๐Ÿ“ข CANADA BUSINESS IMMIGRATION UPDATE โ€” Manitoba Employer Rules

๐Ÿ”น Manitoba retired its old Employer Registration form for hiring temporary foreign workers โ€” new version in effect since Sept 16, 2026
๐Ÿ”น The new form asks for far more detail: ownership structure, third-party recruiters, wages, housing, recruitment fees
๐Ÿ”น A Certificate of Registration is still mandatory before any Manitoba employer can file a federal LMIA
๐Ÿ”น Recruiting without registering: fines of $25,000โ€“$50,000

Bottom line: if you hire foreign workers in Manitoba, confirm your registration is current before you touch an LMIA application.

Is your BC business plan failing? Learn why matching your NAICS code to community economic priorities is mandatory for approval.

Many entrepreneurs struggle because they attempt to launch a business without verifying if their specific model aligns with regional program requirements. This video explains why you cannot simply operate any business in any location. To succeed, your business must align with the predefined economic priorities of the community participating in the regional program. This requires securing a formal community endorsement referral to move forward.

We break down the critical link between your NAICS code and the specific expectations of local authorities. If the area of your business does not match the community's needs, your application will likely be rejected regardless of your capital or experience. Understanding these location-based rules is the most effective way to protect your Canada immigration strategy.

๐Ÿ‡จ๐Ÿ‡ฆ BUSINESS IMMIGRATION UPDATE: Nova Scotia PNP fee

โ€ข Since Sept 1, 2026: $2,000 for entrepreneur streams, $1,000 for worker streams
โ€ข Fee is due only when your EOI is selected for assessment (registering is free)
โ€ข Pay within 90 days (new business / graduates) or 180 days (existing business)
โ€ข Non-refundable, no waivers, no extra cost for dependants
โ€ข Why: demand for nominations exceeds the province's federal allocation

Takeaway: get your plan, funds and documents ready before your EOI is picked.

๐Ÿ‡จ๐Ÿ‡ฆ BUSINESS IMMIGRATION UPDATE โ€” 3 October 2026

LOW-WAGE LMIA CITY RATES RESET ON OCTOBER 9

โ€ข ESDC refreshes unemployment rates for every census metropolitan area on October 9
โ€ข Cities at 6% or higher stay blocked from low-wage LMIAs
โ€ข Cities that drop below 6% reopen; some open cities may cross above 6% and close
โ€ข Applications filed on or after October 9 use the new rates, valid until early January 2027
โ€ข Unchanged: high-wage LMIAs and exempt sectors are not affected

Why it matters: if low-wage hiring is part of your plan, check your city's rate now. File before the reset if you're open, and plan for both outcomes if you're blocked.

๐Ÿ‡จ๐Ÿ‡ฆ BUSINESS IMMIGRATION UPDATE โ€” 5 October 2026

NO MORE SURPRISE WORK PERMIT REFUSALS OVER THE JOB OFFER

โ€ข IRCC's updated instructions: officers must issue a procedural fairness letter before refusing an employer-specific work permit over concerns about the job offer
โ€ข Employers get 15 days to respond with documents
โ€ข Covers International Mobility Program (LMIA-exempt) and Temporary Foreign Worker Program (LMIA) permits
โ€ข Physical Canadian work location no longer required; home-based business restrictions removed
โ€ข Unchanged: a business that exists solely to facilitate foreign worker entry does not qualify

Why it matters: 15 days is short. Build your employer evidence file (corporate documents, financials, contracts, proof of operations, role rationale) before you apply.

Canada's target for federal business immigration is just 500 people a year for 2026 to 2028.

That doesn't mean the door is closed. It means the path now runs through the provinces. If the Start-Up Visa was your plan, here's how to think about Plan B.

๐Ÿ‡จ๐Ÿ‡ฆ BUSINESS IMMIGRATION UPDATE โ€” 6 October 2026

WORK PERMIT EXTENSION WAIT TIMES ARE NOW PERSONALIZED

โ€ข IRCC now shows an estimated wait based on the date you applied for an in-Canada work permit extension
โ€ข About 202,900 applicants were awaiting decisions as of September 26
โ€ข Also covers PGWPs; the standard "work permit in Canada" option is now for first-time applicants
โ€ข Why it matters: C11 owners, intra-company transferees and key hires need a permit that outlasts the queue

Action: check your estimate, count back from your expiry date, and file early. Tight on time? Ask about maintained status before a gap opens.

She had a PGWP, two kids in school, and five weeks before her permit expired.

She also had a real plan: launch an organic agri-food company in Alberta and help run a franchised restaurant business she co-owns.

The problem? A C11 entrepreneur work permit names one business. She owned 100% of one and 50% of the other.

Here is what we did:

1๏ธโƒฃ Made the company she fully owns the employer, with management services to the second business written into her role.
2๏ธโƒฃ Proved a week-old company was real: incorporation, an incubator, an AAIP agency recommendation, a signed 10-year lease, a paid franchise fee and a federal small business loan.
3๏ธโƒฃ Showed the benefit in numbers: 7 jobs in Year 1 for one business, 17 by Year 3 for the other, and over $200,000 of her own capital.
4๏ธโƒฃ Addressed dual intent directly. Pursuing Alberta PR does not cancel temporary intent under IRPA s. 22(2).
5๏ธโƒฃ Filed before expiry so she kept maintained status, and included her children so school was never at risk.

IRCC approved her C11.

Is Alberta's Rural Entrepreneur Stream the best business immigration route in Canada right now?

$300,000 net worth, $100,000 investment, CLB 4 English, and no job creation if you buy a business. The catch: you must own 100% of it, in a participating rural community.

A C11 work permit can bring you and your business to Canada. On its own, it won't get you PR.

C11 time is self-employment, so it doesn't count for the Canadian Experience Class. Plan your provincial entrepreneur nomination from day one.
