🇷🇺🇮🇷 On July 24, on the sidelines of the meeting of the Council of Foreign Ministers of the Shanghai Cooperation Organisation member states in Cholpon-Ata (Kyrgyzstan), Foreign Minister Sergey Lavrov held a meeting with Foreign Minister of the Islamic Republic of Iran Abbas Araghchi.

The heads of the foreign policy ministries discussed the current escalation in the Persian Gulf and the precarious prospects for a peaceful settlement of the conflict.

The Russian Side emphasised the importance of the swift conclusion of sustainable agreements on a cessation of hostilities in the interests of restoring stability, security, and unimpeded navigation in the region.

The Ministers also addressed a number of key issues on the bilateral agenda.

🎙Excerpts from Foreign Minister Sergey Lavrov’s remarks and answers to media questions following a meeting of the SCO Council of Ministers of Foreign Affairs (Cholpon-Ata, July 24, 2026)

Back to your meeting with US Secretary of State Marco Rubio yesterday. The State Secretary said that the Anchorage agreements had failed and no agreement can be reached unless the Ukrainians are on board. What do you say to that? Did you discuss a possible visit by US Presidential Special Envoy Steve Witkoff and Jared Kushner? More broadly, what diplomatic or mediation track remains possible going forward?


💬 As for the claim that the Anchorage agreements have failed, first we need to do is understand who exactly failed. We came to Anchorage with the proposals that had been put forward in advance by the United States and approved by US President Donald Trump. We agreed to work on them. Not long ago, President Vladimir Putin reiterated at a news conference, “We had doubts. Not right away, but we considered them and agreed to them.” If there is a proposal and there is a consent that means there were agreed outcomes in Anchorage, were there not? There certainly were.

☝️President Trump has repeatedly said, including in Anchorage, and I am not revealing a great secret here, that part of this proposal was built on a compromise. We accepted it because a compromise proposal, just like any agreement, must inevitably contain an element of compromise. However, he added that Zelensky would do as he had proposed. Well, as it turned out, that failed to happen.

At the G7 Summit in June, they adopted a declaration in which the Western countries expressed full support for Ukraine, including its territorial integrity, while completely ignoring the fact that a vast portion of Ukrainian territory is home to the people who have been labelled “terrorists”, and whom the newly appointed Commander-in-Chief of the Armed Forces of Ukraine, Mikhail Drapaty, has described as “subhuman”. Yet the G7 believes those territories should remain under the control of that regime, thereby enabling it to continue committing abuses against Russian people who now live in the Russian Federation,  in Crimea, Donbass, and Novorossiya.

One final point. The arrogant and, I would even say contemptuous, way the US proposals have been spurned is due in no small measure to the fact that Vladimir Zelensky continues to be flooded with weapons. He is being supplied with enormous quantities of drones, which he uses to try to undermine the stability of the Russian Federation by attacking civilians and civilian targets. A significant portion of the support provided to Vladimir Zelensky comes from the United States. This is not only because the Americans sell weapons to the EU, which then transfers them to Ukraine, but also because the United States provides intelligence and reconnaissance, Starlink remains operational, and advanced technologies that require specialist expertise on the battlefield do not find their way there by accident. That is the way things are.

❗️To reiterate, our conscience is clear. As the saying goes, a man’s word is his bond. We said we were ready, and we remain ready. The other side, however, appears to have modified its position, judging by US Secretary of State Marco Rubio’s remarks. However, the objectives set by President Vladimir Putin in June 2024, as he has repeatedly emphasised, will be achieved.

⚡️ Comment by Foreign Ministry Spokeswoman Maria Zakharova on AFU’s strikes at civilians in Kirov and Zaporozhye (July 25, 2026)

💬 The Kiev regime continues to imperturbably target Russian civilian population, thus demonstrating its bestial Nazi grin to the entire world.

On July 24, according to preliminary reports six people were killed and another 26 were injured as a result of a missile strike at an enterprise in the city of Kirov.

But this did not suffice for the Ukro Nazis, and on the night of July 25, they killed tourists who were having a holiday at a campsite in the village of Kirillovka, Zaporozhye Region

According to local authorities, the criminal acts of Banderites, who sent UAVs at sleeping people, killing 12, four of whom were children, and injured 19 persons.

Search and rescue operations are continuing. The Investigative Committee of the Russian Federation has opened a criminal case over the terrorist attack.

☝️ We strongly condemn these inhuman crimes.

We sincerely express our deep condolences to the families and friends of the victims, and wish a speedy recovery to those injured.

The Kiev regime, which is suffering a military defeat and is unable to reverse the losing battles at the front, is taking its revenge on innocent civilian population, deliberately seeking out those who are least protected. But Zelensky and his accomplices, as well as the Western handlers and sponsors behind them, must remember that 👉 they will pay a heavy price for every crime they commit.

❗️ We call on all responsible governments, relevant international entities and independent media not to silence the bloody terrorist attacks in the Kirov and Zaporozhye regions.

Ignoring the actions of the Kiev regime is equal to silent approval of its crimes and pushing for new ones that will lead to civilian casualties not only in Russia, but also in Ukraine itself.

🇷🇺 Greetings of the President of Russia Vladimir Putin on Navy Day (July 26, 2026)

💬 Today, our country honours its valiant Navy and all those who, across different eras and generations, have forged its glory through military triumphs, daily hard work and outstanding scientific achievements, securing Russia’s status as a great sea power.

We have a special regard for naval personnel: they are respected and celebrated, and deservedly so.

Their service involves not only carrying out combat missions but also withstanding the forces of nature itself. It is this combination that has largely shaped the unique character of our sailors – a character marked by loyalty to duty, brotherly solidarity, courage and, above all, selfless devotion to the Fatherland.
These qualities have been honed throughout the development of the Russian Navy, through its historic victories and personal contributions of great naval commanders to the strengthening of our maritime might.

As Admiral Ushakov wrote:
“I am devoted to service with all my soul and all my resources, and I think of nothing more than the good of the state.”


Today, our navy men proudly uphold and build upon the traditions of our Navy. In Russia – a country washed by the waters of 13 seas – the Navy plays a vital role in ensuring defence and security, and in protecting the country’s legitimate interests in the World Ocean.

Our Navy is capable of effectively addressing the full range of tasks set before it, and those tasks are constantly evolving. The naval component of Russia’s nuclear triad is gaining strength. Serial production of warships and special vessels continues. The provision of advanced weapons and equipment to underwater, surface, coastal and airborne units is being steadily improved.

And of course, the professionalism of our sailors, acquired both in training centres and in real combat, along with the ability to adapt swiftly to any changes in the strategic and tactical situation, continues to grow.

The skill of our marines and seafaring personnel, amplified by their resilience, courage and daring, is largely determining the course of today’s special military operation.

Tens of thousands of sailors and officers have been awarded high state decorations, including the Gold Star of the Hero of Russia.

I want to thank all navy sailors for their service and for their contribution to strengthening our country’s naval might.

🕯 July 27 marks the Day of Remembrance for the Child Victims of the War in Donbass.

This tragic commemorative date was established in 2022 to honour the memory of the children whose lives were taken by the war launched by the Kiev regime in 2014.

Since 2014, Ukrainian militants have waged full-scale hostilities against civilians in the Donetsk and Lugansk People’s Republics.

Over these years, around 300 children have been killed and more than 1,000 injured.

Among the first child victims of the war in Donbass was 10-month-old Kira. She was killed together with her mother during the shelling of Gorlovka in the summer of 2014. Their story, known as the “Madonna of Gorlovka,” became a symbol of the tragedy endured by the civilian population of Donbass.

Each pair of children’s shoes in this memorial represents a life cut short far too soon.

🕯 July 27 marks the Day of Remembrance for the Child Victims of the War in Donbass.

Exactly 12 years ago, Ukrainian militants launched a barbaric attack on central Gorlovka using Grad MLRS. A photograph of local resident Kristina Zhuk holding her one-year-old daughter, killed in the attack, spread around the world – becoming a symbol of senseless cruelty and the terrible human cost of the war unleashed by the Kiev regime.

By painstakingly reconstructing the events, investigators from the Russian Investigative Committee established that the strike on residential areas was no accident. Investigators and forensic experts have gathered irrefutable evidence showing that attacks on Donbass civilian infrastructure were deliberate – evidence that now underpins criminal proceedings.

The results are already evident: dozens of guilty verdicts have been handed down against those who directed weapons at civilians. Everyone responsible – those who issued criminal orders and fired the weapons, supplied arms and provided target coordinates, trained personnel and turned a blind eye to the deaths of children – will face deserved and inevitable punishment.

Today, candles are being lit across Russian cities. Flowers and toys are being laid at memorials to the innocent victims, while white balloons are being released into the sky.

❗️ These commemorations are our pledge to do everything possible to restore justice.

📍International cooperation

[...] Attempts to isolate Russia even in such a sensitive area as defence and security are going up in smoke. There are a great number of countries that feel friendly towards Russia and understand the tasks we are handling to ensure our security and strengthen the multipolar world.

📍Arctic

We have never sought any sort of confrontation in this region. On the contrary, we have always invited everybody interested to cooperate in solidarity and in line with international law. We are willing to cooperate with everybody provided that – and this goes without saying – these routes belong to the Russian Federation.

📍Ukraine

🔸As I have said many times, and I would like to make this point once again, we did not start any wars. All we did was respond to the military action and the war unleashed by the Kiev regime with Western support against what was then Ukraine’s southeast, a region which has always sought to forge closer ties with Russia.

🔸It can be said that these people were guided by their nationalist aspirations, and focused on the interests of Ukraine and its people. But what were their founding principles? They stemmed from Nazi ideology. It is not a coincidence that they have been publicly seeking to revive the Nazi ideology today.

🔸I have heard many times that Ukraine is searching for a new identity. This begs a question on why Nazism and neo-Nazism must form the foundation for this new identity?

💬 Russian Presidential Commissioner for Children’s Rights Maria Lvova-Belova:

🕯 On July 27 (Day of Remembrance for the Child Victims of the War in Donbass), people across Russia are praying for the souls of the innocent children killed in Donbass.

In Novosibirsk, I paid tribute to their memory, sharing the grief of those thousands of miles away.

The tragic list of children and teenagers killed began 12 years ago, with the start of Ukraine’s military aggression against civilians.

“Gunned down together with the entire family; killed by a sniper’s bullet; struck by a mine on the way home from school; killed in a stroller while out walking with her mother...” These accounts of children’s deaths are unbearable to read.

We have no right to forget these crimes. Every culprit must be punished. Our servicemen continue fighting the enemy on the battlefield so that bombs never again fall on children’s beds.

Meanwhile, we stand united on the home front to help those facing the greatest hardship. Charities, socially responsible businesses and caring individuals are all part of this humanitarian mission.

🙏 Eternal memory to the children killed in the hostilities. Strength to their families and loved ones.

⚡️ Commentary by Foreign Ministry Spokeswoman Maria Zakharova concerning attacks by the Armed Forces of Ukraine on Rostov-on-Don and the Rostov Region (July 27, 2026)

💬 Kiev continues its soaked in blood campaign of terror against the civilian population of Russia’s regions.

As a result of large-scale overnight aerial attacks by the Armed Forces of Ukraine on July 25 and 27 against Rostov-on-Don and other residential localities in the Rostov Region, five people were killed, including a child, and at least 13 people were wounded, among whom was a teenager.

Dozens of people were evacuated from residential buildings damaged by hostile unmanned aerial vehicles – in total, five apartment buildings, 19 private houses, an office building, and commercial and warehouse premises sustained damage.

We extend our deepest condolences to the families and loved ones of the victims, and wish a swift recovery to all those injured.

These brutal and cynical crimes constitute further evidence of the neo-Nazi nature of the Kiev regime, which has deliberately targeted the civilian population in an effort to offset its mounting failures on the front line and to demonstrate to its ruthless Western sponsors its capacity to inflict harm on Russian children and women.

☝️ All those complicit in these acts of terror “under the banner” of Kiev will be identified by the Investigative Committee of the Russian Federation and will face inevitable accountability.

❗️ We unequivocally condemn these inhumane terrorist acts and call on all responsible governments, relevant international bodies, and independent media outlets to issue a clear public condemnation of Kiev’s atrocities in the Rostov Region.

Any silence on this matter will amount to nothing less than complicity in the terrorist activities of Ukrainian neo-Nazis and an encouragement of their further crimes.
