🇷🇺 🇺🇦 ☣ Briefing on the results of the analysis of documents related to the military biological activities of the United States on the territory of Ukraine

The Russian Defence Ministry continues to study materials on the implementation of military biological programs of the United States and its NATO allies on the territory of Ukraine.

The information received from various sources confirms the leading role of the US Defence Threat Reduction Agency in financing and conducting military biological research on the territory of Ukraine.

Details of the UP-4 project became known, which was implemented with the participation of laboratories in Kiev, Kharkov and Odessa and was designed for the period up to 2020.

Its purpose was to study the possibility of the spread of particularly dangerous infections through migrating birds, including highly pathogenic H5N1 influenza, the mortality rate of which reaches 50 percent for humans, as well as Newcastle disease.

Due to the fact that Ukraine has a unique geographical location where transcontinental migration routes intersect, 145 biological species were studied within the framework of this project. At the same time, at least two species of migratory birds were identified, whose routes pass mainly through the territory of Russia. At the same time, information about migration routes passing through the countries of Eastern Europe was summarized.

Of all the methods developed in the United States to destabilize the epidemiological situation, this is one of the most reckless and irresponsible, since it does not allow to control the further development of the situation. This is confirmed by the course of the pandemic of a new coronavirus infection, the occurrence and features of which raise many questions.

In addition, the R-781 project is interesting, where bats are considered as carriers of potential biological weapons agents.

Among the priorities identified are the study of bacterial and viral pathogens that can be transmitted from bats to humans: pathogens of plague, leptospirosis, brucellosis, as well as coronaviruses and filoviruses.
It is noteworthy that the research is carried out in close proximity to the borders of Russia – in the areas of the Black Sea coast and the Caucasus.

The project is being implemented with the involvement of not only Ukrainian, but also Georgian biological laboratories controlled by the Pentagon in cooperation with the Virginia Polytechnic Institute and the US Geological Survey.

The analyzed materials on the UP-8 project, aimed at studying the Congo-Crimean hemorrhagic fever virus and hantaviruses in Ukraine, clearly refute the US public statement that only Ukrainian scientists work in the Pentagon biolabs in Ukraine without the intervention of American biologists. One of the documents confirms that all serious high-risk studies are conducted under the direct supervision of specialists from the United States.

The payroll of Ukrainian contractors clearly demonstrates how they are financed. It has been confirmed that the US Department of Defence paid the money for research participation directly, without the involvement of intermediaries. The extremely modest pay, by US standards, is noteworthy. This indicates a low estimation of the professionalism of Ukrainian specialists and the neglect of their American colleagues.

In addition, the studied materials contain proposals for the expansion of the US military-biological program in Ukraine. Thus, there was evidence of the continuation of completed biological projects UP-2, UP-9, UP-10, aimed at studying the pathogens of anthrax and African swine fever.

The Pentagon is also interested in insect vectors capable of spreading dangerous infectious diseases. The analysis of the obtained materials confirms the transfer of more than 140 containers with ectoparasites of bats - fleas and ticks from the biolab in Kharkov abroad.

Significantly, similar research was carried out in the 1940s on the development of biological weapons components by the Japanese unit 731, whose members later fled to the US to escape prosecution for war crimes.

I would like to remind you that representatives of Western countries are extremely cautious about handing over their biomaterials.

At the same time, available documents confirm numerous cases of transferring biological samples of Ukrainian citizens abroad. For example, 350 cryocontainers with blood serum samples were transferred from the Public Health Centre of the Ministry of Health of Ukraine to the reference laboratory for infectious diseases of the Australian Doherty Institute under the pretext of determining antibody titers.

Another example is the German-funded project No. 68727 EN on the study of Congo-Crimean haemorrhagic fever pathogens and hantaviruses. As part of this project, one thousand blood serum samples of citizens from different regions of Ukraine belonging exclusively to the Slavic ethnic group were donated to the Bernhard Nocht Institute for Tropical Medicine (Hamburg).

It is highly likely that one of the objectives of the US and its allies is to create bioagents capable of selectively targeting different ethnic populations.

During a hearing of the US Senate Foreign Affairs Committee on 8 March, Undersecretary of State Victoria Nuland reported on the presence of bioweapons in Ukraine where biosecurity research had been conducted. She expressed concern about the possibility of these bio-laboratories and the materials there being taken over by the Russian Armed Forces.

According to available information, the Americans have already managed to evacuate most of the documentation, including databases, biomaterials and equipment from laboratories in Kiev, Kharkov and Odessa to the Lvov Research Institute of Epidemiology and Hygiene and the US Consulate in Lvov. The possibility of transferring part of the collection to Poland has not been excluded.

In fact, with her statement, Nuland indirectly confirmed the Pentagon's military-biological program in Ukraine in circumvention of existing international agreements.

▪ The Armed Forces of the Russian Federation advanced to a depth of 10 kilometers and took control of Stepnoe, Krapivnitskoe, Maly Kremechik, Novopetrikovka and Yalynskoe.

▪ 💥 2,998 Ukrainian military facilities were destroyed as a result of strikes.

💥 During the day, operational-tactical aviation hit 68 assets, including: 2 assets of the control system of the Ukrainian armed forces, 12 CSS assets, 3 Osa anti-aircraft missile systems.

❗▪ I will dwell separately on the informational provocation of Kiev regime about alleged “strike” by Russian aircraft on Mariupol hospital No. 3 yesterday.

First of all, I note that the Russian Defence Ministry yesterday established cease-fire for safe evacuation of civilians in the city.

Russian aviation had no missions of hitting targets on the ground in the Mariupol area.

The analysis of the statements of representatives of Kiev nationalist regime and photos from the hospital, leaves no doubt.

The "air strike” that took place is a completely staged provocation to maintain the anti-Russian stir among the Western audience.

We have repeatedly stated earlier that the medical institutions of Mariupol, including Hospital No. 3, stopped their full-time work at the end of February. All staff and patients dispersed by the nationalists.

The hospital building, due to its favorable tactical location close to the city center, was re-equipped into a stronghold of the Azov National Battalion.
This is reported by residents of the city, who moved both to the areas controlled by Kiev and controlled by the Donetsk People's Republic.

Photos of the hospital grounds contain evidence of two separate staged explosions near the hospital. An underground explosion and another of minor power, aimed at the hospital building.

The nature of the external and internal damage to the building can mislead non-professional audience of Europe and the United States. For whom this was made.

🇷🇺 🇺🇦 Meeting of the Joint Coordination Headquarters for Humanitarian Response in Ukraine

▪ The Russian Federation yesterday, exclusively for humane purposes, once again took the initiative to official Kiev to open 14 humanitarian corridors today from 10 a.m. Moscow time and evacuate civilians and foreign citizens from the cities of Kiev, Chernigov, Sumy, Kharkov, Mariupol - while two corridors, one in the direction of Russia and the second through the territories controlled by the Kiev authorities. And along one humanitarian corridor from the cities of Energodar, Volnovakha, and Izyum - through the territories controlled by the Kiev authorities.

▪ At 2 a.m., the Ukrainian side in its official response agreed on four routes: from Sumy and adjacent settlements in the Poltava direction, from Mariupol to Zaporozhye, from Volnovakha to Pokrovsk, from Izyum to Lozovaya. At the same time, Kiev continues to categorically prohibit and does not coordinate the departure of the civilian population towards the Russian Federation.

▪ Fully understanding the scale of the humanitarian catastrophe in the blocked settlements, we also agreed with the additional routes proposed by the Ukrainian side. These are corridors from the city of Trostianets and the village of Krasnopolye, Sumy region, in the Poltava direction, as well as from the city of Korosten, Zhytomyr region, to the Chernobyl nuclear power plant area for the passage of a repair crew to the power line damaged by nationalists.

▪ In response to yesterday's statements by the Ukrainian authorities that the promised ceasefire by the Russian Armed Forces is allegedly not being observed, as well as the alleged blocking of motor transport convoys and humanitarian cargo in a number of settlements, we responsibly declare that this is another vile lie and brazen provocation by official Kiev.

▪ The checkpoints do indeed carry out inspections of vehicles, but with the sole purpose of preventing sabotage groups and fighters from nationalist battalions, who have realised that further resistance is futile or who have deserted from the battle areas, from entering the liberated territories in the guise of civilians.

▪ In addition, we have reliably established that the nationalists seized buses, including school buses, as well as other vehicles intended for the evacuation of refugees, in order to use them as maneuverable firing points.
Now I have to go back to the ridiculous demand from Ukrainian officials about the mine clearance by the forces of Russian units of the humanitarian route from Mariupol to Zaporozhye. This requirement is impossible, the reason is simple. Mine-explosive devices near Mariupol were installed by nationalists, and are located in the city limits in the zone of their fire impact, and the mined section of the humanitarian corridor road in Zaporozhye passes through territories controlled by territorial defence battalions.

▪ I ask the officials of Ukraine responsible for coordinating humanitarian corridors to deal with the situation directly on the ground and stop making these ridiculous demands to us. I regret to state that the lives of tens of thousands of civilians, including foreigners, now depend on such "professionals" in quotation marks.

▪ Starting at 10 a.m. today, in accordance with the agreements reached on routes initiated by the Russian Federation and additional ones opened at the request of the Ukrainian side, the Russian Armed Forces have declared ceasefire, which is currently being strictly observed.

But at the same time, since 10:19, numerous regroupings of individual units of territorial defence battalions and fire impact on the positions of the Russian Armed Forces, as well as formations of the Lugansk and Donetsk People's Republics, have been noted in almost all directions and close to humanitarian corridors.

Thus, the ceasefire is used by nationalists only to improve their positions.
The Ukrainian side in every possible way prevents the evacuation of civilians and foreign citizens intimidated by neo-Nazis by physical violence of people, firstly, no one notifies about the presence of humanitarian corridors, and secondly, those who find out about these corridors cannot physically get there, due to the mass terror organized by the Kiev authorities. And this is evidenced by the order of the Minister of Defence of Ukraine on the categorical prohibition of the exit of civilians from the blocked settlements, primarily towards the Russian Federation.

▪ Only individual citizens and single cars manage to escape from the settlements blocked by the nationalists.

During the day there were 117 such lucky cases, these are the people who escaped to the territory of the Russian Federation by private cars, as well as on foot, knowing the terrain well, along the so-called "partisan trails". As a result, 341 people were able to escape in this way.

Today, at the personal request of the head of the Vatican's diplomatic service, Paul Richard Gallagher, to the leadership of the Russian Federation, unprecedented security measures were taken and a successful humanitarian operation was carried out in the Kiev direction to evacuate orphaned children from an orphanage. 52 children and 23 people from among the accompanying staff were evacuated to a safe place.
I note that this effective humanitarian operation was carried out with the assistance of the Ukrainian side.

Currently, we are working closely with Ukrainian representatives to conduct humanitarian operations in three more areas. In the meantime, the Russian Armed Forces have already guaranteed the security of humanitarian convoys:

1️⃣from the town of Trostianets with 75 buses to evacuate civilians;

2️⃣a humanitarian aid convoy to the city of Energodar;

3️⃣from the town of Korosten the movement of a repair team of 15 people to a power line damaged by nationalists.

We hope that these humanitarian operations will also be completed successfully, now in the territories controlled by Kiev. The Russian Armed Forces have already fully fulfilled their humanitarian mission in these areas.

▪ Unfortunately, in other areas, today's operation to open humanitarian corridors has not brought any significant positive results solely due to the fault of the Kiev authorities once again.

Despite this, we officially declare that humanitarian corridors towards the Russian Federation will be opened unilaterally, without any coordination, every day from 10 o'clock in the morning, and in other directions in agreement with the Ukrainian side. We guarantee total security in territories under the control of the Russian Armed Forces.

▪ We ask the International Committee of the Red Cross and the UN on the ground to work closely with the Ukrainian authorities to inform the Ukrainian population about this Russian initiative.

Unfortunately, the overall humanitarian situation across Ukraine continues to deteriorate.

▪ The Ukrainian authorities, on 9 March, launched a total message to its citizens to immediately arrive at mobilisation points for military service and sanctioned nationalists to use weapons against those who attempt to evacuate to the Russian Federation, threatening to kill relatives left behind on Ukrainian territory.

Representatives of a foreign diaspora, unfortunately for obvious reasons we cannot name which one, but we quote literally: "Please help! Everyone is desperate. People are not allowed out of the city, they are actually being held hostage by the Azov battalion, they are staging provocations, there is a complete lack of authority in the city, and Azov is doing what it wants. I beg you, save the city from this administration. People have had enough of them...".

▪ I am sure that soon the time will come when we will be able to show the world living witnesses of this tragedy, we have everything documented. In addition, in the media, a Ukrainian neo-Nazi named Beryoza announced an all-out hunt for Russian correspondents covering the truthful humanitarian situation in the special military operation zone.

The civilised West and the international organisations led by it remain ignorant of the disastrous
humanitarian situation in Ukraine, while ordinary Ukrainians and foreign citizens remain victims of the neo-Nazism that has practically engulfed the Kiev authorities.

Unfortunately, all our requests to international organizations, first and foremost to the International Committee of the Red Cross, to take effective measures to influence the mayors of Ukrainian cities and official Kiev to take a full range of measures to prepare for the evacuation of the civilian population, to notify them of the assembly points, to open humanitarian corridors and to form humanitarian columns remain unheard.

Instead, there is an unending stream of politically motivated lies from the Kiev regime about the humanitarian situation in their own country and the alleged lack of willingness to move through humanitarian corridors into Russian territory.

▪ At the same time, over the past 24 hours alone, 27,439 more Ukrainian civilians and foreigners have contacted the official structures of the Russian Federation and directly the Joint Coordination Headquarters of the Russian Federation for the humanitarian response in Ukraine through various channels with requests to evacuate to Russia.

A total of 2,617,349 people from almost two thousand settlements in Ukraine already registered as evacuees.

Radicals from the territorial defence battalions continue to kill, torture and hold hostage as human shields over 4,500,000 civilians who have expressed a desire to immediately evacuate to safe areas from the nationalists' horrors and atrocities.

Ukrainian neo-Nazis are also keeping more than 7,000 citizens from 21 foreign countries hostage. Our Joint Coordination Staff has already received official requests from them to save their compatriots, but unfortunately Ukraine does not react in any way to official and non-official requests, including those from international partners.

The fate of these foreign citizens has been the subject of round-the-clock cooperation with representatives of the relevant diplomatic agencies.

▪ Despite these difficulties, since the beginning of the special military operation without the participation of Kiev, we have managed to evacuate more than 187,000 people from dangerous zones of Ukraine, 46,696 of them are children, including 7,457 people per day, of which 1,260 are children. More than 22 thousand units of personal motor transport passed through the checkpoints, including 1,043 over the past day.

More than 9,500 temporary accommodation centres continue to operate in the regions of the Russian Federation.

A sufficient number of buses and supporting transport for the transportation of refugees are kept in constant readiness at checkpoints and temporary accommodation places.

Checkpoints are equipped with everything necessary for temporary stay, hot meals are provided, mobile medical centers are deployed, logistics for departure to the regions of Russia to selected places of temporary stay is organized, and for foreign citizens their delivery to their homeland is provided. Mobile medical centers have been deployed, and a supply of medications has been created.

The Russian side is creating all the necessary conditions for a peaceful and safe life in the territories of Ukraine liberated from neo-Nazis, as well as in the Lugansk and Donetsk People's Republics, and ensuring unhindered access of the population to humanitarian aid.

Federal executive authorities together with the subjects of Russia, various public organizations, patriotic movements have prepared more than 16.5 thousand tons of humanitarian aid.

1,421 tons of humanitarian cargo have already been delivered to Ukraine, 186 humanitarian actions have been carried out, including 18 actions in Chernigov, Zaporozhye and Kharkov regions, as well as in Donetsk and Lugansk People's Republics, during which 34 tons of basic necessities, medicines and food were transferred to the civilian population of the liberated areas.

Today, 25 humanitarian actions are being carried out in the Chernigov, Kherson and Kharkov regions, as well as in the Lugansk and Donetsk People's Republics, during which 250 tons of basic necessities, medicines and food are being transferred to the population.

Vladimir Zelensky announced that a Russian air strike was performed on a maternity hospital in Mariupol - an atrocity and that there are babies, their mothers and doctors under wreckage, starting another round of worldwide hysteria.

Truth: The maternity hospital was closed after the Russian special operation had begun in Ukraine. The Azov nationalists told the doctors to get out.

Вновь с сожалением отмечаем, что официальная Оттава и канадские СМИ моментально подхватывают подобные информационные вбросы без проверки фактов. Ведутся на низкопробные манипуляции.

Россия предупреждала мировое сообщество за несколько дней до нападения на брифинге в СБ ООН 7 марта, что здание роддома Мариуполя оккупировали вооруженные силы Украины. Батальон «Азов» выгнал оттуда всех рожениц, медсестер и персонал. Оборудовал в нем огневую позицию. Кроме того, украинские радикалы полностью уничтожили один из детских садов. We reiterate our regret that Ottawa and Canadian media outlets are picking up such hoaxes straight away and without fact-checking falling for cheap manipulations.

It should be noted that at the March 7th UN Security Council briefing, Russia has warned the whole international community that the Mariupol hospital’s building had been occupied by the Armed Forces of Ukraine. The Azov regiment kicked out all women patients, nurses and personnel. It set up a firing position within the facility. Besides, the Ukrainian radicals fully destroyed one of the city’s kindergartens. Local residents saw that with their own eyes. These people cannot be fooled.

Multiple video evidence dismissing Ukrainian fakes and at the same time confirming the Kiev regime’s crimes against civilians are freely available online. Canadian news makers are simply not willing to see the true picture or have political instructions not to see it.

It is with full responsibility that we re-emphasize that the Russian Army does not pose a threat to the Ukrainian civilians. It does not attack civil infrastructure. The strikes are hitting military infrastructure and military targets only, with surgical precision. Those who do really put at risk people’s lives are the Armed Forces of Ukraine and neo-Nazi battalions using their own population as human shields. Despite humanitarian corridors and ceasefires arranged by the Russian Forces, Ukrainian military and radicals do not let the civil population leave the cities and have repeatedly violated the agreements reached on the evacuation of the civilians and foreign citizens. There is numerous documentary evidence for that.

Russia has again reaffirmed its readiness to secure safe passage to the people, as well as to convoys of buses and civilian vehicles from Kiev, Chernigov, Sumy, Kharkov, Mariupol and other cities.

☝️We reiterate that the goal of Russia’s special military operation is to protect the Donetsk and Lugansk Peoples Republics, demilitarize and denazify Ukraine, eliminate the threat emanating from Ukrainian territory as a result of NATO countries’ exploitation. This goal will be achieved.

▪️ The grouping of troops of the Donetsk People's Republic liberated Volnovakha city. Olginka, Velika-Anadol, and Zeleny Gai settlements were also taken under their control. The advance was up to 6 kilometers.

▪️The units of the People's Militia of the Donetsk Republic continued to narrow the encirclement in Mariupol. The total advance from the eastern, northern and western directions was up to 800 meters.

▪️Units of the Russian Armed Forces, continuing offensive operations, reached Petrovskoye-Evgenovka-Oktyabrskaya line. The advance was 17 kilometers.

▪️On the morning of March 11, high-precision long-range weapons attacked Ukraine's military infrastructure.

💥 The military airfields in Lutsk and Ivano-Frankivsk were disabled.

✈ 💥 During the day, fighter aircraft and military air defence shot down 3 Ukrainian Mi-24 helicopters, 8 unmanned aerial vehicles, including 5 Bayraktar TB-2.

💥 Operational-tactical and army aviation hit 107 military assets of the Ukrainian armed forces.

💥 Including: 6 command posts and communication centres, 14 ammunition and fuel depots, 11 areas of military equipment concentration.

▪️ In total, during the operation, 3,213 objects of the military infrastructure of Ukraine were disabled.

💥 Destroyed: 98 aircraft, 118 unmanned aerial vehicles, 1,041 tanks and other armored combat vehicles, 113 multiple launch rocket systems, 389 field artillery guns and mortars, 843 units of special military vehicles.

In the summer of 2016, Barack Obama’s Democrat administration sent US national Ulyana Suprun (born and raised in the US) to Ukraine, where she became Health Minister of Ukraine.

Ulyana Suprun’s father, George Harry Jurkiw, is a retired vice-president of North American Controls Inc, a defence industry corporation.

Ulyana Suprun’s grandfather, Ivan Jurkiw, was a corporal in the independent army of Ukraine in 1919. There are reports that in WWII he was a member of Bandera units and took part in combat and sabotage missions against Soviet troops in the Carpathian Mountains.

Ulyana Suprun’s husband, Marco Suprun, is a Canadian propagandist and producer. He is notorious for his contacts with ultra-right activists in Ukraine.

This is just one instance that illustrates how demilitarisation is connected with deNAZIfication.

In response to the issues raised by the leaders of France and Germany regarding the humanitarian situation on the territory of the military operation to protect Donbass, Vladimir Putin informed them of the real situation on the ground.

👉 The President of Russia gave a detailed account of the series of talks held via videoconference by Russian and Ukrainian representatives over the past days. In this connection the three countries’ leaders reviewed some issues pertaining to the agreements being worked out concerning the implementation of the earlier Russian demands.
