💬Maria Zakharova: Indeed, this statement by Antonio Guterres has come to our attention. Here’s what I would like to say.
What we are seeing now is something that goes back in time. Contrary to the requirements in the UN Charter, the Secretariat is not taking an equidistant position, as one would expect from a Secretariat of the most authoritative international organisation that is designed, among other things, to promote the settlement of disputes.
Now with regard to this particular case. According to the Russian Defence Ministry, high-precision Kalibr missiles were used in Vinnitsa targeting a garrison house of officers which at that moment was housing a meeting of the Ukrainian Air Force command with representatives of foreign arms suppliers. The UN is probably aware of that. If not, then we suggest that Mr Guterres ask Ukraine why the Kiev regime is placing military facilities in close proximity to civilian buildings.
At the same time, for some reason, like many other UN representatives, the Secretary-General does not see the Armed Forces of Ukraine fire direct missile strikes against civilian targets and residential urban areas. I will give examples. Regarding the shelling of Kursk and Belgorod on July 3, as well as the shelling of Novaya Kakhovka on July 12, when warehouses with saltpeter exploded and residential buildings, a church and other buildings were damaged, the force of the detonation was similar to the explosion in the port of Beirut, and according to the regional Interior Ministry, approximately 190 people asked for medical help. Neither Mr Guterres, nor his official representative, nor anyone else from the UN Secretariat condemned the attack on civilians and civilian infrastructure as in the case of Vinnitsa. In response to a specific request to comment on the incident in Novaya Kakhovka, Deputy Spokesman for the Secretary General, Farhan Haq, said there were no comments on that matter. On earlier occasions, the UN has repeatedly ignored reports of civilian deaths, including children, caused by Ukrainian troop fire. Also, UN Secretary-General Spokesperson Stephane Dujarric had no information about Ukraine using civilians as a human shield (March 3 briefing https://www.un.org/press/en/2022/db220303.doc.htm).

⚔️ On July 15, 1240 – 782 years ago – the Novgorod and Swedish armies fought a battle at the mouth of the Neva River. The Swedish invaders were going to build a fortress there and convert the locals to Catholicism, but they were met with fierce resistance from the young Prince Alexander of Novgorod.
Outnumbered by the enemy, the prince decided to attack at an unexpected time and from an unexpected side. The Swedes, who set up camp on the left bank of the Neva River, did not anticipate an attack from land. Prince Alexander’s foot-borne troops cut them off from their ships, and the cavalry cornered them between the banks of the Izhora and Neva rivers. The Novgorodian army won a crushing victory, having lost only 20 men.
☝️ The event made it into Russian history as the Battle of the Neva. The victory prevented Novgorod from losing the Gulf of Finland shores and preserved Rus’s trade with the West.

⚔️ On July 17, 1942, the Battle of Stalingrad began, one of the largest engagements in history and the most important stage of the Great Patriotic War. More than 3 mln soldiers and officers clashed in mortal combat.
♦️ One of the heroes of Stalingrad, Vasily Chuikov, is believed to have made a decisive contribution to the victory. Initially the commander of the 64th Army, he was then appointed to command the 62nd Army and given an order to defend Stalingrad at any cost. The army under his command gained glory for the heroic six-month defence in the devastated city where they had to fight on isolated bridgeheads.
♦️ The victory at Stalingrad paved the way for the deployment of a general Red Army offensive and the final expulsion of the invaders from the occupied territory of the USSR. It raised the international status of the Soviet Union and its armed forces, and strengthened the anti-Hitler coalition. The battle was the turning point in World War II, where the strategic initiative passed to the Red Army.

The EU is ready to further clarify to economic operators what is and what is not targeted in our sanctions. Not the whole financial system of Russia is de-SWIFTed and if some financial institutions decide voluntarily not to participate in this trade the cause is over-compliance.
✅ Fact: It is the EU countries that have been delegated the right to impose a system of fines and penalties for violation of restrictions and it have been constituted to the national level. This could result in 27 interpretations of the same action.
Since February 2022, the EU has introduced six packages of illegitimate anti-Russia sanctions. The European Commission has issued over 200 pages of “explanations” for these restrictions but it says on the first page of this document that they are not legally binding. In this case, Brussels is not entitled to make any decisions for the EU states.

We made progress with your mediation. True, not all problems have yet been resolved, but there is progress and that is good enough.
Of course, we have many issues on the Syrian settlement. But promising, large-scale bilateral projects are also making headway. Of course, another big issue – settlement of the Karabakh problem – is at the centre of our attention. Recently, I met with the President of Azerbaijan at the Caspian summit. He sent his best wishes to you.

🔹 Emphasized their unwavering commitment to the sovereignty, independence, unity and territorial integrity of Syria.
🔹Expressed their opposition to the illegal seizure and transfer of oil revenues that should belong to Syria.
🔹 Expressed grave concern at the humanitarian situation in Syria and rejected all unilateral sanctions which are in contravention of international law, international humanitarian law and the UN Charter.
🔹 Reaffirmed their conviction that there could be no military solution to the Syrian conflict and that it could only be resolved through the Syrian-led and Syrian-owned, UN-facilitated political process in line with the UN Security Council Resolution 2254.

🔹 Owing to the assistance and support of our countries, the level of violence in #Syria has decreased significantly; peaceful life is returning and the country is gradually rebuilding its economy and social sphere.
🔹 Our task for the near future is to agree on specific steps to promote the intra-Syrian inclusive political dialogue, that is, to implement our agreement on creating conditions that will allow the Syrians to determine their future themselves, without outside interference.
🔹 The Western states led by the US are strongly encouraging separatist sentiment in some areas of the country and plundering its natural resources with a view to ultimately pulling the Syrian state apart.
☝️ So, it would be best to take extra steps in our trilateral format aimed at stabilising the situation in those areas and at returning control to the legitimate government of Syria.
