LMIA processing times climb across nearly every stream (ESDC August data, published 10 September):

• PR stream — 156 days, up 70 days from July. The biggest single-month jump of 2026.
• High-wage stream — 90 days. A new high for the year.
• Low-wage stream — 82 days, up 70.8% since early 2026.
• Agricultural stream — 25 days, nearly double February's level.
• Global Talent Stream — unchanged at 10 days, service standard met.

Context: Canada plans to admit 60,000 TFWP workers in 2026, down from 82,000 in 2025. Only 23,190 arrived in the first half of the year — 42.1% fewer than the same period last year.

What to do with this: none of these figures include the advertising period. Low-wage roles now require eight consecutive weeks of advertising before you can file. Plan backwards from your start date, not forwards from today — and check the Global Talent Occupations List before defaulting to a standard LMIA.

WHAT IT MEANS
Canada is protecting people already managing businesses on the ground here. The requirement is Canadian work experience — not a business plan filed from abroad.

• Date: 16 September 2026 — 250 invitations issued
• CRS cut-off: 389, the lowest this category has posted (429 in March, 392 in July)
• One day earlier, the Canadian Experience Class round cut off at 519
• Eligible NOCs: 00012, 00013, 00014, 00015 — TEER 0 only
• Requirement: 12 months of senior-management experience in the past 3 years, accumulated in Canada. It does not need to be continuous.
• Foreign senior-management experience does not count toward this category

WHY THE CUT-OFF IS SO LOW
The category is genuinely narrow. Few candidates in the pool hold qualifying Canadian senior-management experience, so IRCC must reach further down to fill even a 250-invitation round.

WHO THIS MATTERS FOR
Founders and executives already in Canada on an intra-company transfer, a C11 owner-operator permit, or an LMIA-backed role, who have been running the business at executive level for a year or more.

What it means: if you are an owner or executive in Canada on an ICT or C11 work permit, your NOC code decides which pool you compete in. A 00-series management NOC plus 12 months of Canadian experience is the entry ticket.

Action: check how your role is coded on your LMIA, offer letter and T4 before you build an Express Entry profile.
