radar and electro-optical equipment, which enable them to undertake the role of maritime reconnaissance in addition to providing long-range Search and Rescue, both by day and night.

◆In addition to special operations capabilities, ALH MK III is also fitted with a heavy machine gun to undertake constabulary missions. A removable Medical Intensive Care Unit (MICU) is also fitted on ALH MK III helicopters to airlift critically ill patients. The helicopter also has a host of advanced avionics, making it truly an all-weather aircraft.

◆The flight is being led by Cdr SS Dash as the first flight commander who is an experienced ALH Qualified Flying Instructor (QFI) with extensive operational experience.

Maldives wins UNGA election, India seeks close cooperation

✔️Why in the news-Recently, Foreign Minister Abdulla Shahid was elected the President of the UN General Assembly for 2021-22, winning 143 votes or nearly three-fourths of the 191 countries that voted in the annual election.

◆India has given votes to Abdulla Shahid by ignoring the former Afghanistan Foreign Minister Zalmai Rassoul who was the opponent of Abdulla Shahid during UN General Assembly election.

▪️Background

●India had made it clear to Afghanistan’s government that it would be unable to support Rassoul as it had declared its support for Maldives publicly in November, long before Afghanistan announced its candidature in January this year.

●The announcement had caused an awkward tussle within the Asia Pacific group, whose turn it is to take the Presidency of the General Assembly, and especially for India, which has close ties with both countries.

▪️Close cooperation between India and Maldives

●Maldives is in discussions with the Indian mission for India’s deputy Permanent Representative at the UN to officiate as Shahid’s Chef de Cabinet.

▪️Recent Development

◆India and the Maldives have signed a defence Line of Credit agreement worth $50 million.

◆India is planning to setup the coastal radar network in the Maldives, Myanmar and Bangladesh.

Beijing’s belligerence and Dhaka’s pushback

✔️Context

●China once again displayed its ‘wolf warrior’ diplomacy by issuing a warning to Bangladesh. According to China, the Quad initiative of the U.S, Japan, Australia and India is an anti-China initiative, and if Bangladesh supported the quad, there would be “substantial damage” in bilateral ties between China and Bangladesh.

✔️Revealing fault lines

◆On Chinese warning, Bangladesh Foreign Minister A.K. Abdul Momen publicly challenged the Chinese envoy’s statement, by stating that Dhaka pursues an independent foreign policy, Chinese can say what they want, We would also listen to what they say, but decide what is good for us.”

◆However, later the Chinese said that it didn't mean to hammer bilateral relationship, it was just expressing opposition to small cliques and bloc politics.

◆Chinese statement had repercussions far beyond Bangladesh, even S. State Department remarked that “What we would say is that we respect Bangladesh’s sovereignty and we respect Bangladesh’s right to make foreign policy decisions for itself.”

◆This episode captures the emerging fault lines in South Asia and the Indo-Pacific in ways that are both revealing and challenging.

◆Though China is making all its attempts to play down the relevance of the Quad, Beijing has to realise that grouping is emerging as a reality and there is little it can do to prevent that.

◆China is agitated about Quad’s future role and its potential success in offering the regional states an alternative to its strong-arm tactics.

▪️The Quad:

●The Quad member states are busy figuring out a cohesive agenda amongst themselves and there are no plans for an expansion.

●There is a desire to work with like-minded nations but that can only happen if the four members of the Quad can build a credible platform first.

●Though still, no member has agreed to join Quad, its rejection by China has been understood by other states who may harbour any desire of working closely with the Quad members for a rules-based order in the Indo-Pacific.

✔️The growing momentum of Quad

●The aggressive diplomacy between China and Quad may have the opposite effect, but that is for the future.

●At present, Beijing has failed to prevent nations from the West to the East from coming out with their Indo-Pacific strategies, it has also failed to prevent the operationalisation of the Quad, and now China is worried that other nations in the region thinking of engaging with the Quad may join Quad proactively after its failure.

Conclusion

◆As the Quad gains, more momentum and the churn in the waters of the Indo-Pacific may lead to new countervailing coalitions against China, Beijing’s belligerence can only be expected to grow.

◆Further, when regional interlocutors try to create an exclusive foreign policy, Beijing may demand clear-cut foreign policy choices from its regional interlocutors, as it did with Bangladesh.

◆However, Dhaka’s robust response makes it clear, states are more likely to push back than become subservient to Chinese threats.
