Treaty on the Prohibition of Nuclear Weapons (TPNW)

◆The Treaty on the Prohibition of Nuclear Weapons (TPNW), sometimes known as the Nuclear Weapons Ban Treaty, is the first legally binding international treaty to comprehensively prohibit nuclear weapons, with the ultimate goal of their entire elimination.

◆It was adopted on July 7, 2017, made available for signature on September 20, 2017, and went into effect on January 22, 2021.

▪️Aim of  Treaty on the Prohibition of Nuclear Weapons

●The treaty outlaws the development, testing, manufacture, stockpiling, stationing, transfer, use, and the threat of use of nuclear weapons, as well as support and encouragement to the forbidden actions, for those countries that are party to it.

●It offers a time-bound framework for discussions leading to the verified and irreversible cessation of nuclear weapons programs for nuclear-armed states that join the treaty.

●According to proponents, the nuclear-weapons-ban treaty will represent an "unambiguous political commitment" to achieve and preserve a nuclear-weapon-free world. It was not intended, however, to encompass all of the legal and technical procedures required to reach the point of elimination, unlike a comprehensive nuclear weapons pact.

●Nuclear weapons, unlike chemical, biological, anti-personnel landmines, and cluster munitions, do not have a broad and universal prohibition. The 1968 Non-Proliferation Treaty (NPT) only has partial bans, and nuclear-weapon-free zone accords only prohibit nuclear weapons in specific geographical areas.

▪️Reactions from the Nuclear-Armed States:

◆Nuclear-weapon powers and several NATO members have been vocal in their opposition to the project from the start. Although the US and UK attended the 2014 Vienna Conference on the Humanitarian Impacts of Nuclear Weapons, leaders from Washington and other nuclear-weapon states boycotted the working group sessions and the 2017 treaty discussions.

◆These countries argue that ratifying the CTBT will divert focus away from other nonproliferation and disarmament activities, such as negotiating a fissile material cutoff pact. They are concerned that the nuclear non proliferation treaty, by allowing states to "forum shop," or pick between the two treaties, will undermine the NPT and its considerable safety provisions.

✔️What is India's stand on the Treaty?

●The pact was rejected by India for two main reasons.

●It was not negotiated in the appropriate forum or method: First, since it was not negotiated in the appropriate venue or manner.

●India feels that the Conference on Disarmament, a UN body comprised of 65 nations that make decisions based on consensus, is the best platform for addressing complicated aspects of nuclear disarmament. India believes it is vital to include all parties in this discussion.

●Failure to do so could result in a conclusion that is unsatisfactory to important actors, as the TPNW appears to have been.

●Lack of attention to important areas: India's second criticism has been that it has paid little attention to concerns of verification and compliance.

●The treaty encourages NWPs to join by removing nuclear weapons "immediately from operational status and destroying them in line with a legally enforceable, time-bound plan."

●These terminologies, however, are not defined. The pact also makes no provision for who will monitor and certify that the elimination process is proceeding as planned, or how non-compliance will be dealt with.

Conclusion

◆The greatest way to begin moving toward nuclear abolition is to take actions to lessen the importance of nuclear weapons. Human nature is a savage opponent of giving up anything of value. As a result, by lowering the value of nuclear weapons, countries may be convinced to get rid of their stockpiles.

◆Such a drop in value might be achieved by advocating concepts that limit nuclear weapons' purpose to nuclear deterrence alone; demonstrating the military futility of using such weapons; universalizing no first use; or outlawing the use or threat of using nuclear weapons first. As a result of these steps, weapons will fall out of usage, making their removal practicable.

◆The TPNW's coming into force provides an excellent opportunity to consider initiatives that will help the TPNW achieve its larger goal. All states, nuclear and non-nuclear, would benefit from this.

IAF AND USN IN IOR

◆As a strategic outreach exercise with the defence forces of friendly foreign countries in the Indian Ocean Region (IOR), Indian Air Force will participate in operational engagements with the US Navy in an exercise to be carried out with Ronald Reagan Carrier Strike Group (CSG) on 23 and 24 Jun 21. The CSG is currently deployed in the IOR. 

◆The Exercise in the AoR of Southern Air Command will see the IAF forces operate from bases under four operational commands and will include Jaguars & Su-30 MKI fighters, AWACS, AEW&C and Air to Air Refueller aircraft.

◆The US CSG is expected to field F-18 fighters and E-2C Hawkeye AEW&C aircraft. The exercise will be carried out south of Thiruvananthapuram, on the western seaboard, over two days. 

◆IAF has extensive experience in maritime operations in the IOR. This has been consolidated over the years by conduct of exercises from the country’s island territories, including participation in International exercises.

◆The multi spectral capability of the IAF in IOR also includes HADR missions and logistics support undertaken in support of friendly nations in the region. This engagement with the US CSG offers one more opportunity to undertake joint operations in the maritime domain with a friendly foreign power. 

◆The exercise with the US CSG will focus on multiple areas including enhancing aspects of interoperability, nuances of international integrated maritime SAR operations and exchange of best practices in the maritime airpower domain.

INDIAN NAVY - US NAVY: CARRIER STRIKE GROUP PASSAGE EXERCISE

◆Indian Naval Ships Kochi and Teg along with P8I and MiG 29K aircraft are participating in a Passage Exercise with US Navy Carrier Strike Group Ronald Reagan during its transit through Indian Ocean Region on 23 and 24 Jun 2021.  

◆The Indian Naval warships along with aircraft from Indian Navy and Indian Air Force will be engaged in joint multi-domain operations with the Carrier Strike Group comprising Nimitz class aircraft carrier Ronald Reagan, Arleigh Burke class guided missile destroyer USS Halsey and Ticonderoga class guided missile cruiser USS Shiloh.

◆The two-day exercise aims to strengthen the bilateral relationship and cooperation by demonstrating the ability to integrate and coordinate comprehensively in maritime operations. High tempo operations during the exercise include advanced air defence exercises, cross deck helicopter operations and anti-submarine exercises. 

◆The participating forces will endeavour to hone their war-fighting skills and enhance their interoperability as an integrated force to promote peace, security and stability in the maritime domain.

◆Indian Navy and US Navy regularly undertake a host of bilateral and multilateral exercises which underscore the shared values as partner navies, in ensuring commitment to an open, inclusive and a rule-based international order.
