Pandemic resilience: on call for new health law post COVID-19

◆The report of the parliamentary Standing Committee on Home Affairs demands a comprehensive Public Health Act, due to the extreme stress created by the pandemic.
◆National Health Profile 2019 data showed that there were an estimated 0.55 government hospital beds for 1,000 people.
◆Prolonged under investment in public health infrastructure-less millions of people being unattended even dor the primary health issues and had no option other than visiting the exploiting private hospitals leading to increased out of pocket expenses.
◆Further, in rural areas, even minimal care was absent.

Committee Observations
●Acknowledging these distortions, and the inadequacy of existing legal frameworks, the committee has recommended an omnibus law to curb profiteering during such crises and provide robust cashless health insurance.
●The panel also suggests overall structural reform addressing the misguided policies.
●India has committed itself to the Sustainable Development Goals but continues to evade making the right to health a fully legal and justifiable right under the National Health Policy.
●The panel discovered that there was the absence of insurance for many people, and many were turned away from the hospital during the crisis.
●There was a staggering increase in premiums, especially for senior citizens, or even up to 25% of the insured value. Further, the insurance regulator, IRDAI, has set 65 as the maximum age of entry for a standard policy Insurance, affecting older uninsured citizens. Such age limits must be fully taken off.
●The government as a single-player should come up and take steps for legal reforms for a time-bound transition to universal state-provided health care under a rights-based, non-exclusionary framework, with States implementing it
●The government must raise its public spending on health to the promised 2.5% of GDP on public facilities.
●The government should be able to take steps to reduce commercial pressure on pricing and have central procurement of essential drugs which can be distributed free or at a minimal price.

Conclusion
◆The recent pandemic has given us an exposure to our inefficient health care and the exploitation by the private tertiary care.
◆Hence, the government needs to improve its expenditure on public care and achieve the sustainable development goal of Right to health.

Medium Range Surface to Air Missile (MRSAM)

Why in the news-The Defence Research and Development Organisation (DRDO) has recently launched the army version of Medium Range Surface to Air Missile.

About Medium Range Surface to Air Missile 
◆The army version of MRSAM is a surface to Air Missile developed jointly by India’s Defence Research and Development Organization (DRDO) in collaboration with Israel Aerospace Industries (IAI) to use the Indian Army.

Combat Capability
●MRSAM Army weapon system comprises of Command post, Multi-Function Radar and Mobile Launcher system. 
●The MRSAM missile is equipped with an advanced active radar radio frequency (RF) seeker, advanced rotating phased array radar and a bidirectional data link.
●The RF seeker, located in the missile front section, is used to detect moving targets in all weather conditions.
●The MRSAM surface-to-air missile is powered by a dual-pulse solid propulsion system developed by DRDO.
●The propulsion system, coupled with a thrust vector control system, allows the missile to move at a maximum speed of Mach 2.
●The weapon can engage multiple targets simultaneously at ranges of 70km.

'Free, Fair and safe ' as the election motto

◆The upcoming Polls in the pandemic need to be rescued from the virus to save not just one series of balloting, but democracy itself.
◆The corona virus has already mutated on British Isles and now we must be more careful while conducting polls as it requires a large public get together.

Essence of Democracy
●Overlapping with the pandemic, Elections were held across various countries like U.S., South Korea and India giving people a chance for get together after the lockdown and meanwhile increasing the risk of corona virus transmission.
●Millions have voted in more than 34 countries since the pandemic broke, to reaffirm their faith in the life-breath of democracy — elections.
●They have shown that fear of endangering one’s health, one’s very life, is not going to come in the way of exercising political rights, political choice as life without liberty is of no use but at the same time people must understand to enjoy liberty there should be life first.
●Wherever the elections are conducted re- double care of the virus challenge must be taken into consideration.

Elements that matter
◆There are three players in an election — we the electors, the grid of candidates and the election-making machinery.
◆Also, in the pandemic There are 3 players — we the protection-needing public, the grid of health care, and the health-policymaking state.
◆When both election and infection coincide, the citizens must exercise their choice of life or liberty.
◆The recent Bihar elections were successfully conducted by the ECI (Election commission of India), Hence we can follow such model but still the risk persists.

The forthcoming elections
●The ECI begins preparing for the polls to legislatures in Kerala (140 seats), Tamil Nadu (234), Pondicherry (30), West Bengal (294) and Assam (126), it does so in a pall of uncertainty.
●Even if the elections are conducted extreme care has to be taken of both election and infection.
●Right to lead a healthy life is our fundamental right under Article 21 of the constitution hence its upon citizens whether to risk their life or not.

Not extra goodwill but a duty
◆When an individual’s participation in a public activity, arranged by the state, supervised, and administered by a body set up under the Constitution, is likely to expose that person to a health hazard, it becomes the constitutional duty of the state to reduce the risks of that hazard to as near zero as possible.
◆The steps taken by ECI for protection from pandemic are not extra act for goodwill, but it is a part of constitutional duty similar to protecting against miscreants, criminals and terrorists.
◆There are around 180 million voters in upcoming election thus exposure to huge risk of virus.

Steps to be taken
●The safety steps taken in Bihar, Reducing the number of voters per booth and increasing the number of booths can be taken at other places also.
●Personnel scheduled for election duty should have primary access to vaccination.
●Wearing of mask, Thermal scanning and sanitization has to be made compulsory before voting.
●There can be a postal ballot for senior citizens or enabled to vote in the first three hours of the voting using a separate queue-lane.

Conclusion
◆When the ‘long and dark tunnel’ ends in a blaze of light we must be voting free and breathing free. Thus 'Free, fair and safe’ should be the motto for the forthcoming elections, taking immense care of the safety of the people from the virus.

Advanced Towed Artillery Gun System
◆The ATAGS is a towed 155 mm/52 calibre howitzer, the longest firing howitzer in the world with 48 km.
◆It is also the only gun in the 155m family that has achieved a firing range of 48km.
◆It is developed by DRDO and manufactured by Bharat Forge and Tata Power SED.
◆ATAGS has greater than 95% of indigenous content.
◆ATAGS has a barrel, breech mechanism, muzzle brake and recoil mechanism.

Advanced Towed Artillery Gun System
◆The gun is two-ton lighter than guns of the same category, designed to provide better accuracy and range. 
◆It is capable of firing five successive rounds in short duration whereas the others can fire only three.
◆Its range is also very high at 48 kilometres. The gun Bofors, also used by Indian Army, can fire at 32kms using the same type of round.
◆The mobility is also very high and It is the only one capable of firing a Bi-Modular Charge System Zone 7 propellant. 
◆Over the last 4 years, the ATAGS howitzer has undergone extensive testing, is considered as the most advanced guns in the world.

Defence Secretary Launches NCC Digital Form

◆The Defence Secretary Dr Ajay Kumar launched the DGNCC Digital Forum on December 24, 2020. The forum will be hosted on the DGNCC website.

◆The digital forum will provide a platform to the National Cadet Corps cadets all over the country to share their experiences of various NCC activities.  

Objective

◆The Digital forum will help the NCC cadets to share their experiences, opinions and suggestions on NCC training, Social Service and Community Development and Sports & Adventure activities and other issues related to National Security, National Building and National Integration.

◆While speaking on the occasion, Defence Secretary Dr Ajay Kumar praised the contribution of more than one lakh NCC Cadets as Corona Warriors by executing various tasks in the fight against the pandemic during Exercise Yogdan.
