Foreign Minister Sergey Lavrov’s statement regarding agreements on transporting Ukrainian grain from Black Sea ports and on promoting Russian exports of food and fertilisers

💬 A ceremony for the simultaneous signing of two documents on maritime shipping of Ukrainian grain and the export of Russian agricultural products – Initiatives for the safe transportation of grain and food from the ports of Ukraine and Memorandum of Understanding between the Russian Federation and the UN Secretariat on assisting the promotion of Russian food and fertilisers to international markets, respectively – was held in Istanbul on July 22.

Initially, both documents were part of the UN Secretary-General’s “package” initiative, which President Putin supported. However, during the course of the talks, Kiev made several attempts to sabotage the bundled approach to the agreement proposed by Antonio Guterres. Interestingly, the negotiators from the UN Secretariat promoted a position that did not quite align with the Secretary-General’s original initiative.

Be that as it may, due to the Russian delegation’s efforts, it was possible to maintain the comprehensive and depoliticised nature of the “package” agreement, thereby ensuring the maximum possible effort to meet the developing countries that are food importers halfway.

Russia will honour its commitments in this regard. The fact that the United States and its allies are using food in the interests of their geopolitical adventures is unacceptable and inhumane.

The Memorandum of Understanding on Russian exports of agricultural products was signed by First Deputy Prime Minister Andrey Belousov and UN Secretary-General Antonio Guterres. The main goal is to ensure transparent and unhindered shipments of Russian food and fertilisers, including the raw materials for their production, to international markets. In particular, this issue is about removing the obstacles that the US and the EU have created in finance, insurance and logistics and exempting these particular products from the restrictive measures imposed on Russia. The memorandum will remain valid for three years.

Russia, Türkiye and Ukraine are the parties to the Ukrainian Grain Transport Initiative, with the United Nations acting in a support role. The goal is to promote safe shipping for grain, food and fertiliser exports, including ammonia, from the ports of Odessa, Chernomorsk and Yuzhny. The document provides a procedure for the passage of ships, their inspection, monitoring the functioning of the humanitarian corridor, the modality of demining and preventing dangerous incidents by the Istanbul-based special Joint Coordination Centre with representatives from Russia, Ukraine and Türkiye and with support from the UN. The initiative is to run for 120 days with an option to renew for a similar period upon agreement of the parties.

☝️ It is gratifying to know that Washington and Brussels have stopped obstructing the efforts to achieve today’s agreements. The signing of the Russia-UN memorandum reiterated the absolutely artificial nature of the West’s attempts to shift the blame for the problems in supplying grain to international markets on Russia.

We hope the necessary efforts will be made to effectively implement these agreements soon. The UN assistance that is provided in good faith and the constructive approach of the international community, including the Western countries, will be instrumental in this. Given the significant share of Russian and Ukrainian agricultural products in international markets, ensuring uninterrupted shipping meets the pressing objectives of maintaining food security, especially for the developing and least developed countries. All of that should contribute to achieving the Sustainable Development Goals, including the eradication of hunger.

In closing, I would like to once again thank our Turkish partners, and personally President Recep Tayyip Erdogan, for their contribution to today’s results.

⚠️ We continue to record the facts of the inhumane treatment of civilians and use of civilian infrastructure for military purposes by Ukrainian armed groups:

🔹in Zaporozhye region, Ukrainian nationalists have planted mines at the bridges over Ploskaya Osokorovka and Konka for exploding them and accusing Russian Armed Forces of allegedly indiscriminate attacks launched at transport infrastructure facilities, as well as for covering it in Ukrainian and Western mass media, in accordance with the well practiced methodology;

🔹in Dmitrovka, Donetsk People's Republic, in an agricultural facility, AFU units have deployed artillery and MRLS, as well as use them for launching periodical attacks at the positions of Russian Armed Forces in order to provoke a counter-attack.

❗️ We draw the attention of the international society that Russian Armed Forces launch selective attacks at the military facilities of Ukrainian armed groups within the special military operation.

⚠️ In addition, Ukrainian authorities have prepared another provocation at a radiation-hazardous facility in order to accuse Russian units of allegedly creating a danger of water radioactive contamination in several areas of Ukraine.

🔹in Konstantinovka, Donetsk People's Republic, Ukrainian nationalists have planted mines at a depot of radioactive and chemical waste in an iron and steel plant for exploding it while withdrawing their units from the city.

◽️ This and other provocations of this kind are committed by the Kiev regime at radioactive- and chemical-hazardous facilities of Ukraine with the tacit consent of the so-called civilised western countries and remain ignored by the United Nations Organisation, International Atomic Energy Agency, Organisation for the Prohibition of Chemical Weapons and the International Committee of the Red Cross.

⚠️ According to reliable information, in Seredina-Buda, Sumy region, militants of a territorial defence battalion, in cooperation with personnel of the Security Service of Ukraine, make the rounds of residential building and private houses for detecting local residents who express pro-Russian opinion.

📱The citizens whose mobile phones contain conversations in messengers or calls to Russian numbers are physically violated and transported to an unknown destination.

▫️The fate of those people has been unknown until now.

❗️ The major cynicism of this kind of inhumane acts lies in the readiness of the Kiev regime to sacrifice the lives of their own citizens in order to reach this asset that completely copies the methodology practiced by Nazis at the occupied areas during the Great National War.

Istanbul agreements are concluded to facilitate delivery of 🇷🇺 & 🇺🇦 grain,food & fertilizers to global markets, destabilized by Western sanctions. Instead of politicizing the issue & showing distrust, 🇨🇦 could better contribute by supporting the fulfillment of the "package" deal.

Ukraine’s military ambitions continue to be well understood in the USA. The US has spent $7.3 billion on military aid for Ukrainian units since the start of the special military operation and is not planning to let up. The EU is not far behind its overseas ally. Brussels has decided to grant Kiev another consignment of military aid worth 500 million euros.

❗️All this is taking place against the backdrop of reports by the Ukrainian and Western press on the subsequent smuggling of arms sent to Ukraine via DarkNet and other channels. These weapons are saturating the black markets that are actively used by extremist and terrorist groups all over the world. NATO and the EU are well aware of this situation. This is evident from their attempts to create some oversight mechanisms and compel Kiev to report on the targeted use of the supplied weapons.

Despite help from the West, the position of the Ukrainian armed units in the combat zone is declining every day.

On 24 July, Foreign Minister Sergey Lavrov visited the headquarters of the Arab League and met with the organisation’s Secretary-General Ahmed Aboul Gheit.

🤝 During their conversation, Sergey Lavrov and Ahmed Aboul Gheit expressed satisfaction with the high level of interaction between Russia and the Arab League in the interests of resolving crises in the Middle East and North Africa and strengthening regional security and stability.

The officials reaffirmed their mutual interest in invigorating Russian-Arab business ties with the aim of expanding trade, promoting industrial co-production arrangements and implementing joint projects in Russia and Arab League countries.

⚠️ Russian Federation's Joint Coordination Headquarters for Humanitarian Response continues to record numerous facts of criminal actions by Kiev regime against civilians, as well as the use of medical infrastructure for military purposes by Ukrainian armed formations:

in Donetsk People's Republic

🔹in Druzhkovka, territorial defence units are stationed on the territory of Vocational School No. 36 (Sobornaya Street), roadblocks and firing points are deployed, and the approaches to the school are mined, but the local population is deliberately not informed of this;

🔹in Zaliznoye, Ukrainian neo-Nazis have equipped a stronghold in the House of Culture (Pioneer Avenue) and placed arms and ammunition depots, without evacuating the local population from nearby residential buildings;

🔹in Artemovsk, AFU servucemen have equipped firing positions and ammunition depots on the lower and upper floors of apartment buildings (Rozhdestvenskaya Street), local residents are prohibited from leaving their flats, and any attempts by citizens to evacuate to safe areas are harshly suppressed;

🔹in Semenovka, Ukrainian militants have equipped firing points, artillery and MLRS in residential areas, from which they systematically shell positions of the Russian Armed Forces and formations of Donetsk People's Republic.

▫️However, the residents are kept in their homes, effectively using them as human shields.

▫️The nationalists, feeling their complete impunity, seize valuable property and foodstuffs from people under the threat of weapons, ostensibly for the needs of territorial defence.

❗️Citizens who resist in any way are accused of pro-Russian views and subjected to physical violence.

▫️Such actions by Kiev once again demonstrate an inhuman attitude towards the fate of its own citizens and show a complete disregard for all norms of morality and international humanitarian law.

⚔️ On July 28, 1944, the Red Army liberated Brest, famous fortified city that was among the first to come under the strike of the Nazi invaders and became the embodiment of Soviet resistance. In June 1941, its defenders repelled attacks by superior enemy forces for almost a month.

The Soviet soldiers who liberated Brest found inscriptions written by its heroic defenders on the fortress’ ruins. These inscriptions, some signed, others anonymous, covered the floors and walls. In them, the Red Army soldiers said goodbye to their Motherland and families, while declaring their determination to fight to the death.

🎖 In 1965, Brest was awarded Hero Fortress title. Six years later, a memorial complex comprising the ruins of the White Palace opened at the fortress.

The baptism of Rus was an event of landmark significance. It accelerated the unification of Slavic tribes and the establishment of a united Russian state. By adopting one of the major world’s religions, our country tapped into the spiritual and cultural legacy of Byzantium, which considerably increased its international prestige.

⛪️ The St Vladimir Cathedral, a major architectural landmark of Sevastopol, was built at the site of Prince Vladimir’s baptism in the 19th century.
