What Israel wants in Syria

✔️Context

◆The regime of President Bashar al-Assad seems to have won the civil war after 10 long years of battle in Syria.

◆After Russian intervention in 2015, Mr. Assad’s troop control not only the largely Alawite-populated region stretching from Damascus to the Mediterranean coast, but the Entire Syria except Idlib and the Kurdish territories.            

✔️Syrian Army

●The Kurds enjoy autonomy in the border region with Turkey, and Idlib, controlled by jihadists and rebels, and some towns on the border that are held by pro-Turkey militias are the only parts of the country that lie outside the sovereignty of the Syrian government.

●The Syrian army with the help of Russia, Iran and several Iran-backed Shia militias, including the Lebanese Hezbollah turned around the war. However, these Shia Militias backed by Iran are still in Syria, which shares a border with Israel. Thus intensifying the Iran-Israel conflict.

❗️Changing tactics

●Israel had a ‘wait and watch’ approach, initially when the Syrian crisis took place in 2011-12, as it preferred a stable regime in Damascus to the post-revolutionary chaos.

●However, later on when Iran deployed militias and military assets in Syria in defence of Mr. Assad, it changed Israel’s calculus.

●The Hezbollah has already established a formidable presence in Israel Northern Border. Israel’s 1982-2000 occupation of southern Lebanon and the 2006 war on Lebanon were resisted by Hezbollah.

●Israel captured the Golan Heights, from Syria in the 1967 Six-Day War and since then it has been the de facto border between the two countries.

●With the help of Syria, Iran Shia militias entering into the Golan heights region is not acceptable by Israel.

●So, Israel changed its tactics. It started helping anti-Assad rebels in the Golan region by providing cash and medical aid.

●It planned to create a buffer between the Golan Heights and the rest of Syria so that the pro-Iran militias could be stopped from coming face-to-face with Israeli troops.

●Later, when the civil war prolonged, Iran deepened its presence in Syria,and Israel started bombing Iranian positions inside Syria. Since September 2015, the Syrian air space has been controlled by the Russians. But when Israel stepped up its bombings, Russia looked away and Israel too did not hit Russian positions in the overcrowded Syrian battlefield.          

▪️Three goals

~Israel had three key goals:

1.It wanted to disrupt Iranian supplies for Hezbollah and other Shia militias.

2.Israel wanted to stop the shia militias from advancing towards the de facto border in Golan heights.

3.Weaken Iran’s presence in Syria by continuously targeting them.

〰️Iran need for Syria

●In the last couple of years, Israel has carried out dozens of aerial attacks in Syria and Syria has fired anti-aircraft missiles in retaliation.

●Recently,an anti-aircraft surface-to-air missile, was fired by the Syrian army,which landed near Israel’s secretive nuclear facility in Dimona, due to which Israel in turn,carried out a round of bombing in Syria.

●For the Syrian government, support from Iran was a lifeline as Iran supplied ground troops and Russia handled air space.

●Despite Israeli attacks, Mr. Assad did nothing to prevent the sprawling Iranian influence in his country.

●And Iran’s response to Israeli attacks has been to deepen its footprints.

Conclusion

●Iranian support to Syria during the civil war has led to Syria being a new theatre in the Israel-Iran geopolitical contest in West Asia. Already, the conflict has spilled from Syria into the Mediterranean and Red Sea waters where both sides target each other’s ships.

●With Israel determined to contain Iran’s growing influence in the region, and the U.S. and other Western powers reaching out to Iran to revive the 2015 nuclear deal may further intensify the Israel-Iran contest.

Let's start with the series of CIQ's asked by the IO in the SSB. Generally, the questions asked all at a go is divided into 6 CIQs in SSB Interview or Comprehensive Information Questionnaire. CIQ-1
The first CIQ is generally related to your academic performance and participation in sports and games. The questions will go something like this:

Protecting the police

✔️Context

◆Before the police and other front line workers could get fully vaccinated, the second wave of COVID-19 hit India more severely than anyone could have expected.

◆Though Curfews and lockdowns have been imposed again in some regions to break the chain of transmission, the challenges before the police are more varied and serious now.

❗️Challenges for the police:

●During the first nationwide lockdown, the problems were related to migrant labourers and providing them ration, transport, and inter-State passes.

●The pandemic being the first of its kind, the police faced a tough time enforcing the rules and had mild punishments for violating COVID-19 protocols.

●There was an increase in cases of cyber-fraud, particularly those relating to online purchases and phishing.

●The Supreme Court, too on a suo moto petition, ‘ Contagion of Covid-19 Virus in Prisons’ (2020), instructed High Courts to decongest prisons by releasing convicts on parole and under-trial prisoners (charged with offences punishable with maximum punishment up to seven years) who were in jail for three months or more on temporary bail.

●During the first Lockdown, The police received appreciation for their perseverance and sympathy for others and some criticism.

●However, the second wave seems to be more serious, With the steep spike in cases in just a fortnight, the number of hospital beds, ICU beds, medical oxygen, and drugs is falling short in front of the rising demand.

●Though the administration is trying its best to diffuse the situation by coordinating with various stakeholders, panic is not subsiding.

●The role of social activists and media has kept hopes alive for many desperate people by extending a helping hand in time.

●Due to the limited capacity of cremation grounds, and as per State authorities, COVID-19 protocols relatives are not able to bid adieu to their loved ones and perform their last rituals.

✔️Facing the brunt

◆Apart from healthcare workers, the brunt is being faced by the police, in the means of tackling the menace of people hoarding scarcely available medical products, maintaining public order in front of hospitals, enforcing lockdowns and maintaining order, at the same time performing their regular duties as well.

◆In case a criminal is found COVID-19 positive, he needs to be quarantined before being produced before a magistrate.

◆According to the prevalent jail protocol, criminals are permitted entry only if they test COVID-19 negative.

◆The probability of policemen who are catching the criminals getting infected with Covid is very high.

◆Hence, for a policeman to be safe while being on duty is becoming difficult.

◆Around 1207 security men including state police and CAPF have died and around 2Lakh police have succumbed to COVID-19.

◆The scheme of special insurance cover of ₹50 lakh, introduced for the medical fraternity last year for a limited period of three months, should be revived and extended to all front-line workers (including the police) this time.

▪️Conclusion

●The second wave of the pandemic has increased the challenges. But despite facing various hardships, the police are performing their duty to serve the needy and poor in difficult times and ensuring that Lockdown is effectively enforced because Jaan he toh Jahan he

5 Latest Deals of Indian Armed Forces

●With a strength of about 1.4 million soldiers, the Indian Army is the world's largest standing army. Not only that, but India is the world's largest importer of defence-related goods like weapons and ammunition. India invests billions in its military to reinforce its forces and protect its borders. The new Indian defense deals are listed below. 

▪️India-made Israeli Tavor X 95 rifles: Until now, Israeli Weapons Industry supplied India with Tavor X 95 shotguns (IWI). According to sources, these weapons are now manufactured in India and supplied to both central and state powers.

▪️83 new Tejas light combat aircraft by HAL:On February 3, India's Ministry of Defense granted Hindustan Aeronautics Limited an agreement worth Rs 48,000 crore to supply the Indian Air Force with 83 light battle airplane (LCA) Mk-1A planes, otherwise called Tejas contenders.

●In three years, the first Tejas LCA will be delivered to the Air Force. The remainder will be delivered in 2030.

●73 of the latest planes are Mk-1A fighter jets, and 10 are LCA Mk-1 trainer planes.

▪️The Modern Radio Systems from Bharat Electronics for 1000 Cr:On February 8, the Indian Ministry of Defence signed a contract with Bharat Electronics Limited (BEL) for the procurement of Software Defined Radio Tactical (SDR-Tac) worth over 1,000 crores.

●The development and design of The Defence Research and Development Organisation's (DRDO), Weapons and Electronics Systems Engineering Establishment (WESEE), BEL, Centre for Artificial Intelligence and Robotics (CAIR), and the Indian Navy have teamed up to form SDR-Tac.

●The radio system is a four-channel, multi-mode, multi-band, 19-rack mountable, ship-borne design.

▪️118 Arjun Mark-1A tanks worth ₹8,400 for the Indian Army:The Defence Ministry recently approved the induction of 118 Arjun Mark-1A tanks into the Indian Army in December 2020. Their total worth is estimated to be around Rs. 8,400 crores.

●The tanks are designed and manufactured in-house by the Defence Research and Development Organisation (DRDO). This tank is a main battle tank from the third century. This means it has composite armour and computer-stabilized fire control systems, allowing it to fire on the move and strike targets up to 2,000 meters away with a high first-hit chance.

●It has 72 more features than the previous edition.

●These 118 new Arjun tanks will join the Indian Army's existing fleet of 124 Arjun tanks, which are currently stationed in the western desert along India's shared border with Pakistan.

▪️A $200 million deal for the Israeli SPICE bombs:Although the majority of India's latest defense procurement deals concentrate on keeping production in-house, some equipment is still imported. India has signed a $200 million contract with Israel's Rafael Advanced Defense System, despite its attempts to sweep the news under the rug.

◆The purchase of bomb guidance kits, anti-tank guided missiles, and software-enabled radios is part of this agreement.

◆According to Jane's Defence Weekly, the tactical radios are unique to the Indian Army. The company has declined to name the "Asian nation" that is its client, as stated in its press release from December 2020. And, according to Indian military officials, the Indian Air Force used SPICE kits during the Balakot air attack.

Conclusion

◆The rivalry among the defense industry's private behemoths has ushered in a new age in which India will produce its own weapons and shed its status as the world's largest arms importer. Make in India has had a significant effect on private businesses, and it has resurrected the old India strategy in order to transition to a new one. Prime Minister Narendra Modi's foreign trip, particularly his trip to Europe, was extremely beneficial to the nation. In the defense sector, major shifts are occurring.

Union Government’s Guidelines to States On Oxygen Supply{1/2}

✔️Context

●With burgeoning covid-19 cases amid a severe second wave, almost all the states of India are witnessing a severe shortage of medical oxygen resulting into deaths of patients- around 44 in Delhi alone in 2 days.

●Delhi and Madras High Courts have demanded that Union Govt fulfill the demand of oxygen. Various states like Tamil Nadu, Delhi , Haryana are fighting with each other to gather the precious little amount of oxygen being produced in their states.

●This has prompted Union Government to issue guidelines on the supply of liquid medical oxygen which are discussed below.

〰️Directions by the Union Government

◆During the meeting held by PM Modi, it was informed that the states have been asked to specify their demand for oxygen so that adequate supply can be ensured.

◆Prime Minister directed that oxygen supply to various states should be unhindered and local administrations like DM and SSP of the districts be held responsible for instances of obstruction.

◆The Central Government has reviewed the oxygen supply situation and has decided that with immediate effect, use of liquid oxygen, including the existing stock, will be allowed for medical purposes only, and that all manufacturing units may be allowed to maximise their production of liquid oxygen, and make it available to the Government, for use for medical purposes only.

◆Invoking the Disaster Management Act, the order directed states and Union Territories to ensure that use of liquid oxygen is not allowed for any non-medical purpose.

◆All stocks of liquid oxygen should also be made available to the Government for use for medical purposes. No exception is allowed to any industry with regard to use of liquid oxygen.

◆Union home secretary issued an order which said “No restriction shall be imposed on the movement of medical oxygen between the states and transport authorities shall be instructed to accordingly allow free inter-state movement of oxygen carrying vehicles.” The instruction followed reports that the Haryana and Uttar Pradesh administrations were preventing the movement of oxygen tankers to Delhi.

◆Besides, states and union territories would have to abide by the supply plan of medical oxygen prepared by the empowered group (EG) II.

✔️Other steps taken by India to tackle this emergency

●India has floated a global tender for procuring 50,000 tonnes of oxygen.

●The first imports would be coming from Singapore, China and the Gulf countries since they are the nearest geographically, the official added.

●The immediate concern, however, is the availability of empty cryogenic tankers, especially for imports from China. These tankers, which maintain a temperature of minus 183 degree Celsius, would be transported by sea to India.

●Union government has stepped in to prevent states from hindering the movement of liquid medical oxygen (LMO) to other states.

●Additionally, the Indian Air Force (IAF) airlifted empty oxygen tankers and took them to industrial units that have switched to producing medical grade oxygen.

●As against the current demand of 6,785 tonnes per day (tpa) of LMO from 20 states, the Centre has allocated 6,822 tpa as of April 21, according to a government press release issued after the meeting.

●In the last few days, the availability of LMO has increased by about 3,300 tpa, with contributions from private and public steel plants, oxygen manufacturers, other industries, as well as by prohibiting the supply of oxygen to non-essential industry.

●To speed up oxygen delivery, trains have also been pressed into service to ferry tankers. On April 23, the first rake from Visakhapatnam travelled with 105 MT LMO to Nagpur, offloaded three tankers, and sped to Nashik to supply four tankers on Saturday.

Union Government’s Guidelines to States On Oxygen Supply{2/2}

●A similar movement of tankers took place from Bokaro in Jharkhand to Uttar Pradesh.

●A 270km Lucknow to Varanasi 'green corridor', where trains carrying oxygen tankers have first right of way, was created earlier.

▪️Government initiatives to increase the availability of medical oxygen

●During the Covid-19 pandemic, the government initiated various steps to increase the production of oxygen and also maintaining the prices. This includes,

●Under the Disaster Management Act, 2005, the Ministry of Health & Family Welfare(MOHFW) delegated its powers to the NPPA. Especially to take all necessary steps to regulate the availability and pricing of liquid medical oxygen (LMO) and oxygen cylinders.

●Further, to ensure the availability of oxygen at a reasonable price the NPPA capped the price of medical oxygen cylinders and LMO for six months(in September).

●Mapping of oxygen sources for 12 high burden state: The Centre-appointed Empowered Group-2 mapped the medical oxygen capability in 12 States having high disease burden. Such as Maharashtra, Tamil Nadu, Kerala, Gujarat, Delhi, etc.

Identification of hospitals for installing PSA plants: Recently the MOHFW sanctioned the installation of 162 Pressure Swing Adsorption plants at hospitals to augment oxygen capacity by over 154 Metric Tonnes.

❗️Suggestions to improve medical oxygen

Fixing the PSA Plants in remote locations: This will make hospitals manufacture their own oxygen and make the hospitals self-reliant. Further, it will reduce transportation costs and delays in oxygen supply.

Converting surplus industrial oxygen into medical oxygen: Empowered Group-2 suggested using argon and nitrogen tankers in oxygen transport to fulfil the demand. It also suggested using industrial cylinders for refilling. The government can implement the suggestions.

Curbing oxygen wastage and unnecessary use in hospitals: The MOHFW repeatedly warned against this. The health ministry even appointed an expert committee to fix medical oxygen for patients. The committee suggested the following,

●Firstly, fixing the oxygen supply to 40 liters in intensive care units and 15 litres in normal wards per patient per minute.

●Secondly, providing oxygen only to patients having oxygen saturation levels below 94%. (Oxygen saturation in the blood below the level of 94 is considered as a matter of concern for people suffering from Covid-19).

●The hospitals have to follow this limit as it will reduce wastage.

5 UAVs Used by Indian Army

●Science has been applied in a variety of areas as a result of technological advancements in different fields. The race between nations has progressed to the point where human action is less likely to succeed, and mechanics will play a critical role in the conflict.

●The face of aircraft and its pilots has changed dramatically since the Wright brothers invented the airplane.

●Humans have become more patient as machines have become smarter. When it comes to the armed forces, high-tech arms and surveillance systems have made human efforts easier and minimized the number of lives lost. With the advent of unmanned aerial vehicles (UAVs), the Air Force has seen a similar result (pilotless aircraft).

●The advent of guided missiles, which were later thought to be used again, caused a change in the armed forces. Airstrikes on Syria and other IS-affected areas are now being carried out in part by unmanned aerial vehicles (UAVs), which act as observers, attackers, and event planners.

✔️Nishant:

◆This UAV was designed for the Indian Army by the DRDO's Aeronautical Development Establishment division.

◆It needs a catapult-based launching system because it is unable to self-propelling and must rely on a parachute to land.

◆The Indian army has agreed to cancel all future orders for this UAV and retire it.

✔️Heron:

●The Indian Air Force uses it as a Medium Altitude Long Endurance (MALE) UAV.

●It was developed in Israel and has a flight time of 52 hours, but the actual flight time depends on the weight and flight profile it bears.

●Artillery modification, monitoring, and intelligence functions are among the advanced features.

✔️Harpy:

●It is another Israeli commodity that is used by the Indian military.

●It has the ability to hold explosives as well as disrupt radar systems.

●It may also carry out acts to destroy enemy air defense systems, such as surface-to-air missiles and anti-aircraft artillery, in order to monitor and defeat them.

●It has a top speed of 185 km/hr and a range of 500 km.

✔️Searcher:

◆This UAV, which was developed in Israel, has a top speed of 200 km/h and can fly for up to 18 hours.

◆In India's armed forces, the Navy and Air Force are the primary consumers.

◆In the armed forces, it serves as a reconnaissance unit.

✔️Rustom:

●It is an unidentified combat air vehicle developed by DRDO for the Indian armed forces' three services.

●The project is in the works, and some of the biggest names in the defence industry are competing for the production contract.

●This UAV has wheels, so it can take off and land a little faster than Nishant.

Rustom -2, a version with more specifications and reliability, is also in the works.
