Canada just announced it's building a 20-business-day fast track for AI professionals wanting to work here. That's a policy signal worth paying attention to.

Under Canada's new "AI for All" national strategy announced June 4, the government plans to introduce a dedicated AI professional stream under the Global Talent Stream. The target: a 10-day LMIA combined with a 10-day work permit โ€” cutting the standard two-to-six-month processing window down to under a month.

This isn't open yet. But the direction tells you something important about where Canada is placing its bets. While overall immigration targets are being compressed โ€” temporary resident admissions are dropping from 673,000 in 2025 to 385,000 in 2026 โ€” high-skill technology talent is explicitly being carved out for faster access.

For international AI professionals and the Canadian employers trying to hire them, this is the pathway to watch. For entrepreneurs building AI companies: if you're thinking about establishing operations in Canada and bringing your technical team, the combination of this stream plus the C-11 Entrepreneur Work Permit could be a compelling structure once details are finalized.

The program isn't launched yet, so watch for the official IRCC announcement. When it drops, the eligibility criteria and NOC codes will matter enormously.

Are you an AI professional or employer who's been waiting for a faster Canadian immigration option? Let me know in the comments.

That gap is the whole story of Express Entry in 2026. Category-based draws are quietly rewriting who has a realistic path, and the deciding factor is often your occupation and Canadian experience, not just raw points.

If you're a professional watching your CRS score and feeling stuck, stop treating one number as your ceiling. Map your work history against the active 2026 categories โ€” senior managers, STEM, healthcare, trades, French speakers. You may qualify for a lane where the bar is dramatically lower than the one you've been staring at.

Congratulations to our senior manager clients who got their ITAs!

Which category do you think you'd fall into โ€” and have you actually checked?

IRCC invited Canadian Experience Class candidates at a CRS cut-off of 516. That is now the 40th draw of 2026, and the trend across all of them is unmistakable: Canadian work experience and provincial nominations are winning. Of nearly 100,000 invitations this year, the lion's share went to people already living and working in Canada or nominated by a province.

For skilled professionals abroad, the honest read is this: a strong rรฉsumรฉ alone rarely clears the bar anymore. The candidates advancing are the ones who found a route to Canadian work experience first โ€” a study-to-work pathway, an employer-supported permit, or a provincial stream aligned to their occupation.

So the question is no longer only "๐˜„๐—ต๐—ฎ๐˜ ๐—ถ๐˜€ ๐—บ๐˜† ๐—–๐—ฅ๐—ฆ ๐˜€๐—ฐ๐—ผ๐—ฟ๐—ฒ?"
Canada business immigration update

There is currently NO open federal pathway for a foreign entrepreneur to get permanent residence in Canada.

โ€ข The Start-Up Visa closed to new applicants on Dec 31
โ€ข The final PR deadline for 2025 commitment certificates passed on June 30
โ€ข The replacement "entrepreneur pilot" still has no launch date, no eligibility rules, and no intake numbers
โ€ข Federal business spots have been cut in half โ€” to roughly 500 a year

What this means for founders: don't wait for a door that isn't open yet. Build your position now โ€” a real Canadian operating footprint, a provincial entrepreneur stream where capacity still exists, or a work-permit route that puts you inside the country before the pilot launches.

The founders who win the next pilot will be the ones who were already here when it opened.

๐Ÿ“Š CANADA BUSINESS IMMIGRATION UPDATE โ€” Aug 3, 2026

๐Ÿ”น BC issued 10 more entrepreneur PR invitations on July 28 (PNP Entrepreneur Base Stream)
๐Ÿ”น Minimum score: 117/200
๐Ÿ”น 8th Base Stream draw in 2026 โ€” 88 ITAs issued YTD
๐Ÿ”น Federal Start-Up Visa: closed to new applicants since Dec 31, 2025
๐Ÿ”น Requirements: 3 yrs business experience, $600K net worth, $200K investment, 31.33% ownership

Bottom line: provincial entrepreneur streams are now the primary route to Canadian PR for founders โ€” not the federal SUV.

๐Ÿ“‹ Canada Business Immigration Update โ€” July 29, 2026

IRCC has restricted C20 reciprocal employment work permits:

โ€ข Foreign hire must be CURRENTLY employed abroad by the sponsoring company โ€” a future start date no longer qualifies
โ€ข The old "neutral labour market impact" test has been removed entirely
โ€ข Applies to multinational corporations, academic institutions, and international non-profits
โ€ข Does NOT affect IEC (International Experience Canada) permits

If C20 was in your hiring plan, your remaining LMIA-exempt options are:
โ†’ ICT (12 months' prior employment required)
โ†’ C11 significant benefit (full business case needed)
โ†’ Standard LMIA

Audit any file where C20 was flagged as an option before filing.

๐Ÿ‡จ๐Ÿ‡ฆ LMIA Wage Lines Just Moved

โ€ข New TFWP high/low-wage thresholds took effect July 17, 2026
โ€ข BC's line jumped to $38.40/hr; Ontario now $36.92/hr
โ€ข At or above the line โ†’ high-wage stream, permit up to 3 years
โ€ข Below the line โ†’ low-wage stream, capped at 1 year + extra rules

๐Ÿ‘‰ Owner-operators: check your offered wage against your province's new line before you file. A small bump can triple the permit length.

FEDERAL SELF-EMPLOYED PERSONS PROGRAM OFFICIALLY "NO LONGER FIT FOR PURPOSE"

โš ๏ธ **What Happened**
On August 4, 2026, the Audit and Evaluation Branch of Immigration, Refugees and Citizenship Canada (IRCC) published an official evaluation finding that the Self-Employed Persons Program (SEPP) is "no longer fit for purpose."

โš ๏ธ **The Numbers**
โ€ข Refusal rate: 69% (over the past 10 years)
โ€ข Current backlog: 8,000 applications
โ€ข Processing time: 10+ years (for applications filed after July 2022)
โ€ข Program status: Paused indefinitely (since December 2025)
โ€ข 2026 allocation: Only 500 permanent residence spots for Federal Business category (shared between SEPP and Start-Up Visa)

โš ๏ธ **What SEPP Was**
The only federal pathway to permanent residence for world-class self-employed talent (athletes, entertainers, creatives, consultants, independent professionals).

We can help you navigate provincial pathways: sobirovs.com

๐Ÿ‡จ๐Ÿ‡ฆ BUSINESS IMMIGRATION BRIEFING

IRCC's own audit: the Self-Employed Persons Program is "no longer fit for purpose."

โ€ข 69% average refusal rate over the last 10 years
โ€ข ~8,000 applications still in inventory
โ€ข 10+ year processing for anyone who applied after July 2022
โ€ข 500 federal business PR spots for all of 2026 (Self-Employed + Start-Up Visa combined)
โ€ข Intake paused since April 2024, extended indefinitely in December 2025
โ€ข IRCC says the need is real โ€” it will review the program's objectives, design and delivery

What it means: a rebuild is coming, but not quickly. Founders and self-employed professionals should be building on what's open now โ€” provincial entrepreneur streams, plus C11 and intra-company transfer work permits.

If you're weighing your options, we're always glad to talk it through: sobirovs.com
๐Ÿ‡จ๐Ÿ‡ฆ CANADA BUSINESS IMMIGRATION โ€” PROCESSING TIMES UPDATE

IRCC refreshed its processing-time estimates on 10 August 2026. The business-category numbers:

โ€ข Start-Up Visa โ€” 10+ years; inventory up 100, to 47,600 files
โ€ข Self-Employed Persons โ€” 10+ years; 8,000 applications
โ€ข Quebec Business Class โ€” 75 months; 3,700 applications
โ€ข Base PNP โ€” 13 months, up from 12 (the only category that worsened)
โ€ข Enhanced PNP โ€” steady at 7 months

WHY IT MATTERS
Federal business immigration is effectively a waiting room. SUV intake closed on 31 December 2025, the promised "high-impact" replacement pilot still has no launch date, and the 2026 levels plan allocates just 500 PR admissions to the entire Federal Business category.

WHERE ENTREPRENEURS ARE STILL BEING SELECTED
The provinces. British Columbia alone has issued at least 88 entrepreneur invitations across 13 draws in 2026. Nova Scotia begins charging a $2,000 entrepreneur application fee on 1 September 2026 โ€” a sign it intends to keep running its streams, not close.
๐Ÿ‡จ๐Ÿ‡ฆ CANADA ยท BUSINESS IMMIGRATION UPDATE
Ottawa is rewriting its 2027 PR shortlist

โ€ข IRCC's public consultation is open now and closes September 1, 2026
โ€ข Four focus areas: U.S. H-1B visa holders, researchers, the International Talent Attraction Strategy, and the Global Talent Stream
โ€ข IRCC is also considering narrowing the number of Express Entry categories for 2027
โ€ข 122,000 Express Entry admissions are planned for 2027

Why it matters: these categories decide who Canadian companies can recruit and retain. Employers rarely get a formal say in how they are drawn. This month, they do.

Have a view on which occupations Canada should prioritize? Say it before September 1.

๐Ÿ‡จ๐Ÿ‡ฆ BUSINESS IMMIGRATION BRIEF โ€” 14 August 2026

Canada's Start-Up Visa backlog grew again โ€” while the program stays shut.

โ€ข SUV inventory: 47,600 files awaiting assessment (+100 since July)
โ€ข IRCC's posted processing time: 10+ years โ€” no service standard published
โ€ข Federal Business PR admissions: capped at 500/year through 2028 (SUV + Self-Employed combined)
โ€ข Closed to new applications since 31 Dec 2025 โ€” only holders of a 2025 commitment certificate may still file, until 30 June 2026
โ€ข The promised targeted entrepreneur pilot still has no launch date

WHAT IT MEANS: at current admission levels, this queue cannot clear. Founders working to real timelines are moving to C11 entrepreneur work permits, intra-company transfers (ICT), and provincial entrepreneur streams.

CANADA โ€” BUSINESS IMMIGRATION UPDATE | 15 August 2026

LMIA PROCESSING TIMES CLIMB AGAIN

โ€ข High-wage stream LMIA: now 88 business days on average
โ€ข Up from 60 business days in February 2026
โ€ข Highest level recorded for this stream in 2026
โ€ข ESDC refreshes these averages monthly

WHAT IT MEANS
If you're hiring foreign talent, your timeline just gained a full quarter. Recruitment advertising needs to start earlier, and offer letters need more slack.

WORTH CHECKING
Many owner-operator and intra-company transfer roles can move on an LMIA-exempt route instead โ€” no LMIA, no 88-day queue.

Planning a hire and want a second read on the timing? We're always glad to talk it through: sobirovs.com
๐Ÿ‡จ๐Ÿ‡ฆ BUSINESS IMMIGRATION UPDATE โ€” LMIA processing times, July 2026

Latest ESDC figures (published 7 August 2026):
โ€ข High-wage stream: 88 days โ€” up 9 days from June, up from 60 in February, the highest of 2026
โ€ข Low-wage stream: 73 days
โ€ข Permanent resident stream: 86 days โ€” down 13 days
โ€ข Global Talent Stream: 10 days
โ€ข Agricultural stream: 23 days

Context worth knowing:
โ€ข These figures exclude the mandatory 2โ€“8 week advertising period you must complete before filing
โ€ข Canada's 2026 TFWP admissions target is 60,000, down from 82,000 in 2025
โ€ข An LMIA is valid for six months โ€” the work permit application must be filed before it expires

What it means for business owners: if the role is senior or specialized, confirm whether an LMIA-exempt route applies โ€” intra-company transfer, C11 owner-operator, or a treaty category โ€” before you start the clock. The wrong pathway costs months.

Weighing a hire and unsure which pathway fits? We're always glad to talk it through: sobirovs.com
๐Ÿ‡จ๐Ÿ‡ฆ CANADA BUSINESS IMMIGRATION BRIEF โ€” 18 August 2026

LMIA PROCESSING TIMES CLIMB AGAIN

โ€ข High-wage stream: 88 business days โ€” the slowest it has been all year
โ€ข February 2026 comparison: 60 business days
โ€ข Low-wage stream: 73 business days, up 2 days
โ€ข 4 of 6 LMIA streams slowed; only the Seasonal Agricultural Worker Program and the PR stream got faster
โ€ข Source: ESDC update published 7 August 2026, based on applications processed in July

WHY IT MATTERS
88 business days is roughly 4.5 months โ€” and that clock runs before your worker files a work permit application. Hiring plans built on a 60-day assumption no longer hold.

LMIA-EXEMPT ALTERNATIVES
โ€ข C11 owner-operator work permit โ€” for entrepreneurs who own and actively run the Canadian business
โ€ข Intra-company transfer (ICT) โ€” for managers, executives and specialised-knowledge staff moving from a foreign parent company

Both skip the LMIA queue entirely. Neither suits every case.

Canada is running behind on economic immigration. IRCC published mid-year data this week.

THE NUMBERS
โ€ข 89,200 economic-class PRs admitted Januaryโ€“June 2026
โ€ข Full-year economic target: 239,800 โ€” only 37% met
โ€ข Roughly 30,700 admissions behind pace
โ€ข All categories combined: 41% of the 380,000 plan

WHY IT MATTERS
โ€ข Levels targets are performance measures, not soft goals
โ€ข A department behind pace pushes to finalize complete, decision-ready files
โ€ข It does not invent new programs mid-year
โ€ข Advantage goes to applicants already in the queue

WHAT TO DO NOW
โ€ข If you're considering a PNP entrepreneur stream, an ICT transfer, or a C11 owner-operator work permit โ€” get application-ready
โ€ข Clean corporate records, verified financials, a business plan that survives scrutiny
โ€ข Being early in a slow year beats being perfect in a fast one

๐Ÿ‡จ๐Ÿ‡ฆ CANADA โ€” BUSINESS IMMIGRATION BRIEF
Low-wage hiring cap now counted per location

WHAT CHANGED
โ€ข ESDC updated its low-wage TFWP rules on August 18, 2026
โ€ข The small-employer carve-out now applies per work location, not company-wide
โ€ข Any site with fewer than 10 staff gets its own cap
โ€ข 1 low-wage worker per small site โ€” 2 in health care, construction, food production

WHO THIS HELPS
โ€ข Franchise operators
โ€ข Restaurant and retail groups
โ€ข Any owner running several small locations

WATCH OUT
โ€ข Part-time staff count as 0.5 of an employee
โ€ข Approved-but-not-yet-started LMIA workers and requested vacancies count too
โ€ข The low-wage moratorium still applies where urban unemployment is 6%+
โ€ข High-wage LMIA processing hit 88 days in July โ€” the slowest of 2026

THE TAKEAWAY
Count your people site by site, not company-wide, before you file.

๐Ÿ‡จ๐Ÿ‡ฆ BUSINESS IMMIGRATION UPDATE โ€” 24 August 2026

LOW-WAGE HIRING CAP NOW COUNTED PER WORK LOCATION

โ€ข ESDC updated its rules on August 18, 2026
โ€ข Previously: the low-wage TFWP cap (10%, or 20% in key sectors) was calculated across your entire workforce
โ€ข Now: any work location with fewer than 10 employees can support 1 low-wage foreign worker โ€” 2 in health care, construction, or food production
โ€ข Part-time staff count as 0.5 of an employee; approved-but-unstarted LMIA workers and vacant requested positions count toward the location's headcount too
โ€ข Unchanged: low-wage LMIAs remain frozen in urban regions with 6%+ unemployment, and low-wage employers still cover the worker's travel, housing under 30% of pre-tax income, and private health insurance
โ€ข Ontario's low-wage threshold currently sits at $36.92/hour

Why it matters: multi-site owners who assumed they were capped at a single permit should recount, site by site.

If this affects your business, we're glad to walk through it: sobirovs.com
