I've searched random Russian last names. And here are the results for Ivanov, Putin, Viktorov, Avdeev, Kuznetsov, Lebedev, Petrovskiy
Most Russian last names can be found all over Ukraine with a notable exception of Galicia. Baltic countries in 1917 were less Russian than they are now. Eastern Poland was significantly more Russian than it is today

The man responsible for spreading "putin is terminally ill/dead" rumors is aptly named Valery Solovey. He does this every year to sell his 'lectures'. He lives in Moscow and claims to work for a mysterious powerful cabal which protects him from any repressions
Most of his audience is Ukrainian, and they cheer that Putin is finally dead every single time. The Ukrainians have shorter attention span than a goldfish so it always works
As to Dagestan. Muslims are a bit high strung after doomscrolling so much for a month now. It's easy to provoke some of them with hearsay and make them run to the street in a fit of blind rage. I've watched a video where a Dagestani mob throws pebbles inside an apartment of an Armenian man that they thought was Jewish. No mountain Jew showed up to this pogrom. It was a sketch for a new Borat movie I guess.

Dagestan is a split region. While most of the locals are decent, well-educated people who speak perfect Russian, there are also some vibrant youths living there. Mostly rural, MMA-obsessed, nasway-stuffing born again Muslims with a tendency to distance themselves from the Russian Federation and a habit to start a ruckus. It's a work in progress.

Does Birobidjan really have no Jews? No, it does. Per capita, it's the most Jewish region of Russia! According to 2021 census, they make up 0.6% of the oblast's population
