Don’t make them liable. Make their liability conditional on their neutrality. Platforms for free expression that serve as the public square should never engage in politically motivated viewpoint discrimination.

The liability in this context would not be a penalty, but the forfeiture of a benefit (immunity) for failure to meet its qualifying conditions.
