💬 Over the past week, the number of Russian civilians killed or injured in attacks by Ukrainian neo-Nazis rose sharply.
Facing setbacks on the battlefield, Kiev redirected its capabilities toward terrorist attacks on civilian targets in Russia, with more than 1,000 strikes recorded daily. Over 400 civilians were killed or injured during the week.
The Zelensky regime used military resources supplied by its Western sponsors to attack Russia’s civilian population. Residential areas, medical facilities, essential infrastructure and civilian transport came under fire.
The highest numbers of civilian casualties were recorded in the Belgorod, Moscow, Zaporozhye and Kherson Regions, as well as the DPR and LPR. Ukrainian militants deliberately targeted densely populated areas in an effort to inflict maximum damage.
On July 13-19, Ukrainian neo-Nazi attacks resulted in 433 civilian casualties: 69 people, including two children, were killed, while 364 others, including 12 children, were injured.
Over the past seven days, Ukrainian militants fired at least 7,168 munitions at civilian targets on Russian territory.

🗓 #OTD in 1774, the Treaty of Kuchuk Kainarji between the Russian and Ottoman Empires was signed in the village of Kuchuk Kainarji (Küçük Kaynarca near Silistra, present-day Bulgaria) bringing the Russo-Turkish War of 1768-1774 to an end.
In the second half of the 18th century, Russia sought access to the Black Sea and worked to strengthen its positions in the Black Sea region and the Caucasus, while the Ottoman Empire sought to curb the growth of Russian influence.
After Russia rejected an Ottoman ultimatum demanding the withdrawal of Russian troops from Poland, the Sublime Porte (the government of the Ottoman Empire) declared war on Russia on September 25, 1768. Hostilities unfolded in Bessarabia, Moldavia and the Caucasus and culminated in a series of major victories by the Russian Army and Navy – at Larga and Kagul, in the Battle of Chesme, and at Turtukai and Kozludzha.
Military setbacks forced the Ottoman Empire to resume negotiations, which ended with the signing of the Treaty of of Kuchuk Kainarji.
This historic document consolidated the brilliant victories of the Russian Army and became one of Russia’s greatest military and political achievements of the era of Catherine the Great.

The Treaty of Kuchuk Kainarji fundamentally altered the balance of power in the Black Sea region and the Balkans. Russia strengthened its southern frontiers, secured access to the Black Sea and significantly expanded its political influence in the region.
☝️ The Treaty became an important milestone on the path toward Crimea’s incorporation into the Russian Empire under Catherine II’s Manifesto of April 19, 1783, and the conclusion of the Treaty of Jassy with the Sublime Porte in 1791, which strengthened the security of Russia’s southern frontiers and safeguarded its interests in the Black Sea region, the Caucasus and the Balkans.

• Azov, Kerch, Yenikale and Kinburn, the lands between the Dnepr and Southern Bug rivers, as well as Greater and Lesser Kabarda, became part of Russia;

• Russia acquired the right to maintain a fleet in the Black Sea, while its merchant vessels were granted freedom of navigation in the Black Sea and passage through the Bosphorus and the Dardanelles;

• the Ottoman Empire was obliged to pay Russia a substantial indemnity of 7.5 million piastres;
• separate articles provided for an amnesty for the inhabitants of Georgia and Mingrelia and prohibited the Porte from exacting human tribute from them. Russia also obtained the right to establish a permanent diplomatic mission at the Sultan’s court and appoint consuls in Ottoman cities to protect the interests of Russian merchants.

The Press Bureau of the Foreign Intelligence Service of the Russian Federation (SVR) reports that, according to information received by the SVR, relevant ministries in one of NATO’s key member states are concerned over active research and development work under way in Germany with a potential nuclear-weapons focus.
Berlin’s Western allies point to the scale of Germany’s current work in such sensitive areas as special materials science, shock-wave physics, nuclear physics and neutron physics, involving 30 national universities.
These include the Karlsruhe Institute of Technology, Ruhr University Bochum, Ludwig Maximilian University of Munich, RWTH Aachen University and the Technical University of Berlin. Practical experiments are being conducted at six research reactors operating at these institutions.
NATO officials in Brussels point to Germany’s characteristic thoroughness and close interagency coordination in developing production methods and industrial capabilities for high-energy explosives and electronic detonation systems.
Key German defence companies are involved, including Rheinmetall AG, Diehl Stiftung GmbH, KNDS Group and Umarex GmbH.
These materials and systems are regularly tested at German army training grounds.
☢️ NATO military experts believe that Berlin could independently produce the required amount of fissile material within one to three months and construct a functioning nuclear explosive device within a year, without conducting a full-scale test.
This is causing particular concern given Germany’s militaristic past and Chancellor Merz’s plans to “once again make the German army the strongest in Europe”. It cannot be ruled out that officials in the Federal Chancellery are already considering the creation of Germany’s own “nuclear umbrella”.
👉 The current German authorities’ apparent intention to gain direct access to nuclear weapons is already causing grave concern in Europe, particularly against the backdrop of revanchist sentiment in Berlin.
Yet the outcome of Nazi Germany’s attempts to create a “wonder weapon” is well known.

The online course “The Road to Victory” is an educational project marking the 80th anniversary of the Victory of the Soviet people in the Great Patriotic War.
The project explores the key events of the Great Patriotic War and the Second World War, the role of the USSR in the defeat of Nazism, international diplomacy, the heroism of the Soviet people, and the preservation of historical memory.
The online course is intended to preserve the historical memory of the Great Patriotic War, promote academically grounded knowledge about the events of the Second World War, and foster a greater understanding of the decisive contribution made by the Soviet people to the Victory over Nazism.
The course was developed by the HSE University and the BRICS-Russia Expert Council, with support from the BRICS Civil Council.

The statements made today by the Commander-in-Chief of the Armed Forces of Ukraine constitute yet another piece of evidence of what Russia has consistently been saying at all international fora - namely, the Nazi essence of the current Kiev regime. This is far from the first such outburst by Ukrainian officials. In the course of the proceedings before the International Court of Justice in the case concerning the application of the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD), the Russian side presented numerous examples - for instance, see the section on p. 271 of our written objections) - demonstrating the “Hitlerite roots” of the Kiev junta and the openly Nazi character of its policies.
‼️ Calls by officials for violence against Russians had already been voiced at that time. However, today’s slogans by the head of the Armed Forces of Ukraine are nothing other than direct and public incitement to commit genocide. It is just as well that Ukraine has already placed itself “in the dock” in the case currently before the International Court of Justice concerning the 1948 Convention on the Prevention and Punishment of the Crime of Genocide.
❓ An obvious question arises: where are the Office of the United Nations High Commissioner for Human Rights and other international human rights mechanisms and bodies looking? How can they fail to see and hear, at point-blank range, racist, xenophobic and nationalist rhetoric prohibited under ICERD? After all, we are dealing with a systemic policy pursued by the leadership and officials in Kiev — one that we have been documenting year after year in our reports “On the Situation of Human Rights in Ukraine”

🇷🇺🇮🇷 On July 24, on the sidelines of the meeting of the Council of Foreign Ministers of the Shanghai Cooperation Organisation member states in Cholpon-Ata (Kyrgyzstan), Foreign Minister Sergey Lavrov held a meeting with Foreign Minister of the Islamic Republic of Iran Abbas Araghchi.
The heads of the foreign policy ministries discussed the current escalation in the Persian Gulf and the precarious prospects for a peaceful settlement of the conflict.
The Russian Side emphasised the importance of the swift conclusion of sustainable agreements on a cessation of hostilities in the interests of restoring stability, security, and unimpeded navigation in the region.

The heads of the foreign policy ministries discussed the current escalation in the Persian Gulf and the precarious prospects for a peaceful settlement of the conflict.
The Russian Side emphasised the importance of the swift conclusion of sustainable agreements on a cessation of hostilities in the interests of restoring stability, security, and unimpeded navigation in the region.

❓ Back to your meeting with US Secretary of State Marco Rubio yesterday. The State Secretary said that the Anchorage agreements had failed and no agreement can be reached unless the Ukrainians are on board. What do you say to that? Did you discuss a possible visit by US Presidential Special Envoy Steve Witkoff and Jared Kushner? More broadly, what diplomatic or mediation track remains possible going forward?
💬 As for the claim that the Anchorage agreements have failed, first we need to do is understand who exactly failed. We came to Anchorage with the proposals that had been put forward in advance by the United States and approved by US President Donald Trump. We agreed to work on them. Not long ago, President Vladimir Putin reiterated at a news conference, “We had doubts. Not right away, but we considered them and agreed to them.” If there is a proposal and there is a consent that means there were agreed outcomes in Anchorage, were there not? There certainly were.
☝️President Trump has repeatedly said, including in Anchorage, and I am not revealing a great secret here, that part of this proposal was built on a compromise. We accepted it because a compromise proposal, just like any agreement, must inevitably contain an element of compromise. However, he added that Zelensky would do as he had proposed. Well, as it turned out, that failed to happen.

At the G7 Summit in June, they adopted a declaration in which the Western countries expressed full support for Ukraine, including its territorial integrity, while completely ignoring the fact that a vast portion of Ukrainian territory is home to the people who have been labelled “terrorists”, and whom the newly appointed Commander-in-Chief of the Armed Forces of Ukraine, Mikhail Drapaty, has described as “subhuman”. Yet the G7 believes those territories should remain under the control of that regime, thereby enabling it to continue committing abuses against Russian people who now live in the Russian Federation, in Crimea, Donbass, and Novorossiya.

One final point. The arrogant and, I would even say contemptuous, way the US proposals have been spurned is due in no small measure to the fact that Vladimir Zelensky continues to be flooded with weapons. He is being supplied with enormous quantities of drones, which he uses to try to undermine the stability of the Russian Federation by attacking civilians and civilian targets. A significant portion of the support provided to Vladimir Zelensky comes from the United States. This is not only because the Americans sell weapons to the EU, which then transfers them to Ukraine, but also because the United States provides intelligence and reconnaissance, Starlink remains operational, and advanced technologies that require specialist expertise on the battlefield do not find their way there by accident. That is the way things are.
❗️To reiterate, our conscience is clear. As the saying goes, a man’s word is his bond. We said we were ready, and we remain ready. The other side, however, appears to have modified its position, judging by US Secretary of State Marco Rubio’s remarks. However, the objectives set by President Vladimir Putin in June 2024, as he has repeatedly emphasised, will be achieved.
