✔️Why in News- The 28th anniversary of the National Human Rights Commission (NHRC)
◆It is a watchdog of human rights in the country, i.e. the rights related to life, liberty, equality and dignity of the individual guaranteed by Indian Constitution or embodied in the international covenants and enforceable by courts in India.
❗️Establishment
●Established on 12th October, 1993, under Protection of Human Rights Act (PHRA), 1993. It was amended by the Protection of Human Rights (Amendment) Act, 2006 and Human Rights (Amendment) Act, 2019
●It was established in conformity with the Paris Principles, adopted for the promotion and protection of human rights in Paris (October, 1991) and endorsed by the General Assembly of the United Nations in December, 1993.
❗️Composition
〰️
◆It is a multi-member body consisting of a chairman and four members. A person who has been the Chief Justice of India or a judge of the Supreme Court is a chairman.
❗️Appointment
The chairman and members are appointed by the President on the recommendations of a six-member committee consisting of the Prime Minister as its head, the Speaker of the Lok Sabha, the Deputy Chairman of the Rajya Sabha, leaders of the Opposition in both the Houses of Parliament and the Union Home Minister.
❗️Tenure
◆The chairman and members hold office for a term of three years or until they attain the age of 70 years, whichever is earlier.
◆The President can remove the chairman or any member from the office under some circumstances.
❗️Role and Function
●It has all the powers of a civil court and its proceedings have a judicial character.
●It is empowered to utilise the services of any officer or investigation agency of the Central government or any state government for the purpose of investigating complaints of human rights violation.
●It can look into a matter within one year of its occurrence, i.e the Commission is not empowered to inquire into any matter after the expiry of one year from the date on which the act constituting violation of human rights is alleged to have been committed.
●The functions of the commission are mainly recommendatory in nature.
●It has no power to punish the violators of human rights, nor to award any relief including monetary relief to the victim.
●It has limited role, powers and jurisdiction with respect to the violation of human rights by the members of the armed forces.
●It is not empowered to act when human rights violations through private parties take place.

✓The recently released caste survey data by the Bihar government has once again brought the issue of caste census to the forefront.
✓While the Census of India has been publishing data on Scheduled Castes and Scheduled Tribes, there has been no estimate for the population of Other Backward Classes (OBCs) and other groups.
‼️What are Census and Socio Economic and Caste census (SECC)?
🔹
✓The origin of the Census in India dates back to the colonial exercise of 1881.
Census is used by the government, policymakers, academics, and others to capture the Indian population, access resources, map social change, and conduct delimitation exercises.
✓However, it has been criticized as a blunt instrument unsuited for specialized inquiry.

✓SECC was first conducted in 1931 which aimed to collect information on the economic status of Indian families, both in rural and urban areas, to identify indicators of deprivation.
✓It also collects data on specific caste names to evaluate the economic conditions of different caste groups.

India Provides 500 million USD assistance to Maldives
◆On August 13, 2020, the External Affairs Minister S Jaishankar announced that the Indian Government will provide 100 million USD of grant and 400 million USD of line of credit to Maldives. The funds are to be used for connectivity projects.
Highlights
◆The project to be implemented in Maldives with the help of financial assistance from India will be the largest infrastructure project in Maldives.
●It is a 6.7 km bridge construction project that will connect Male in Maldives with three other neighbouring islands Villingili, Gulhifahu and Thilafushi.
◆Also, a regular cargo ferry service is to be started between India and Maldives to boost trade and commerce between the countries. Also, India is to extend its support for the construction of port in Gulhifahu.
◆Also, India has renewed its quota of supply of essential commodities for Maldives for the year 2020-21. This includes food items such as potatoes, rice, sugar, wheat, dal and river sands. This will assure food security which in turn will help to achieve price stability in the country.

⚓️INDIAN NAVY IN 2020⚓️{1/6}
✔️OPERATIONAL DEPLOYMENTS
1.Operation Sankalp. Amidst the increasing US – Iran tensions in the Gulf region, since June 2019, IN has been undertaking Maritime Security Operation code-named Op SANKALP in the Gulf Region to ensure safe passage of Indian Flag Merchant Vessels (IFMVs) transiting through the Strait of Hormuz. ●Since execution, IN has deployed 16 warships and escorted approximately 161 Lakh Tonnes of cargo onboard 156 IFMVs, thereby provided a sense of reassurance to our seafarers, and protecting Indian owned hulls and the trade embarked on them.
2.UN World Food Programme (UN WFP) Escort Mission. IN has been contributing to UN WFP efforts by providing security to vessels carrying food to East African nations. ●INS Airavat escorted UN WFP chartered ship MV Juist carrying relief food cargo from Berbera to Mogadishu in Somalia from 05-14 June 2020, under challenging sea/ weather conditions. This was the third WFP escort mission undertaken by the IN in last three years.
3.Operation Samudra Setu. IN ships Jalashwa, Shardul, Airavat and Magar were deployed from May – July 2020 for Operation Samudra Setu to undertake repatriation of stranded Indian Nationals in the wake of COVID-19, from Iran, Maldives and Sri Lanka.
●IN ships deployed for Op Samudra Setu evacuated 3992 Indian Nationals including 3551 males, 387 females and 54 children.
4.Mission SAGAR and SAGAR-II. INS Kesari was deployed to the Southern IOR Island nations as part of ‘Mission SAGAR’ for rendering COVID-19 related assistance from May-June2020.During deployment, the ship provided medicine stores &medical kits to Maldives, Mauritius, Madagascar, Comoros and Seychelles.
●IN Medical Teams embarked onboard the ships also provided medical assistance to Mauritius and Comoros. As part of the follow up humanitarian outreach mission by India, Mission SAGAR II,INS Airavat was deployed to deliver 270 MT of humanitarian aid stores to Djibouti, Massawa (Eritrea), Port Sudan and Mombasa, Kenya (for South Sudan) from October-November 2020.

7.JIMEX 2020. IN and JMSDF (Japan Maritime Self Defence Force) bilateral exercise JIMEX 2020 was conducted in the Arabian Sea from 26-28 September 2020. JMSDF ships Kaga and Ikazuchi; IN ships Chennai, Tarkash and Deepak, IN aircraft P8I, MIG 29K and integral helicopters of both navies participated in the biennial exercise.

COMBINED GRADUATION PARADE AT AIR FORCE ACADEMY
✓The Combined Graduation Parade (CGP) was held at the Air Force Academy (AFA), Dundigal on 15 June 2024, to mark the successful culmination of training of 235 flight cadets of flying and ground duty branches of the Indian Air Force.
✓Air Chief Marshal VR Chaudhari, Chief of the Air Staff (CAS), the Reviewing Officer, conferred the Presidents' Commission to the graduating flight cadets on successful completion of their training.
✓The graduating officers included 22 women officers who got commissioned in various branches of the IAF.
✓The ceremony was witnessed by a number of dignitaries from IAF and sister services as well as the family members of the graduating officers.
✓On this occasion, 09 officers from the Indian Navy, 09 officers from the Indian Coast Guard, and 01 officers from the friendly foreign countries were also awarded ‘Wings' on successful completion of flying training.
✓This is also the first CGP where 25 cadets who joined the National Defence Academy 4 years ago for Ground Duty branches, were commissioned as officers.
✓5 of these officers have been commissioned in the Administration branch, 3 in the Logistics branch and 17 in the Technical branch of the IAF.
✓The CAS was received by Air Marshal Nagesh Kapoor, Air Officer Commanding-in-Chief, Training Command and Air Marshal S Shrinivas, Commandant AFA.
✓The RO was presented with a General Salute by the parade commander. This was followed by an impressive march past.
✓The graduating parade was interspersed by well-coordinated and synchronized fly-pasts by four trainer aircraft that comprised of Pilatus PC-7 Mk-lI,Hawk, Kiran and Chetak helicopters.
✓The highlight of the parade was the 'Commissioning Ceremony' in which the graduating flight cadets were awarded their 'Rank and Wings’ by the Reviewing Officer.
✓The graduating officers were then administered the oath by the Commandant of the academy, where they pledged to safeguard the security, safety, sovereignty and honour of the country.
✓The Reviewing Officer gave away various awards to the graduating officers who excelled in various disciplines of training.
✓Flying Officer Happy Singh from the flying branch was awarded the President's Plaque and the Chief of the Air Staff Sword of Honour for standing first in the overall order of merit in the pilots' course.
✓Flying Officer Taufeeq Raza was awarded the President's Plaque for being first in the overall order of merit in the ground duty officers course.
