The Delhi high court has backed the need for a Uniform Civil Code (UCC) in India and asked the Centre to take the necessary steps in this matter, informed those familiar with the development. The court noted that the modern Indian society is gradually becoming "homogeneous", dissipating 'traditional barriers' of religion, community, and caste, and in view of these changing paradigms, a uniform civil code is in order.

The Population Pinch: UP’s proposed law may help, but need to avoid China’s mistakes
✔️Context- Uttar Pradesh’s has proposed a new population control law, in which parents who have more than two children will not be eligible to contest local-body elections or apply for a government job.
●If they already hold a government post, they will not be entitled to promotions or any government subsidy.
▪️Various Incentives in the law to Encourage Family Planning:
●The law along with serious disincentives has a raft of incentives to encourage couples to have one child or two children at the most.
●For Example, If voluntary sterilisation is done by either of the parents, after the second child, a government servant can receive two additional increments during the period of service (four in the case of voluntary sterilisation after a single child), subsidy on property purchase from government bodies, housing loans at softer terms, rebates on utility charges, maternity/paternity leave of 12 months, 3% additional contribution from the government (as an employer) to NPS.
●For sterilisation post-one-child, the Government is providing additional benefits like free healthcare and insurance for the child, free education up to graduation, scholarship if the child is a girl, etc.
●In the case of Non-government servant parents, Parents who adopt a two-child policy will be provided utility rebates, one-year maternity/paternity leave.
●For BPL couples adopting the one-child policy, lumpsum money would be given by the government.
●Thus, these incentives would likely be more effective than the penalties in nudging people towards population control.
▪️Total Fertility Rate:
◆According to NFHS-5 (2019-2020), interim report, India’s total fertility rate (TFR) has reduced when compared to the NFHS-4 (2015-16) level of 2.2.
◆TFR has reduced in 21 of 22 states. For 19 states, the TFR was below the replacement rate of 2.1. UP recorded the highest TFR, at 2.7, in NFHS-4, However, it is seeing a steady decline in TFR.
◆In NFHS-1 (1992-93) and NFHS-2 (1998-99), the TFR was 4.82 and 3.99, respectively. In NFHS-3 (2005-06), TFR reduced to 3.8, which further fell to 2.7 by NFHS-4.
◆The unmet needs for family planning and spacing have reduced from 23.1 to 18.1 and 9 to 6.8, respectively, between NFHS-3 and NFHS-4.
◆In such a scenario, A policy to control the population may accelerate the achievement of replacement fertility by the state.
◆As per National Commission on Population, India shall achieve its replacement fertility level by 2025.
◆While enacting laws for population control, the state needs to be careful not to repeat the mistakes of China, where they used coercive population control policies which resulted in a huge TFR crash due to which the state had to take other steps to improve its TFR.
❓Conclusion:
◆India needs to learn from China and also be careful regarding the one-child policy which may lead to a male preference in India, where already exists a sex-selection problem.
◆Further, it should be ensured that the burden of contraception/sterilisation on women doesn’t get heavier than existing.
◆Population Control should be done in a phased and planned manner so that there is not a sharp negative rate of TFR and at the same time India is able to reap the benefits of demographic dividend.

India's Tibet Policy{1/2}
◆Recently, some Chinese nationals protested against the celebration of the birthday of the Dalai Lama in India.
◆The Dalai Lama and Tibet is one of the major irritants between India and China relations.
◆China considers the Dalai Lama a separatist, who has great influence over Tibetans. India seeks to use Tibetan card in order to counter China’s continuing aggression at the Line of Actual Control.
▪️Background of India’s Tibet Policy:
●For centuries, Tibet was India’s actual neighbour, as most of India’s boundaries and the 3500km LAC is with the Tibetan Autonomous Region, and not the rest of China.
●In 1914, it was Tibetan representatives, along with the Chinese that signed the Simla convention with British India that delineated boundaries.
●However, after China’s full accession of Tibet in 1950, that China repudiated the convention and the McMahon line that divided the two countries.
●Further, in 1954, India signed an agreement with China, agreeing to recognize Tibet as “Tibet region of China”.
●In 1959, following the Tibetan uprising, the Dalai Lama (spiritual leader of Tibetan people) and many of his followers fled to India.
●Former Prime Minister Jawahar Lal Nehru gave him and Tibetan refugees shelter, and helped in setting up the Tibetan government in exile.
●The official Indian policy is that the Dalai Lama is a spiritual leader, and the Tibetan community in India, with more than a lakh exiles, is not allowed to undertake any political activity.
▪️Shift in India’s Tibet Policy:
◆In the event of increasing tensions between India and China, there has been a shift in India’s Tibet Policy. This shift in the policy, earmarks the Indian government actively managing with the Dalai Lama in public forums. For Example,
◆In 2014, Prime Minister of India (PM) had invited the head of the Tibetan government in exile in India, Lobsang Sangay, to his swearing in ceremony.
◆However, he did not invite him in 2019 after being re-elected for a second five-year term, to ensure a smooth passage for a second informal summit between him and Chinese president Xi Jinping.
◆Recently, the Prime Minister of India (PM) wished the Dalai Lama in the first such public acknowledgement since 2013, the first time as PM.
◆The shift in India’s Tibet policy is majorly focused on symbolic aspects, but there are many challenges pertaining to India’s Approach to Tibet Policy.

India's Tibet Policy {2/2}
▪️Challenges Associated with India’s Approach to Tibet Policy:
●
●China is increasing suppression of the Tibetan populations’ links to the Dalai Lama and pouring in investment, infrastructure projects in the region.
●
●Further, the Indian Army trains the Tibetan Special Frontier Force, which could lead to Tibetans fighting each other in the future.
●
●This has created a sense of dissatisfaction amongst the youth of the Tibetan community.
●Further, in the past few years, the US has also increased its role, by accepting more Tibetan refugees. This will impact India’s role as a sole entity arguing about the future of Tibetian refugee.
●
●The Dalai Lama asserts that his successor could be a living incarnation, in a specific area in India or even in another country like Taiwan.
❓Way Forward
◆India currently has an executive policy (not a law) on Tibetans in India.
◆While the current policy was a significant development for Tibetans' welfare in India, it is devoid of legal backing on core issues of Tibet. For example, destructive Tibetans' demand for freedom in Tibet.
◆Therefore, it is high time now that India should also adopt a more assertive stand on the Tibet issue in dealing with China.
◆Further, India should avoid a situation where it has a young and restive Tibetan population that resides in India, but looks outside of India for its leadership and command structure after the Dalai Lama has passed.

▪️Challenges Associated with India’s Approach to Tibet Policy:
●
Changes in Tibetan Demography
: Over the past few decades, China is promoting people from mainland China to migrate into Tibet.●China is increasing suppression of the Tibetan populations’ links to the Dalai Lama and pouring in investment, infrastructure projects in the region.
●
Tibetans Against Each Other
: As India-China tensions grow and turn violent after the Galwan valley clash, China has begun to raise Tibetan Militia groups.●Further, the Indian Army trains the Tibetan Special Frontier Force, which could lead to Tibetans fighting each other in the future.
●
Issue of Tibetan Citizenship
: The Indian government doesn’t give citizenship to Tibetans born in India after the cut-off year of 1987.●This has created a sense of dissatisfaction amongst the youth of the Tibetan community.
●Further, in the past few years, the US has also increased its role, by accepting more Tibetan refugees. This will impact India’s role as a sole entity arguing about the future of Tibetian refugee.
●
Question of Dalai Lama’s Succession:

NAGA Peace Talks
✔️Why in News- Recently, the Nagaland Government appealed to all Naga political groups and extremist groups to cooperate in establishing unity, reconciliation and peace in the region.
◆The peace process between the central government and two sets of the Naga extremist groups has been delaying for more than 23 years.
▪️Peace Initiatives:
●
●However, several leaders refused to accept the agreement, which led to the split of NNC.
●
●
●Recently, the State government decided to prepare the Register of Indigenous Inhabitants of Nagaland but later due to pressure from various fractions, the decision was put on hold.
▪️Issues:
◆The 2015 agreement apparently made the peace process inclusive but it created suspicion about the central government exploiting divisions within the Nagas on tribal and geopolitical lines.
◆The issue of integration of contiguous Naga-inhabited areas of Manipur, Assam and Arunachal Pradesh in view of the demand for territorial unification of ‘Greater Nagalim’ will trigger violent clashes in the different affected states.
◆Another major hindrance to the peace process in Nagaland is the existence of more than one organisation, each claiming to be representative of the Nagas.
❓Way Forward
◆The Centre must negotiate with all the factions and groups of the Insurgents to have a long-lasting peace. Further, their cultural, historical and territorial extent must be taken into consideration.
◆Any arrangement to be worked out should lead to social and political harmony, economic prosperity and protection of the life and property of all tribes and citizens of the states.
◆Another way of dealing with the issue can be maximum decentralisation of powers to the tribal heads and minimum centralisation at the apex level, which should mainly work towards facilitating governance and undertaking large development projects.
◆Greater autonomy for the Naga inhabited areas in these states can be provided which would encompass separate budget allocations for the Naga inhabited areas with regard to their culture and development issues.
◆Moreover, the Centre must keep in mind that most of the armed insurgencies across the world do not end in either total victory or comprehensive defeat, but in a grey zone called ‘compromise’.

Ch 3 "He who can do this has the whole world with him. He who cannot walks a lonely way"
1)The Key to influence people
"Talk about what others what they want selflessly and show them how to get it"
Why it works
Because in this world everyone is interested in what you want Which frankly No one cares so if we take an totally opposite and an approach to serve others ideas while benefitting yourself from it.
Human being a social creature will be influenced and provide you wisdom for his/her idea
Example
If you don't want your children to smoke
1st detect what you want
You want that your children do not indulge in smoking
Then try to understand what they want
As a student they aspire for a purpose and passion give them the necessary direction and try to make them understand the fact that smoking will not serve their passion
2) Every act you have performed since the day you were born was performed because you wanted something
3) Harry A.Overstreet in his book Influencing Human Behaviour
-"Action springs out of what we fundamentally desire"
-1st Arouse in the other person an eager want
4) The art of persuasion by Stan Novak
The problem
His youngest son Tim, kicking and screaming on the living room floor
He was to start Kindergarten the next day and he was protesting that he would not go.
The approach
1) Understanding what the child feeling is legit
2) Listing fun things to be done at home which would be conducted in the kindergarten
3) Putting them into action with enthusiasm
Reaction from the child
As he participated with his parents he was aroused with an enthusiasm of learning this which would be done in the kindergarten
This created a Bubbly yet curious mindset in the child which will help in his school life
Now here with patience and understanding the father was able to create an enthusiasm which no discussion and debate would have created.
"Tomorrow if you want to persuade someone to do something
Before you speak, Pause and ask yourself. "How can I make this person want to do it"
(Never Rush into a situation Headlessly, with futile chatter about our desire)
5)Case study- The Ballroom of New York
Background
A Gentleman rented this ballroom to conduct a series of lectures
Problem
The pay was increased at the end moment
Approach
1) Understanding the manager demands
2) Explaining his authority which will indirectly benefit the manager
(Understanding what the manager wants and benefitting himself from this approach)
6) Understanding the fine art of human relationships with Henry Ford
"It lies in the ability to get the other person's point of view and see things from that person's angle as well as from your own"
Using this art to convince the interviewer
Question
❓Why should I hire you in IAF
That's a really considerate question sir I personally believe my passion for aviation which I have cultivated over the years (Elaborate your knowledge in short terms)
It will enable me to invest myself in a longer run.
The philosophy I associate with it
Find a job in which does not offer you 30 lakhs a year.
But you can serve in that job for 30 years effortlessly
I feel really grateful for my preparation because it made me an individual of courage commitment and character and I would look forward with enthusiasm to learn and gain more insight about this
So My skills and my mindset is suitable for this profession which I rather treat it as a way of life and associate it as my greatest purpose(To serve others by making my passion as an instrument) which will enable me to serve the society with Loving kindness and compassion
7)"People who can put themselves in the place of other people who can understand the working of their minds need not to worry about what the future has in store for them
-Owen D Young
8) From every negotiation try to create a win win situation
CRUX
Instead of making others think it is ours, why not let them cook and stir the idea themselves . They will then regard it as their own;they will like it and maybe appreciate it.
