Five years later, Brexit continues to divide

✔️Context- Five years ago, British Referendum was passed for BREXIT and it was supposed to settle the United Kingdom’s historical love-hate relationship with Europe, but that's not the case and the U.K. remains as divided.

◆The referendum for BREXIT was the most significant event since the Second World War, as it resulted in two general elections, ousting two premiers and threatening the political geography of the U.K.

▪️Loose ends

●In the U.K there was a rush through for rapid departure from the European Union (EU), and the Withdrawal and Trade and Cooperation Agreements for the purpose of Brexit.

●While The U.K. imports 70% of the fish it consumes; the industry only contributes 0.12% of GDP and employs 0.1% of the workforce.

For Example, In May, 60 French fishing boats massed to blockade Jersey over fishing rights, naval units from both Britain and France deployed off Jersey, thus highlighting the loose ends of Britain’s exit from the EU.

▪️Case of Northern Ireland

◆Northern Ireland, part of the U.K. but in the EU’s single market, had to follow EU rules, and it formed The EU’s external border.

◆The Irish Sea between Britain and Northern Ireland, formed the EU Border, as such goods for Northern Ireland need to be inspected there, which is politically untenable for the U.K. Either EU should self impose inspections to protect its single market and structure a border either on the island of Ireland or between Ireland and the EU, which are both equally unfeasible.

◆After Brexit, there were tensions between Britain and the EU over the import of chilled meat products from Britain to Northern Ireland, with Britain seeking an extension of the transition arrangements from June 30 by three months but not agreed by the EU.

◆Britain boasted about its COVID-19 immunisation compared to the EU and the success of the City of London in maintaining its status against hostile EU legislation, while the EU provided incentives for banks to move to European capitals.

◆It looks like the EU wanted to punish Britain for leaving, and discourage its other members from doing the same.

◆Even after 50 years of membership of the EU by Britain, mutual trust is lacking, and two versions of a rules-based order are colliding. The EU conceded the Northern Ireland postponement and persuaded its member States, like France and Germany to avoid a trade war over British sausages.

▪️Scotland’s calculations

●In Scotland, the National Party wants an exit from the U.K.

●While Scots voted in the referendum by 62% against 38% to remain in the EU.

●For many Scots, leaving the U.K. is the clearest path back to the EU, and the EU will grant Scotland the least developed status and provide subventions on the scale.

●The steps taken by Scotland are much of an anti-Westminster stance, where efforts were made by Scotland to join the EU and of all members, States approving Scottish membership are not great.

●A vote for reunification in Ireland seems more probable now than at any time since the Good Friday Agreement of 1998 which brought an uneasy peace to fratricidal factions in the North

▪️In perspective

●After Brexit, the British economy faced a 10% GDP decline in 2020, food and drink exports to the EU declined by nearly 50% and export of services also shrank.

●More than 500 British companies have relocated to Europe.

●Further, those who supported Brexit, underestimated the practical inconveniences of leaving, including the vast paperwork involved in exporting and importing with the EU.

●However, the British were more successful in COVID-19 vaccination compared with the EU’s and this is the only Ground where Brexit has gone good.

Conclusion

●In sum, many people were forced to accept the Brexit only a few are satisfied with the divorce settlement.

●In the end, No version of Brexit will satisfy everyone, and it has left the United Kingdom less united.

India, Russia to hold 2+2 Ministerial meet

✔️Why in the news- India and Russia will hold the first 2+2 Ministerial meeting later this year before a summit between Prime Minister and Russian President.

◆On the lines of 2+2 dialogue with the United States, India and Russia have decided to establish dialogue on the same pattern, to add further momentum to the strategic partnership between the two countries

◆India holds similar dialogues with US, Australia and Japan.

◆Russia is the first non-QUAD member with which India is to hold the dialogue.

▪️About ‘2+2’ Dialogue

◆2+2 Ministerial is the highest-level institutional mechanism between the two countries.

◆It is a format of dialogue where the defence/foreign ministers or secretaries meet with their counterparts from another country.

▪️Relation with Russia

●Russia has been a longstanding time tested partner of India.

●Both countries signed “Declaration on the India-Russia Strategic Partnership” in October 2000.

●Traditionally, the Indo-Russian strategic partnership has been built on five major components:

•Politics,
•Defence,
•Civil nuclear energy,
•Anti-terrorism co-operation
•Space

Taliban seize border crossing with Pakistan

✔️Why in the news- Recently, the Taliban captured the strategic border crossing of Spin Boldak on the frontier with Pakistan, continuing sweeping gains made since foreign forces stepped up their withdrawal from Afghanistan.

▪️Strategic value

●The border crossing is one of the most strategically valuable for the Taliban.

●It provides direct access to Pakistan’s Balochistan province - where the insurgents’ top leadership has been based for decades - along with an unknown number of reserve fighters who regularly enter Afghanistan to help bolster their ranks.

●Balochistan is a favoured destination for fighters regularly heading for medical treatment and hosts many of their families.

●A major highway leading from the border connects to Pakistan’s commercial capital Karachi and its sprawling port on the Arabian Sea, which is considered a linchpin for Afghanistan's billion-dollar heroin trade that has provided a crucial source of revenue for the Taliban's war chest over the years.

147 ADDITIONAL INDIAN ARMY WOMEN OFFICERS GRANTED PERMANENT COMMISSION

◆Consequent to the landmark judgement of the Hon’ble Supreme Court for grant of Permanent Commission (PC) to Women Officers in Indian Army, a Special Number 5 Selection Board for screening Women Officers for grant of PC was constituted in September 2020 and results were declared in November 2020.

◆Further, in March 2021, the Hon’ble Supreme Court had directed to re-consider some cases of Women Officers who were not granted PC by laying down revised parameters for grant of PC.

◆The Women Officers were re-considered as per directions of the Hon’ble Supreme Court and fresh results have now been de-classified. Consequently, 147 more Women Officers are being granted PC, taking the total PC granted to 424 out of the 615 officers considered.

◆Results of few Women Officers have been withheld for administrative reasons and awaiting outcome of the clarification petition filed by the UOI in the Hon’ble Supreme Court.

◆All Women Officers granted PC would undergo special training courses and challenging military assignments to empower them for higher leadership roles in the Indian Army. A batch of 33 Women Officers has already successfully completed the Mid Level Tactical Orientation Course from Army War College Mhow recently.

◆Further, all Women Officers who were considered in this Special Number 5 Selection Board and not granted PC, will yet be eligible for pension subject to serving for a minimum of 20 years in service. Some Women Officers who have already served for 20 years have been released with pension, while others will be allowed to continue to serve till 20 years and would be released with pension.

◆PC to Women Officers in junior batches has also commenced from December 2020, in which they are considered for PC in their 10th year of service. With grant of PC, the Women Officers are transcending into an era of gender parity and are gearing up to assume challenging leadership roles, akin to their male counterparts.

India’s Afghan Investme

✔️Why in the news- As the Taliban push ahead with military offensives across Afghanistan, preparing to take over after the exit of US and NATO forces, India faces a situation in which it may have no role to play in that country.

◆It would be a reversal of nearly 20 years of rebuilding a relationship that goes back centuries. Afghanistan is vital to India’s strategic interests in the region.

▪️Projects across the country

●India has undertaken 400 plus projects in all 34 of Afghanistan’s provinces”.

●The fate of these projects is now up in the air.

✔️Some of these projects are

▪️SALMA DAM

●It is a 42MW dam in the Herat province.

●It has been inaugurated in 2016 and known as the Afghan-India Friendship Dam.

▪️ZARANJ-DELARAM HIGHWAY

●The project was the 218-km Zaranj-Delaram highway built by the Border Roads Organisation.

●Zaranj is located close to Afghanistan’s border with Iran.

●The highway goes along the Khash Rud river to Delaram to the northeast of Zaranj, where it connects to a ring road that links Kandahar in the south, Ghazni and Kabul in the east, Mazar-i-Sharif in the north, and Herat in the west.

✔️Strategic important

◆With Pakistan denying India overland access for trade with Afghanistan, the highway is of strategic importance to New Delhi, as it provides an alternative route into landlocked Afghanistan through Iran’s Chabahar port.

▪️PARLIAMENT

●The Afghan Parliament in Kabul was built by India at $90 million.

●It was opened in 2015.

●PM Modi described the building as India’s tribute to democracy in Afghanistan.

●A block in the building is named after former PM AB Vajpayee.

▪️STOR PALACE

●In 2016, Afghan President Ashraf Ghani and Prime Minister Modi inaugurated the restored Stor Palace in Kabul, originally built in the late 19th century, and which was the setting for the 1919 Rawalpindi Agreement by which Afghanistan became an independent country.

▪️POWER INFRA

●Other Indian projects in Afghanistan include the rebuilding of power infrastructure such as the 220kV DC transmission line from Pul-e-Khumri, capital of Baghlan province to the north of Kabul, to beef up electricity supply to the capital.

●Indian contractors and workers also restored telecommunications infrastructure in many provinces.

▪️HEALTH INFRA

●India has reconstructed a children’s hospital it had helped build in Kabul in 1972 —named Indira Gandhi Institute for Child Health in 1985 — that was in a shambles after the war.

●‘Indian Medical Missions’ have held free consultation camps in several areas.

▪️TRANSPORTATION

●According to the MEA, India gifted 400 buses and 200 mini-buses for urban transportation, 105 utility vehicles for municipalities, 285 military vehicles for the Afghan National Army, and 10 ambulances for public hospitals in five cities.

●It also gave three Air India aircraft to Ariana, the Afghan national carrier, when it was restarting operations.

▪️OTHER PROJECTS

◆India has contributed desks and benches for schools, and built solar panels in remote villages, and Sulabh toilet blocks in Kabul.

◆New Delhi has also played a role in building capacity, with vocational training institutes, scholarships to Afghan students, mentoring programmes in the civil service, and training for doctors and others.

▪️ONGOING PROJECTS

●At the Geneva Conference in November 2020, External Minister has announced that India had concluded with Afghanistan an agreement for the construction of the Shatoot Dam in Kabul district.

●He also announced the start of some 100 community development projects worth $80 million.

✔️Aga Khan Heritage project

●In 2020, India pledged $1 million for another Aga Khan heritage project, the restoration of the Bala Hissar Fort south of Kabul, whose origins go back to the 6th century.

●Bala Hissar went on to become a significant Mughal fort, parts of it were rebuilt by Jahangir, and it was used as a residence by Shah Jahan.
