WHAT IT MEANS FOR BUSINESS OWNERS
Executive and owner-operator experience earned inside Canada now carries real weight in Express Entry. If your duties genuinely sit in NOC 00 senior management, category-based selection is the shortest route in the system today — but only for candidates already sitting in the pool when the draw runs.
WHAT TO DO THIS WEEK

🔹 Canada cut its Global Talent Stream (Category A) referral partner list by 29% — from 58 organizations to 41 — effective Sept 15.
🔹 Ontario absorbed 8 of the 17 removals, the biggest regional hit.
🔹 Without a referral from a remaining designated partner, employers can't apply for the 10-day fast-track LMIA/work permit process.
🔹 Affected employers need to find a new referral partner before their next specialized hire.
If you're planning to hire specialized foreign talent, confirm your referral partner is still on the list before building your timeline around it.

• The real employer = whoever hires, supervises, pays, and directs the worker
• Staffing/recruitment agencies can no longer apply for an LMIA on behalf of a client business
• Classifying a TFW as an "independent contractor" to dodge employer duties is now explicitly barred
• Applies immediately to new applications — existing permits are not automatically revoked
• Non-compliant employers risk penalties and program bans
