They are accepting up to 10,000 people on a rolling basis. The primary criteria are for maintainers of public repos with 5,000+ stars or 1M+ monthly NPM downloads, but they encourage anyone working on projects the ecosystem relies on to apply regardless of those specific numbers.

the update is designed to shield chatgpt from malicious prompt injection attacks by automatically restricting access to sensitive personal data and backend tools when threat patterns are detected.
basically, if someone tries to trick the model into leaking your private files, the system goes into full defensive mode and locks down the credentials instantly.
