Children from Economically Weaker Backgrounds have fallen behind as Classes shifted to the Digital Age{1/2}
✔️Context
◆Due to the corona pandemic, when education was at a standstill, after various discussions education for the students was made online through video classes which catered mostly the urban or educated elite populations whose children went to private schools.
✔️Key findings of the Annual Status of Education Report (ASER 2020 Wave 1)
◆The report is based on a representative sample of rural children's access to learning opportunities when the schools were closed.
◆State governments and private schools have provided various learning materials but to what extent it has reached the students and whether students were able to understand what is thought must be analyzed.
◆Children from economically weaker backgrounds have lower learning outcomes because they tend to have less-educated parents who are not able to support their children in learning like the richer households.
◆The overall development of a child also depends on how parents support their children's learning like helping them with homework, sending them to tutors or private schools, and interacting with children regarding studies.
◆Remote learning introduced during the pandemic further increases the learning disadvantage of relatively poorer children and inequality due to digital divide as poor children don't have access to devices like computers, tablets, Smartphone etc. that are needed for remote learning.
◆79 per cent of children with high parental education have access to a Smartphone, while only 45% of children with less parental education have access to a Smartphone.
◆84% of uneducated parents send their child to a government school, while only 54% of educated parents do so.
◆90% of children with high parental education received learning support at home compared to 55 per cent of children with low parental education.
◆Less than 5 per cent of children in rural areas with low parental education attended online classes as compared to 20% of rural children with high parental education.
◆40% of the children whose parents were less educated did not engage in the learning activity during the pandemic when compared to 20% of children of educated parents.
◆The gap for access to textbooks and private tuitions is not wider due to push made by the government to make available the textbooks to the children during the lockdown.
◆28% of children of economically weaker parents took private tuition compared to 33 per cent of the rich households. Similarly, in access to textbooks, it was 79 per cent versus 83 per cent.
◆Though the material was distributed by the government, overall, only 35% of children received learning material other than a textbook.
◆Out of 35%, 49% was by high parental education group, and 23% was by low parental education.

◆Firstly, the Majority of economically weaker parents admit their children in government schools, and these schools have been less successful in distributing learning materials. 40 % of students in the private school received learning material when compared to 33% in public school.
◆Second, learning material was distributed through phone messages, messenger apps, in-person visits and phone calls.
◆87 per cent of children received learning material through WhatsApp, but 55% of children of poorer households could not access the learning material due to non-availability of the Smartphone. It was thus limiting the education for the poor.
✔️Measures to be taken
●From the report, government school students would need more help once the school reopens.
●According to 2018 ASER Report, the proportion of children in Class 5, who could read a Class 2 level text, was 35 % for children with low parental education as compared to 70 per cent of children with high parental education.
●Now with limited access to learning resources, the gap between children from poorer backgrounds and the rich would widen further.
The state government can reduce the gap by providing focused remedial instructions to children.
✔️Way forward
Today, when 75% of children have at least one parent educated more than primary school education, and when 70% of community members helped the school respondents, now it is time for narrowing the distance between school, home and community and provide better education to tomorrow's future.

Three more Rafale fighter jets join Indian Air Force
• Country’s Rafale squadron added third batch of three fighter jets which arrived last night after flying non-stop from France.
• They flew over 7,000 Km with in-flight refuelling.
• The new jets will bolster the strength of the Indian Air Force’s only Rafale squadron which is based in Ambala.
• This is the third set of deliveries of the aircraft to the IAF.
• India ordered 36 warplanes from France in September 2016 for 59,000 crore rupees under a government-to-government deal.
• With the new jets, the number of Rafales in the IAF’s inventory has increased to 11.

Russia moots West Asia meet as the U.S. resets Palestinian ties
Why in the news-Russia has recently backed a Palestinian proposal for a West Asia peace conference, suggesting that it could be held at the ministerial level in spring or summer. The U.S. said it would move towards renewing ties with the Palestinians under Joe Biden.
✔️Participants
There are roughly 10 participants would include Israel, the Palestinians, the four members of the West Asia diplomatic quartet (Russia, the U.N., the U.S. and the E.U.), along with four Arab states — Bahrain, Egypt, Jordan and the UAE.
✔️West Asia Peace Plan
●The West Asia peace plan unveiled by U.S. President Trump seeks to give the Israelis what they have long wanted — an expansive state with Jerusalem as its "undivided capital" and tight security control over a future Palestinian state.
✔️What is the plan?
◆The Trump plan seeks to address most of the contentious issues in the conflict such as the border of Israel, the status of Palestinian refugees, Jewish settlements on the West Bank, land swap between Israel and Palestine, Israel's security concerns the status of the city of Jerusalem.
◆The Palestinian refugees, who were forced out from their homes during the 1948 Arab-Israeli war that followed Israel's state in historic Palestine, would not be allowed to return.
◆They could move to the future Palestinian state, be integrated into the host countries or settled in other regional countries.
✔️Oslo Accords
●According to the Oslo Accords, the West Bank was divided into three areas, and only one of them is under the direct control of the Palestinian Authority.
●The plan proposes some land swap for the Israeli annexation of the West Bank Jewish settlements.
●It seeks to enlarge Gaza and connect the strip with the West Bank through a tunnel.
●The Arab towns in the southeast of Israel, close to Gaza, could become part of a future Palestinian state.
✔️Implications for Palestine
◆The Palestine position is backed by most of the world powers by forming an independent, sovereign Palestinian state based on the 1967 border.
◆It means the West Bank and the Gaza Strip with East Jerusalem as its capital including the Old City that houses Haram esh-Sharif, also known as Temple Mount, a holy site for both Muslims and Jews.
◆Issues like the right of return of the Palestinian refugees are to be settled in final negotiations.
◆But the U.S. has effectively rejected the Palestinian claims outright and asked them to make more compromises.
◆He seeks to give Jerusalem and about 30% of the West Bank to the Israelis and has denied the right of return of the Palestinian refugees.
◆The Palestinians should take action against militant groups, stop supporting Palestinian families of those jailed or killed by Israel, and refrain from questioning the occupation in international fora.
