CANADA · BUSINESS IMMIGRATION UPDATE — 31 August 2026

B.C. INVITED JUST 16 ENTREPRENEURS

• Aug 25 draw: 16 invitations — 11 base stream, 5 regional
• Minimum score: 116 in both categories
• Ninth entrepreneur draw of 2026; 124 invited year to date
• Federal Start-Up Visa: closed to new applicants since 1 January 2026
• Ontario OINP Entrepreneur stream: closed, replacement not yet launched
• Federal Entrepreneur Pilot: announced, still no launch date

WHAT IT MEANS

Provincial entrepreneur streams are currently the most realistic route for business owners — and they are competitive. Build both the score and the substance: committed capital, job creation, genuine regional fit, and a plan an officer can verify. Pair it with a work permit (C11 or intra-company transfer) so the business operates while permanent residence is processed.

🇨🇦 BUSINESS IMMIGRATION BRIEF

BC PNP invites 16 entrepreneurs

THE DRAW
• Held August 25, 2026 — BC's 9th entrepreneur round of the year
• 11 invitations under the Base Stream, 5 under the Regional Stream
• Cut-off score: 116 out of 200 for both streams
• 104+ entrepreneurs invited by BC so far in 2026

WHY IT MATTERS
• The federal Start-Up Visa closed to new applicants on Dec 31, 2025
• The 2026–2028 Levels Plan halved federal business targets: 1,000 → 500 principal applicants a year
• The replacement entrepreneur pilot still has no published criteria
• Provincial entrepreneur streams are the pathway actually moving right now

THE NUMBERS TO KNOW
• Base Stream: $600,000 net worth, $200,000 investment
• Regional Stream: $300,000 net worth, $100,000 investment, outside Metro Vancouver
• Both require 3 years of business owner-manager experience and CLB 4 English

You cannot be invited if you are not in the pool. Registration and scoring come first.

🇨🇦 CANADA BUSINESS IMMIGRATION UPDATE — Sept 2, 2026

📌 Nova Scotia Entrepreneur Stream now charges a fee:
• $2,000 CAD, non-refundable
• Applies once invited from the EOI pool
• Covers: new business, existing business purchase, international graduates
• Due 90 days (180 for business purchases) after invitation

📌 Why it matters: provinces are tightening entrepreneur pathways as Ottawa cuts federal business immigration targets 50% under the 2026-2028 Levels Plan.

📌 Takeaway: get your eligibility and business plan reviewed BEFORE paying a non-refundable fee.

🇨🇦 BUSINESS IMMIGRATION UPDATE

START-UP VISA: NOW FULLY CLOSED

• The final filing window closed on 30 June 2026
• Only applicants holding a valid 2025 commitment certificate could file
• IRCC's promised "high-impact" entrepreneur pilot is still unpublished, nine months into 2026
• The 2026–2028 Levels Plan allows just 500 federal business admissions this year, down from 1,000
• The Self-Employed Persons Program remains paused until further notice

WHAT IS STILL OPEN
• C11 owner-operator work permits
• Intra-Company Transfers (C61 / C62 / C63)
• Provincial entrepreneur streams — British Columbia issued its 9th entrepreneur draw of 2026 on 25 August: 16 invitations, minimum score 116

BOTTOM LINE
If anyone is still offering to file a Start-Up Visa application for you, they cannot. Plan around the routes that are actually operating.

🇨🇦 CANADA · BUSINESS IMMIGRATION BRIEF

IRCC's latest processing update (September 2–3, 2026):

• Start-Up Visa — 10+ years. 47,500 applications in inventory. Net change since August 10: −100 files.
• Quebec Business Class — 75 months. Zero applications processed last month.
• Federal Self-Employed Persons — 10+ years, 8,000 in inventory.
• Enhanced PNP — 7 months. Base PNP — 13 months.
• In-Canada work permits — 113 days, the lowest of 2026.
• BC Entrepreneur Immigration — 124 candidates invited so far in 2026.

The read: federal business PR has effectively stopped moving. The routes still open run through work-permit-first strategies (C11, intra-company transfer) and provincial entrepreneur streams.

If you're weighing your options, we're always glad to talk it through: sobirovs.com
🇨🇦 BUSINESS IMMIGRATION BRIEFING — 8 September 2026

START-UP VISA: THE QUEUE HAS ALL BUT STOPPED

• IRCC's Sept 3 update: 100 SUV files cleared since Aug 10
• 47,500 SUV applications remain in inventory
• Published processing time: still 10+ years
• Quebec Business Class: 75 months, zero files processed
• Base PNP: 13 months, 101,500 files awaiting assessment

WHAT IT MEANS

A permanent residence application is not a status. The routes that still move start with temporary status: C11 work permits for business owners, intra-company transfers for founders with an operating company abroad, and provincial entrepreneur streams.

If you're holding a 2025 SUV commitment certificate, this is the moment to map a second route — not the moment to keep waiting.

Canada's business immigration landscape got materially harder in 2026. Here's what we told the Legal 500.

The 6th Edition of the Legal 500 Corporate Immigration Comparative Guide is now live, and our team authored the Canada chapter.

Four things every founder and employer moving talent into Canada should know right now:

1. The front door narrowed. The Start-Up Visa closed to new applications on January 1, 2026. The Self-Employed Persons Program is paused until 2027. PR admissions are stabilized at 380,000 a year, with a target of bringing temporary residents below 5% of the population by end-2027.

2. LMIA-exempt is now the default, not the fallback. Intra-company transfers, the C11 owner-operator permit, and the Global Talent Stream (two-week processing target) are faster, cheaper, and more reliable than the LMIA route for most business cases.

CANADA · BUSINESS IMMIGRATION UPDATE — 8 September 2026

Federal business immigration is down to 500 spots.

• 2026 target for the entire federal business category: 500 PR admissions (planning range 250–1,000) under the 2026–2028 Immigration Levels Plan
• Start-Up Visa stopped accepting new applications at 11:59 p.m. on 31 December 2025
• The "new, targeted pilot program for immigrant entrepreneurs" IRCC promised for 2026 has still not launched
• Self-Employed Persons Program remains paused until further notice

What this means: the federal door is nearly shut for now. The pathways still processing are provincial entrepreneur streams, C11 owner-operator work permits, and intra-company transfers for businesses expanding into Canada.

Don't put your business plan on hold for a program that hasn't opened.

🇨🇦 BUSINESS IMMIGRATION UPDATE — 9 September 2026

BC entrepreneur draws hold the line at 116 points

• Latest BC PNP Entrepreneur draw (August 25, 2026): minimum score 116 — 11 invitations under Base, 5 under Regional
• Nine entrepreneur draws so far in 2026; the cut-off has stayed inside a 113–121 band all year
• The federal Start-Up Visa has been closed to new applications since December 31, 2025
• The promised 2026 federal entrepreneur pilot still has no published eligibility criteria
• The 2026–2028 Levels Plan cut federal business immigration from 1,000 to 500 principal applicants per year

Why it matters: provincial entrepreneur streams are currently the open door — and BC's cut-off is stable enough to plan against. Score your file on BC's grid before you register, then close the gaps deliberately.

CANADA · BUSINESS IMMIGRATION UPDATE — 10 September 2026

WORK PERMIT HOLDERS CAN NOW STUDY WITHOUT A STUDY PERMIT

• IRCC published a new temporary public policy on September 9, 2026.
• Who it covers: anyone holding a valid Canadian work permit.
• What changed: you may study a program of 6 months or less even if it extends past the period of stay authorized on your initial entry.
• Old rule (IRPR 188(1)(c)): the program had to finish inside that first authorized stay, or a study permit was required.
• In effect: September 4, 2026 → December 31, 2027. Revocable at any time, without notice.

Why it matters for business owners: owner-operators on C11 permits and ICT transferees can now take short certifications, compliance courses and executive programs without a second application.

Check your permit validity and confirm your program is genuinely six months or less before you enrol.

🇨🇦 CANADA · BUSINESS IMMIGRATION BRIEF
August 2026 LMIA processing times (published September 10)

• Global Talent Stream — 10 days (service standard still met)
• Seasonal Agricultural Worker Program — 6 days (the only stream to improve)
• Agricultural stream — 25 days
• Low-wage stream — 82 days (+9 days; up ~71% since January)
• High-wage stream — 90 days (a 2026 high)
• PR stream — 156 days (+70 days, the largest single jump this year)

Context worth knowing:
• These timelines exclude the mandatory advertising period — 14 days to 8 weeks depending on stream.
• The TFWP admissions target was cut to 60,000 for 2026, down from 82,000 in 2025.
• Only 23,190 workers entered in the first half of 2026 — 42% below the same period last year.
• Low-wage LMIA moratorium regions are next revised on October 10.

Takeaway: your LMIA stream is now the single biggest variable in your hiring timeline. Choose it deliberately and build your calendar backwards from these numbers.

Weighing a hire or a transfer? We're always
CANADA BUSINESS IMMIGRATION BRIEFING — 13 September 2026

LMIA PROCESSING TIMES JUST JUMPED (August data, published 10 September)

• PR stream: 156 days — up 70 days from July, the biggest single-month jump of 2026
• High-wage stream: 90 days — a new 2026 high
• Low-wage stream: 82 days — up 70.8% since early 2026
• Agricultural stream: 25 days — nearly double February
• Global Talent Stream: 10 days — still meeting its service standard

WHAT IT MEANS FOR EMPLOYERS
Advertising (14 days to 8 weeks) + LMIA (up to 156 days) + work permit processing. A high-wage hire realistically takes about six months from job posting to first day of work.

TWO MOVES WORTH MAKING NOW
1. Test whether the role qualifies for the Global Talent Stream — 10 days versus 90.
2. If your candidate is already in Canada, use concurrent processing to file the work permit while the LMIA is still pending.

ALSO ON THE CALENDAR
The low-wage LMIA moratorium region list is next revised on 10 October.

Source: ESDC August 2026 LMIA processing.
🇨🇦 CANADA BUSINESS IMMIGRATION BRIEF — 14 September 2026

THE FEDERAL DOOR IS NARROW
• Federal Business PR target: 500 admissions per year, 2026 through 2028 (IRCC Levels Plan)
• That category covers the Start-Up Visa + Self-Employed Persons Program
• SUV stopped accepting new applications 31 December 2025
• The promised replacement entrepreneur pilot: still unpublished

THE PROVINCIAL DOOR IS OPEN
• Provincial Nominee Program target for 2026: 91,500
• BC Entrepreneur Immigration, 25 August: 16 invitations (11 Base, 5 Regional), minimum score 116
• BC net worth thresholds: $600,000 Base / $300,000 Regional
• Saskatchewan capped-sector employer intake: 14–15 September

WHAT TO DO WITH THIS
• Do not build a 2026 plan around a federal business PR stream
• Look at provincial entrepreneur streams and the C11 owner-operator work permit
• If you already hold an SUV work permit in Canada, your PR file is being prioritised
