Of :- preposition
A feather:- singular noun
Verb is used - Flock that is a plural verb.

So subject verb rules is valid
Example (5)
The days of our youth are the days of our glorey.
Here
The days:- plural noun
Of:- preposition
Our youth singular noun
Are:- plural verb is used

Example (13)
My days among the Dead are past.
My days:- plural noun
Among:- preposition
The Dead :- singular noun (treated as a group)
Are :- plural verb

So by such examples we can use
Three partrs of business ____ left for me to do.
Here
Three partrs:- plural noun
Of:- preposition
Business:- singular
Then above rule
We can use are :- plural verb .
Here (are /is)
