💬 President Putin: Greetings, dear Chinese friends,
I am delighted to be visiting Beijing once again at the invitation of my long-time good friend, the President of the People’s Republic of China, Xi Jinping.
Regular mutual visits and Russia-China top-level talks are an important and integral part of our joint efforts to promote the entire range of relations between our two countries and unlock their truly limitless potential.
I would like to remind you that 25 years ago, Russia and China signed the Treaty of Good-Neighbourliness and Friendly Cooperation, which laid a solid foundation for a genuinely strategic relationship and comprehensive partnership for the benefit of our countries and our peoples.
Today, Russia-China relations have reached a truly unprecedented level.
Their special nature is reflected in the atmosphere of mutual understanding and trust, a commitment to pursuing win-win and equitable cooperation, conducting respectful dialogue, and supporting each other on matters affecting the core interests of both countries, including protection of sovereignty and state unity.
Looking confidently to the future, Russia and China are actively expanding their contacts in politics, the economy, and defence, while broadening humanitarian exchanges and encouraging person-to-person interaction.
It means that together we are doing everything that can further deepen bilateral collaboration and advance the comprehensive development of our countries. It is important that these are the issues that will shape the agenda of the upcoming talks in Beijing.
I deeply appreciate President Xi Jinping’s commitment to long-term cooperation with Russia. I am convinced that our warm and friendly ties enable us to chart the boldest plans for the future and bring them to life.
📈 Trade between Russia and China continues to grow, having long surpassed the US$200 billion mark. Mutual settlements are now conducted almost entirely in rubles and yuan.
Major initiatives are underway in key areas of our cooperation. Following the successful Cross Years of Culture, the Cross Years of Russian-Chinese Cooperation in Education were launched in January, making it the tenth edition of this kind of bilateral projects in the humanitarian area.
I would like to point out that Russia holds China’s centuries-old history and its achievements in culture, art, and science in high esteem. We are interested in bringing our peoples closer together, further promoting mutual understanding, and embracing all the positive things offered by the two countries’ rich traditions and heritage.
This is why we welcome the introduction of a mutual visa-free regime between our countries, facilitating greater business and tourism exchanges and harnessing new opportunities for communication and personal contacts between Russian and Chinese nationals.
The close strategic relationship between Russia and China plays a major, stabilising role globally. Without allying against anyone, we seek peace and universal prosperity.

Residential neighbourhoods and densely populated areas were targeted in these terrorist strikes, which left civilians dead and wounded.
Similar attacks were recorded in Ryazan, Belgorod and Shakhtersk, where the strikes also caused extensive destruction and resulted in civilian casualties, including among children.
On May 11-17, a total of 234 civilians suffered as a result of shelling by Ukrainian Nazis: 203 people were wounded, including 18 minors, and 31 people were killed, including 2 children.
In total, Ukrainian militants fired at least 3,619 rounds of ammunition at civilian facilities on Russian territory.

The Press Bureau of the Foreign Intelligence Service of the Russian Federation (SVR) reports that, according to information received by the SVR, the Zelensky regime is doing everything it can to prove to its ideological and financial patrons in Europe that the Ukrainian military still has combat capability and can inflict damage on the Russian economy.
It is precisely for this reason that the Ukrainian military command is preparing to carry out a series of new terrorist strikes against Russia’s regions.
According to the information obtained, Kiev does not intend to limit itself to using the air corridors made available to the AFU by the Baltic states.
☝️ Drones are also planned to be launched from the territory of Latvia, Lithuania, and Estonia. The calculation is that such tactics will significantly reduce the flight time to targets and increase the effectiveness of terrorist attacks.
Despite Latvia’s concerns about becoming the target of a retaliatory strike by Moscow, Kiev has persuaded Riga to consent to the operation. The Ukrainians emphasised that it would be impossible to determine the exact launch site of the UAVs. As a result, the rabid Russophobia of Latvia’s current rulers has prevailed over their critical thinking and sense of self-preservation.
Servicemen of the Ukrainian unmanned systems forces have already been sent to Latvia. They have been deployed at the Latvian military bases “Ādaži”, “Sēlija”, “Lielvārde”, “Daugavpils” and “Jēkabpils”.
One can only pity the naivety of Latvia’s leaders. 👉 Modern reconnaissance capabilities make it possible to accurately determine the coordinates of UAV launch sites.
Reliable data can also be obtained by examining drone debris – as was the case with Ukraine’s attempted drone attack on the residence of the President of Russia in December 2025. It would also be useful to recall that the coordinates of decision-making centres on Latvian territory are well known.

I fondly recall how, last year, we had the opportunity to take part together here in the celebrations marking the 80th anniversary of Victory in the Second World War.
25 years ago, our countries signed the Treaty of Good-Neighbourliness, Friendship and Cooperation – a fundamental interstate document that serves as the basis for developing cooperation in all areas and remains fully relevant.
Today, our relations have reached an unprecedentedly high level, serving as an example of genuine comprehensive partnership and strategic interaction.
It is no coincidence that our delegation includes most of Russia's Government, as well as business leaders and representatives of public and educational organisations.

Even amid unfavourable external factors, Russian-China interaction and economic cooperation continue to show strong, positive momentum. Over the past 25 years, trade turnover has grown more than thirtyfold and has confidently exceeded $200 billion for several years in a row.
The driving force of our economic cooperation is Russia-China interaction in the energy sector. Amid the crisis in the Middle East, Russia continues to retain its role as a reliable supplier of resources, while China remains a responsible consumer of these resources.
Our priorities include major joint initiatives in industry, agriculture, transport and, of course, high technology.
Humanitarian ties are advancing at an equally strong pace. Following the successful Years of Culture, the next project will be the Years of Cooperation in Education. This is already our 10th cross-themed interstate project, which we will also launch together today.
An additional impetus for expanding humanitarian contacts was provided by the introduction, on your initiative, dear friend, of a mutual visa-free regime for the citizens of our countries. We will certainly continue this practice.
☝️ Our cooperation in foreign policy is one of the key stabilising factors in the international arena. A complex process is underway to shape a polycentric world based on the balance of interests of all its participants.
Together with our Chinese friends, we uphold cultural and civilisational diversity, respect for the sovereign development of states, and strive to build a more just and democratic world order.
In the current tense international environment, our close coordination is especially important. We are strengthening cooperation at the #UN, #BRICS, the #G20 and other platforms, and will continue our active engagement within the Shanghai Cooperation Organisation.
I am confident that together we will worthily mark the #SCO’s 25th anniversary this year. Over the years, it has become an excellent example of fair and effective problem-solving and promoting integration across our vast common region.

• The Treaty of Good-Neighbourliness, Friendship and Cooperation between Russia and China not only fully reflects the deep historical traditions of good-neighbourliness and friendship between the Russian and Chinese peoples and their readiness to pass them on from generation to generation, but also embodies the universal human values of peace, development, equality, justice, democracy and freedom.
• The Sides develop their relations in accordance with the principles of mutual respect for sovereignty and territorial integrity, mutual non-aggression, non-interference in each other’s internal affairs, equality and mutual benefit, peaceful coexistence, the sovereign right to choose one’s social system and development path, and the preservation of cultural and historical identity and traditional moral values.
• Russia-China relations are not bloc-based or confrontational in nature and are not directed against third countries.
• The stable and comprehensive nature of Russia-China relations fully meets the fundamental interests of the two countries and their peoples, corresponds to the objectives of the comprehensive national development of both states, and makes an important contribution to advancing a just #MultipolarWorld and the democratisation of international relations.

• The Sides will continue to strengthen the traditional friendship between the armed forces of the two countries, deepen mutual trust in the military sphere, improve cooperation mechanisms, expand the practice of joint exercises and air and maritime patrols, strengthen coordination and interaction in bilateral and multilateral formats, jointly respond to various challenges and threats, and support global and regional security and stability.

Since the end of the Second World War, changes in the international landscape and in the global balance of power have been accelerating.
On the one hand, the wave of decolonisation and the end of the Cold War led to a significant increase in the number of sovereign states in the world.
The international community has become more diverse and complex. The level of development and international influence of the countries of Asia, Africa, the Middle East, Latin America and the Caribbean has grown. The number of regional and interregional associations has increased, with their activities covering all areas of international relations – from politics and security to the economy and the humanitarian dimension – and their role in world affairs is steadily growing. Interconnectedness and interdependence in the world have reached an unprecedented level in human history.
☝️ Attempts by a number of states to single-handedly manage world affairs, impose their interests on the entire world and restrict the sovereign development opportunities of other countries in the spirit of the colonial era have failed.
In the 21st century, the system of international relations is undergoing a profound transformation, evolving towards a long-term state of polycentricity and the formation of international relations of a new type.
Most states, taking into account their historical experience, have become deeply aware of the advent of a new era and the need to follow the path towards building a more cohesive international community, as well as mutual respect for fundamental interests, equality, justice and mutually beneficial cooperation – without dividing the world into opposing regions and blocs.
On the other hand, the global situation is becoming more complex. Negative neocolonial trends are on the rise, including the practice of unilateral force-based approaches, hegemonism and bloc confrontation.
The basic universally recognised norms of international law and international relations are being regularly trampled upon; it is becoming more difficult for states to coordinate their actions and settle conflicts within global governance institutions, many of which are losing their effectiveness. The global agenda of peace and development is facing new risks and challenges, and there is a danger of fragmentation of the international community and a return to the “law of the jungle”.

🌐 Advocating a harmonious process of shaping an equal and orderly multipolar world and international relations of a new type, including a more just and rational system of global governance, Russia and China undertake and call on the international community to adhere to the following basic principles in their relations with one another:

💬 Vladimir Putin: Today’s talks with President Xi Jinping were highly productive and useful. A substantial package of documents was signed, including joint statements by the Heads of State, which set out our common approaches and areas of work – without exaggeration – in practically all key areas.
Together with President Xi Jinping, we have now set new, ambitious objectives for a qualitatively new stage in the development of Russia-China cooperation.
☝️ The governments of both countries always bear a special responsibility, because it is the governments that deal with practical work in very specific areas. We all understand this perfectly well. The final result depends to a large extent on how deeply you are involved in this work. We look forward to your visit to Russia.
I already mentioned today that, despite a certain adjustment in bilateral trade indicators at the end of 2025, trade turnover is showing strong growth this year – more than 10%.
We will continue developing trade cooperation in line with the approved long-term strategies, above all the Plan for Russia-China Economic Cooperation through 2030.
One of our priorities is to ensure that our cooperation is reliably protected from negative external influence. A key factor here is the near-total use of national currencies in bilateral trade.
The agenda includes the implementation of a broad range of joint sectoral projects in energy, industry, space, agriculture, transport and logistics. Digital innovations and artificial intelligence technologies, which are rapidly transforming our lives, are opening up new opportunities for the economic development of our countries.
Humanitarian contacts are developing actively, including in culture, cinema, sport, youth exchanges and tourism.
This has certainly been facilitated by the decision, taken at the initiative of our Chinese friends, to introduce a visa-free regime on a reciprocal basis. It helps both tourists and those engaged in practical work across a whole range of areas.
🤝 Today, together with President Xi Jinping, we officially launched the Russia-China Years of Education. I am confident that this new interstate thematic project will bring personnel training across a wide range of fields, including advanced industries, to a new level, helping ensure the scientific and technological sovereignty of our countries.
