Mizuho says the main winner from the House bill was First Solar $FSLR, even as the industry faces tighter timelines and stricter anti-China language. The tech-neutral tax credits now fully end in 2028, with the foreign entity rules pulled forward. That’s a challenge across the board, but FSLR looks best positioned for now. Industry chatter at the CleanPower conference suggests the Senate could ease some of the tougher provisions, though sourcing fully non-China inverters and batteries might still be a stretch.
