Vaccine drive: On India's COVID-19 vaccine policy
DECEMBER 16, 2020 00:02 IST
UPDATED: DECEMBER 16, 2020 13:02 IST
Assurances of safety, efficacy and long-term follow-up are essential
Fine theories and good policies are often frustrated in their encounter with facts and implementation processes in the field. Indiaโs COVID-19 vaccine policy, recently unveiled, must take care not to head that way, and make adequate allowances for ground realities that could render naught well-laid plans. With a definitive cure not yet available for COVID-19, vaccines present the world with the best strategy to slow the virus down in its tracks along with a measure of vested herd immunity, as SARS-CoV-2 rampages on. While it may not be the magic wand, vaccinating people will be the only known way of slowing the march of the virus, and every country, down to each county, must prepare for this massive exercise. As the U.K. and the U.S. began vaccinating their people, India has announced its plan and proposed line-up for COVID-19 vaccination, shortly after the Union Health Minister denied that the government had ever committed to COVID vaccination for all in the country. As per the governmentโs strategy, the vaccination is to be given first to health-care workers and then to people over the age of 50, with those over 60 given priority, based on the situation. This will amount to about 30 crore people. The votersโ list for the Lok Sabha and Assembly election polls has been set as the verifying document for the process. A new digital platform, Co-WIN, will be used for COVID-19 vaccination delivery, and about 1.54 lakh Auxiliary Nurse Midwives working on Universal Immunisation Programmes will be roped in as vaccinators, with more such field staff to be mobilised in collaboration with the States. Cold chain systems are to be strengthened across the country to deliver multiple doses.
As governments beef up the vaccination drive, they need to clear the fog on vaccine safety and efficacy among the people. With passing days, it will not be too much to expect from the government a detailed plan for vaccinating children and a break down of tasks down to the lowest governance rung, as counties in the U.S. have been doing. Unless the latter is done, a proper estimate of the true challenges of administering vaccines in the field will not be available, and being unprepared is a guarantee to coming undone. Vaccine hesitancy is a reality and the only way to counter that is to be open and honest about adverse effects and post-vaccination sequelae, if any, and make available relevant information in the public realm. In the past, in some States, vaccination programmes have suffered temporarily because of misinformation about adverse events following shots. In addition, in this case, long-term follow up of all who receive the vaccine is absolutely essential. For, therein lies the assurance that every one in the global line list is waiting for.

Buddhist monk and train station story.
In a train station in Korea, I saw two men fighting in public. A monk approached calmly, put his hand between the two men, and the two men stopped fighting. Just like that.
Itโs not easy to mix joy and discipline. Itโs not easy to feel prosperous when you have nothing. Itโs not easy to stay true to our nature of serving the world. Itโs not easy to stop guessing how others would react to our action.
There were a few circumstances in my life where I could fully forget fear and used love instead. Using a mindset that Iโm simply doing a service. Focusing that I do what I do instead of fearing of other peopleโs reactions. It led me to a synchronicity of events!
We need to go within, find our inner magnificence, and let it shine outwards. When we do, we can be serious and joyful at the same time. And we can stay to our nature, our service to the world. When faced with love and fear, choose love.

*Explained: What are the new safety features in cheques above Rs 50,000?*
Banks will enable a new system for all account holders issuing cheques for amounts of Rs 50,000 and above.
*What is the Positive Pay System for cheque transactions?*
The concept of Positive Pay involves a process of reconfirming key details of large-value cheques.
On January 1, 2021, the Reserve Bank of India (RBI) will introduce the โPositive Pay Systemโ for cheque transactions above Rs 50,000 in a bid to enhance safety and eliminate frauds.
*What is the Positive Pay System for cheque transactions?*
The concept of Positive Pay involves a process of reconfirming key details of large-value cheques. Under this process, the issuer of the cheque submits electronically, through channels like SMS, mobile app, Internet banking and ATM, certain minimum details of that cheque (like date, name of the beneficiary, or payee and amount) to the drawee bank, details of which are cross-checked with the presented cheque by Cheque Truncation System (CTS).
Any discrepancy is flagged by CTS to the drawee bank and presenting bank, who then take redressal measures.
*What type of cheques will come under Positive Pay?*
Banks will enable the new system for all account holders issuing cheques for amounts of Rs 50,000 and above. While availing of this facility is at the discretion of the account holder, banks may consider making it mandatory in case of cheques for amounts of Rs 5,00,000 and above. The National Payments Corporation of India (NPCI) will develop the facility of Positive Pay in CTS, and make it available to participant banks.
*What will be the new dispute redressal mechanism?*
Only those cheques that are compliant with the new system will be accepted under the dispute resolution mechanism at the CTS grids. Member banks may implement similar arrangements for cheques cleared or collected outside CTS as well.
The RBI has already told banks to create adequate awareness among their customers on features of the Positive Pay System through SMS alerts, displays in branches, ATMs, as well as through their websites and Internet banking. The Positive Pay System will be implemented from January 1, 2021.
*What will be the share of Positive Pay in overall cheque transactions?*
The new measure will cover approximately 20 per cent and 80 per cent of total cheques issued in the country by volume and value, respectively. The Cheque Truncation System (CTS) for clearing cheques is operational pan-India, and presently covers 2 per cent and 15 per cent of total retail payments in terms of volume and value respectively.
The average value of a cheque cleared in CTS presently is Rs 82,000. The CTS-2010 standard specifying minimum security features on cheque leaves acts as a deterrent against cheque frauds, while standardisation of field placements on cheque forms enables straight-through-processing by use of optical or image character recognition technology.
The RBI says the Positive Pay system is to augment customer safety in cheque payments and reduce instances of fraud occurring on account of tampering of cheque leaves. Banks had recently witnessed a rise in frauds involving high-value cheques. The RBI announced the introduction of Positive Pay System for CTS on August 6.
