Japan city to rename area of islands disputed with China
Why in news-A local council in southern Japan has voted to rename an area including islands disputed with China and Taiwan.
●The local assembly of Ishigaki city approved a plan to change the name of the area covering the Tokyo-controlled Senkaku Islands -- known by Taiwan and China as the Diaoyus -- from "Tonoshiro" to "Tonoshiro Senkaku".
About Senkaku Islands
●The Senkaku Islands are a group of uninhabited islands in the East China Sea.
●They are located east of Mainland China, northeast of Taiwan, west of Okinawa Island, and north of the southwestern end of the Ryukyu Islands.
●The islands are the focus of a territorial dispute between Japan and China and between Japan and Taiwan.
●China claims the discovery and ownership of the islands from the 14th century, while Japan maintained ownership of the islands from 1895 until its surrender at the end of World War II.
Significance for India:
●The development from Japan came just after the violent clash between Indian and Chinese troops over the Line of Actual Control in Ladakh’s Galwan Valley.
●Given the trade volume and economic dependency that is the most dominant feature of the bilateral relationship, it would be crucial for India to act wisely.
●By supporting the Japanese move, India can diplomatically strengthen its position over Galwan Valley.
●However, Taiwan's engagement in the dispute is significant as it has supported India over the galwan valley but opposes the move of Japan.
●China has also augmented its naval power to strengthen its overall presence in the Indian Ocean. The move of Japan would give an opportunity to India to have a strategic edge over its presence in the Indian Ocean.

Locust Control Operations
Context
●Locust control operation is being carried out in different states in coordination with state agriculture departments and local authorities.
About Locusts
•Locust is an omnivorous and migratory pest
•They have the ability to fly hundreds of kilometers collectively in swarms.
•It can travel miles across borders and attacks the crop in large swarms..
•They inhabit some 60 countries and are mainly found in Africa, the Middle East and Asia..
•According to FAO, they have the potential to threaten the economic livelihood of one-tenth of the world's human population.
•Swarms of locusts come to India from Africa/ Gulf/ South West Asia during the summer monsoon season and go back towards Iran, Gulf & African countries for spring breeding.
•There can be as many as 80 million locust adults in each square kilometre of swarm.
◆In India, Locust Warning Organization and Locust Circle Offices (LCO) are responsible for monitoring, survey and control of Desert Locusts.
Locust control operations
●Carried out everyday with the help of vehicle mounted sprayers, tractors and fire tender vehicles.
●For effective control of locusts in inaccessible areas and on top of tall trees, use of drones is being explored.
●Spray equipments (Micronair and Ulvamast) imported from the UK are being used for operation.
●Atomizer kits will be fitted into helicopters of the Indian Air Force and will be used for air operations for control of desert locusts.

•The LWO is the oldest national locust monitoring system in any locust-affected country, dating back to the pre-partition British colonial period.
•Locust survey and control operations are the responsibility of the Locust Warning Organization (LWO) within the Ministry of Agriculture & Farmers Welfare.
•The constant watch and surveys are done regularly during the entire year, but most importantly from May to November when desert locust activity is considered at its peak.

● Examples of benign tasks include humanitarian aid, disaster relief, Search and Rescue (SAR), ordnance disposal, diving assistance, salvage operations, Hydrographic surveys, etc. Maritime forces, because of their quick mobilization, are extremely useful in the early stages of a crisis for providing relief material, first aid and succour.
●Much of the capacity to perform these functions derives itself from the mobility, reach and endurance inherent in naval task forces, coupled with their SeaLift capability.
●For example, in the immediate aftermath of a natural disaster, one of the biggest challenges is the disbursement of food, water and relief material.
● It is under such conditions that military mobility, coupled with reliable communications are most effective in ensuring distribution to even the most remote afflicted areas. While specialized civilian agencies may take over at a later stage, maritime forces can provide the first helping hand and may be deployed to complement their efforts.
●The ICG is the designated national agency for SAR. Naval units may also be called upon to undertake SAR operations, as required.

India-France Relations-
●The French and Indian relationship goes back a long way. France maintained its colonial presence in India from the 17th century till 1954.
●The French were the last European people to arrive in India. They formed ‘The French East India Company’ in 1664 and established their factories in Surat and Masulipatnam.
●The French administrators in India had got involved in power-play with the Britishers and supported several kingdoms in their wars against the British Rule.
Economics :-
◆India and France’s economic relations are enmeshed because of stalled FTA negotiations with the EU.
◆Trade is mainly concentrated in defence and space sector. India had a trade deficit of 1.62 billion dollars in 2017-18.
◆Imports from France include aircraft and its parts, electrical and mechanical machinery, nuclear reactors and boilers etc.
◆While exports to France consist of Nuclear reactors and boilers, Articles of Apparel and Clothing Accessories, Mineral Fuels, Mineral Oils and Products of Their Distillation etc.
Defence :-
◆India and France share a very healthy relationship in this area. France has been a long supporter of India’s nuclear programs.
◆ France has been a long-term supplier to the Indian Navy and Indian Air Force. France provided Mirage-2000s in the 1980s which were used in the Balakot strikes and is now providing the Rafale to IAF.
◆Also, the P-75 Scorpene project is underway under which six Scorpene-class submarines are to be built in India under transfer of technology from France.
◆We have been conducting regular bilateral Army (Shakti), Navy (Varuna) and Air Force (Garuda) exercises with the French Armed Forces.
Diplomacy :-
◆Both the countries are working together towards their ambition of multipolar world order.
◆France is a staunch supporter of India’s inclusion as a permanent member in UNSC.
◆Both the countries jointly initiated the International Solar Alliance (ISA) of which all the UN countries are members. As France is a member of the EU, the relations are greatly affected by the EU regulations.
◆India and the EU are on the same page on Iran’s 2015 nuclear deal, India’s stand against Pakistan and terrorism but with the EU gradually drifting towards China’s BRI raise India’s concerns.
Other Areas :-
●Nuclear Cooperation: France acknowledged India’s need for nuclear tests and along with the US worked towards India obtaining NSG’s clean waiver and thus integrating India in the global nuclear order.
--After the NSG waiver, France was the first country to enter into a civil nuclear deal with India.
●Space Cooperation: ISRO and CNES (French Space Organization) have been cooperating for a long time. France is a major supplier of the equipment for our space programs.
Conclusion :-
