In WA State the surety bonds are apparently arranged to pay the State (or local or county) govt when a court suit against an employee is won by the plaintiff. So the citizen sues the State for damages & it collects the bond posted by the elected or appointed official. The state will pay out what the court award, then they collect the 12k or 20k $ from the official, then they try to get the difference out of their self insurance fund. This presents problems to the State when there are more than one suit against an official as it has to calculate that if bunches of suits are all about the same thing, same official, and any given one is won, then all maybe WILL be won which means they have to allow for that potential. At some point, they won't allow that official to work as the amount of damages would exceed their ability to bond them against claims. So suits will work, even only as a strategy, just by having more than one, it will cause a great deal of problems for Inslee & WA BOH people.

These BMDs generate a summary card that some officials call a “paper ballot” or more accurately call "machine-marked paper ballots".

These "machine-marked paper ballots" place a large barcode or QR code above or below human readable text.

Election security experts warn that hackers can manipulate these barcodes to flip votes and voters would have no idea. The paper may read Trump, but the barcode could actually be tallying a vote for Biden, and the voter would not know the difference.
