When the Annunaki found out that the advanced civilizations (Lemuria, Atlantis and Hyperborea), were getting too much knowledge and spiritual power, they descended on Earth and started reproducing with humans creating the famous Nephilim, the Giants, to which they thought technology creating thus civilization as we know it
A prime example of Giant was Gilgamesh, for two thirds divine and one third human, immensely strong and smart but evil and tyrannical he would oppress the people he was supposed to protect and guide.
The flood can also be seen as a form of divine retribution or punishment. The gods, particularly Enlil, are depicted as being displeased with human behavior and their growing numbers, leading to the decision to wipe them out and start a new world population.
The flood represents an attempt by the gods to restore balance and control over the world. By drastically reducing the human population, the gods aim to reestablish a manageable equilibrium between humans and the divine.
