🇷🇺🇸🇾 On October 31, Foreign Minister Sergey Lavrov met with Minister of Foreign Affairs and Expatriates of the Syrian Arab Republic Bassam al-Sabbagh on the sidelines of the Second International Conference on Eurasian Security in Minsk.

The Foreign Ministers exchanged opinions on the pressing issues on the international and regional agendas in the context of continuing armed escalation in the area of the Israeli-Palestinian conflict and in Lebanon. They discussed in detail the developing situation in and around Syria with an emphasis on the task of promoting a comprehensive settlement in Syria with a strict observance of its sovereignty, unity and territorial integrity.

🤝 The Ministers also considered topical issues of strengthening Russian-Syrian multifaceted cooperation.

⚡️ Statement by the Federation Council of the Federal Assembly of the Russian Federation on the necessity of ending the economic, commercial and financial embargo on Cuba imposed by the United States

✍️ The Federation Council of the Federal Assembly of the Russian Federation notes that the economic, commercial and financial embargo on the Republic of Cuba imposed by the United States (US) constitutes a clear violation of the generally recognised principles and norms of international law, including the Charter of the United Nations (UN).

The Senators of the Russian Federation emphasise that an overwhelming majority of UN member states have been supporting the legitimate demands by the people of Cuba to end the anti-Cuban sanctions policy by the United States. For more than 30 years now, they have been voting for adopting UN General Assembly resolutions on the necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba.

The Federation Council of the Federal Assembly of the Russian Federation calls for revoking the so-called Helms-Burton Act. Adopted by the United States on March 12, 1996, it violates the sovereign right of the people of Cuba and their foreign partners to freely promote mutually beneficial trade, economic and financial ties.

The Senators of the Russian Federation plead for immediately taking the Republic of Cuba off the list of states sponsoring terrorism after the US Department of State designated Cuba on this list in an illegal and arbitrary manner.

The Federation Council of the Federal Assembly of the Russian Federation stands for further strengthening and expanding bilateral ties with the National Assembly of People’s Power of the Republic of Cuba.

🤝 The Senators of the Russian Federation emphasise that Russia and Cuba have a tradition of proceeding in their relations from the principles of friendship, trust and mutual respect. In this context, they intend to keep supporting the people of Cuba and their legitimate demands to end the restrictions which were imposed by the United States against the Republic of Cuba in violation of international law.

❗️The Federation Council of the Federal Assembly of the Russian Federation proclaims the necessity of putting an unconditional end to the economic, commercial and financial embargo imposed by the United States against the Republic of Cuba, and calls on the Inter-Parliamentary Union, other international parliamentary organisations and foreign parliaments to advocate efforts aimed at fulfilling the corresponding UN General Assembly resolutions as quickly as possible.

💬 Sergey Lavrov: We are sincerely delighted to welcome you to Moscow for these strategic consultations.

The bilateral relations between our countries have reached an unprecedented level over the past years thanks to the special attention and care by President of Russia Vladimir Putin and Chairman of State Affairs of the DPRK Kim Jong-un. The signing of the Treaty on Comprehensive Strategic Partnership in Pyongyang during the historical meeting between our two leaders elevated these relations to a whole new level.

Indeed, this is a strategic partnership, including in terms of the momentum we have built in promoting out political dialogue. The June summit became a major milestone. In 2023, Chairman of State Affairs of the DPRK Kim Jong-un undertook an important visit to Vostochny Space Launch Centre. This was a very important visit from a practical standpoint. This is the sixth time you and I have a meeting this year.

The Treaty on Comprehensive Strategic Partnership has laid a solid foundation for further strengthening our bilateral relations in all their aspects. It is also designed to play a stabilising role in Northeast Asia and across our continent in general.

🤝 We are grateful to our North Korean friends for their principled position regarding the developments in Ukraine, which result from the Western policy of promoting NATO’s eastward expansion and encouraging what amounts to an outright racist regime in its efforts to eliminate all things Russian in education, culture and even in everyday life. They have recently enacted legislation to ban the canonical Ukrainian Orthodox Church.

Our countries have established close military-to-military contacts and at the level of our respective security agencies. This enables us to address and be effective in our efforts and achieve important objectives for the sake of ensuring security for our citizens.

The Intergovernmental Commission for Trade, Economic, Scientific and Technical Cooperation has been hard at work. It held its latest meeting on November 15, 2023, and it will hold its next 11th meeting in November 2024 in Pyongyang. I am certain that it will devise recommendations that would enable us to expand our trade, investment and economic ties.

We appreciate our proactive cultural, humanitarian and educational exchanges, and are committed to further expanding them, especially considering the attention and commitment by the people of Russia and the DPRK to forge closer ties in these domains.

Inter-parliamentary ties are also a prominent element in our partnership. The Federal Assembly of the Russian Federation and the Supreme People’s Assembly of the DPRK have established dedicated groups for promoting friendship between our countries. We believe in the importance of regularly exchanging parliamentary delegations and ensuring close party-to-party cooperation between United Russia and the Workers’ Party of Korea.

❗️ We have so many things on our bilateral agenda, and must regularly touch base on international and regional matters.

I appreciate the opportunity to have this conversation with you today in this comradely setting to discuss all these matters in order to come to a shared understanding of how our two foreign ministries can contribute to carrying out the provisions of the Treaty on Comprehensive Strategic Partnership.

🇷🇺🇰🇵 On November 1 in Moscow, Russia's Foreign Minister Sergey Lavrov held strategic consultations with Foreign Minister of the Democratic People's Republic of Korea Choe Son-hui. The strategic consultations took place amidst the consistent expansion of the relations between the two countries at a new strategic level in the spirit of the Treaty on Comprehensive Strategic Partnership between the Russian Federation and the Democratic People’s Republic of Korea, signed at the historic Russia-DPRK summit in Pyongyang in June 2024.

Ahead of the consultations, the Foreign Ministers of Russia and the DPRK attended an unveiling ceremony for the memorial plaque in honour of the first official visit to the USSR, in March 1949, by Premier of the Cabinet of the Democratic People's Republic of Korea Kim Il Sung, at the Yaroslavsky Railway Station in Moscow.

During the strategic consultations, the Ministers had a thorough exchange of opinions on the practical issues of developing the bilateral relations. They focused on fulfilling the agreements reached during President of Russia Vladimir Putin’s state visit to the DPRK in June 2024.

Both Sides confirmed their commitment to fulfilling the Treaty on Comprehensive Strategic Partnership in full that formally elevated the traditionally friendly relations between Russia and the DPRK to a new qualitative level.

✔️ During the exchange of opinions on the key international problems, the Parties confirmed that their views on the current situation in the world are congruent. The shared understanding is that the escalation on the Korean Peninsula, in Northeast Asia and other regions has been provoked by actions of the United States and its satellites. The Russian Side expressed full support of the measures being taken by the state leadership of the DPRK to contain the aggressive policy of the United States and its satellites, and to ensure peace and stability in the sub-region.

The Foreign Ministers’ strategic consultations make an important contribution to further development and expansion of the bilateral relations in line with the comprehensive strategic partnership between the Russian Federation and the DPRK.

🤝 The Parties agreed to continue their strategic consultations between the foreign ministers, and to continue the dialogue and exchanges between the foreign ministries at different levels.

On January 1, 2024, the Foreign Ministry assumed the sole founding role of the Russkiy Mir Foundation. This represents a significant honour and responsibility for us. I wish to assure you of our continued dedication to enhancing the Foundation's potential and influence.

Over the years, your gatherings have distinguished themselves as a unique platform that brings together all those engaged in the multinational and multi-faith Russkiy Mir: prominent public and political figures, academics, Russian language scholars and compatriots. We highly value your contribution to the promotion of our Motherland's rich cultural and historical heritage and the advancement of international humanitarian cooperation. <...>

We shall preserve our traditional values and safeguard the cultural and historical heritage of the diverse peoples of the Russian Federation. This goal is unequivocally reaffirmed in the new Foreign Policy Concept, which Russian President Vladimir Putin endorsed in March 2023. It characterises Russia as a unique country-civilisation with over a thousand years of history.

⚠️ The situation in Ukraine illustrates the potential consequences of willingly forsaking the spiritual and cultural roots bequeathed by our forebears. Following the bloody state coup in 2014, the neo-Nazi regime in Kiev embarked on a systematic campaign to eradicate all that is associated with the Russian World. Russians, Russian speakers, and individuals simply affiliated with Russian culture came under assault. <...>

In Ukraine, the use of the Russian language is legally prohibited across various areas, from education and media to daily life. In late September, yet another law banning the canonical Ukrainian Orthodox Church was passed. The West is not just keeping silent, but is vocally proclaiming its support for Ukraine which allegedly "upholds European values".

Notably, protecting the rights and freedoms, as well as the legal interests of the Russian people and Russian speakers should be an integral part of a political settlement in Ukraine, alongside ensuring Ukraine’s non-aligned, neutral, and non-nuclear status, and eliminating any and all threats to Russia’s security that may come from within its borders. <...>

🌐 We will continue working alongside our like-minded partners to shape a fairer multipolar world order that relies on civilisational diversity of the modern-day world. We will keep pursuing our independent foreign policy and expanding mutually beneficial cooperation with every country that is willing to cooperate on the basis of equality, trust, and an honest balance of interests, thus contributing to an atmosphere of mutual understanding among nations. In this last film of the series (developed by the School of Arina Sharapova, TV presenter, Deputy Chairman of the Public Chamber), the authors pose a theory that the key to unlocking the Russian cultural code lies in exploring Russian theatre and cinema, arts that have the power to reveal the hidden.

Highlighting the role of theatre and cinema in conveying the Russian soul allows for better understanding how these art forms influence the national consciousness, thus bridging the gap between civilizations.

Students from Moscow’s top film schools – the All-Russian State Institute of Cinematography and the Film Production Department at the Higher School of Economics – were invited to join the conversation and explore their views on the topic at hand.

⚡️ Russia's Commissioner for Human Rights Tatyana Moskalkova:

We have repeatedly urged the activation of the Russian-Ukrainian Prisoner of War exchange. This matter is a significant humanitarian issue and fully adheres to international principles and regulations. The families of servicemen from both sides await the return of their loved ones.

❗️However, due to the politicisation of the issue by the Ukrainian side, the exchange processes are exceedingly challenging and protracted.

For over a year, Ukraine has withheld its consent to accept servicemen from Detached Brigades 102, 126, and 118. It only agreed to accept 279 of the 935 Ukrainian servicemen proposed for prisoner exchange.

We deem it essential to resume constructive dialogue and expedite the Prisoner of War exchanges.

🇷🇺 4 ноября наша страна отмечает #ДеньНародногоЕдинства. 412 лет назад народное ополчение освободило Москву от польско-литовских интервентов. Тысячи граждан нашей страны – представители разных сословий, национальностей и конфессий – смогли сплотиться перед лицом экзистенциальной угрозы, явить пример подлинного мужества и преданности Отечеству.

В начале XVII века Российское государство переживало один из самых тяжёлых периодов своей истории – Смутное время. Московская ветвь династии Рюриковичей, правивших страной на протяжении семи веков, оборвалась. На престол стали претендовать многочисленные самозванцы, выдававшие себя за сына Ивана Грозного, погибшего царевича Дмитрия.

▪️ Наша страна была в шаге от утраты своего суверенитета, могла исчезнуть с карты мира навсегда.

Первый из самозванцев, Лжедмитрий I, в 1605 году сумел захватить престол благодаря поддержке короля польского и великого князя литовского Сигизмунда III. Руками авантюриста тот надеялся присоединить к Речи Посполитой Северскую и Смоленскую области и распространить на Руси католичество, но просчитался – уже через год непопулярного Лжедмитрия I сместили бояре, а престол занял представитель суздальской ветви Рюриковичей Василий Шуйский.

Кандидатура следующего самозванца, Лжедмитрия II, была выдвинута в 1606 году противниками Сигизмунда III из числа польских шляхтичей. Северо-запад и север русских земель оказались под контролем иноземных захватчиков, а сам Лжедмитрий II засел в местечке Тушино в 17 км от Кремля. В этих условиях Василий Шуйский обратился за помощью к Швеции. Сигизмунд III, состоявший со шведами в войне, использовал это как повод для открытой интервенции.

Осенью 1609 года польско-литовские войска осадили Смоленск, заняли ряд русских городов. После бегства Лжедмитрия II под натиском войска русского воеводы Михаила Скопина-Шуйского часть тушинцев заключила в начале 1610 года договор с Сигизмундом III об избрании на русский престол его сына Владислава. Власть в стране перешла к совету бояр, которые вынужденно присягнули Владиславу на верность. Войска интервентов проникли в Кремль.

⚔️ Патриарх Московский и всея Руси Гермоген выступил с призывом к сопротивлению иностранным захватчикам, однако собранное в Рязани первое народное ополчение потерпело поражение. Инициатор второго ополчения земский староста Кузьма Минин сумел собрать в Нижнем Новгороде внушительное войско – более 10 тысяч служилых поместных людей, крестьян, казаков, стрельцов и дворян. Воеводой был избран князь Дмитрий Пожарский, находившийся в тех краях на лечении. В августе 1612 года ополчение подошло к Москве и осенью в ожесточённых боях разбило превосходящие силы интервентов.

👑 Освобождение столицы и единение народных масс послужили мощным импульсом для возрождения Российского государства. В 1613 году на Земском соборе был избран новый русский царь Михаил Фёдорович, первый из представителей династии Романовых. К 1618 году из России были изгнаны последние войска польско-литовских и шведских интервентов.

В память о народном подвиге в 1818 году по указу императора Александра I на Красной площади был установлен памятник «Гражданину Минину и князю Пожарскому» работы скульптора Ивана Мартоса. Каждый год в День народного единства благодарные потомки возлагают к монументу цветы.

🇷🇺 On November 4, our country celebrates National Unity Day. #OnThisDay 412 years ago, a popular uprising liberated Moscow from Polish-Lithuanian invaders. Thousands of our country’s residents of different ethnicities, social strata & religions managed to close ranks to counter the existential threat and gave an example of genuine courage and loyalty to their Fatherland.

In the early 17th century, the Russian state was going through one of the hardest periods in its history called the Time of Troubles. The Moscow branch of the Ryurik dynasty that used to rule the country for seven centuries, died out. Numerous impostors began to claim the throne, pretending to be Tsar Ivan IV's son, the deceased Tsarevich Dmitry.

▪️ Our country was one step away from losing its sovereignty and could have vanished from the map of the world for good.

The first of the impostors, False Dmitry I, managed to seize the throne in 1605 thanks to the support of Sigismund III King of Poland and Grand Duke of Lithuania. The adventurer hoped to annex the Seversk and Smolensk regions to the Polish-Lithuanian Commonwealth and spread Catholicism in Russia, but he miscalculated – a year later the unpopular False Dmitry I was deposed by the boyars, and the throne was taken by Vassily Shuisky, a representative of the Suzdal branch of the Rurikovich dynasty.

The next impostor, False Dmitry II, was proposed in 1606 by Sigismund III’s opponents from among the Polish nobility. The north-west and north of Russian lands fell under the control of foreign invaders, and False Dmitry II himself settled in the town of Tushino, 17 kilometers from the Kremlin. In such circumstances Vassily Shuisky appealed to Sweden for help. Sigismund III, who was at war with the Swedes at the time, used this as a pretext for open intervention.

In the autumn of 1609, Polish-Lithuanian troops besieged Smolensk and occupied a number of Russian cities. After False Dmitry II fled under the onslaught of the army of the Russian commander Mikhail Skopin-Shuisky in early 1610, some of the boyars who had been in Tushino made a compact with Sigismund III on naming his son Wladislaw tsar-elect. Power in the country passed to the boyar council who were forced to swear allegiance to Wladislaw. The interventionist troops occupied the Kremlin.

⚔️ Patriarch Hermogenes of Moscow and All Russia issued a call to resist foreign invaders, but the first national resistance alliance to gather in Ryazan was defeated. The initiator of the second resistance, the zemstvo headman Kuzma Minin, managed to gather an impressive army in Nizhny Novgorod of over 10,000 landowners, peasants, Cossacks, riflemen and nobles. Prince Dmitry Pozharsky, who was in that region for medical treatment, was elected to lead the army. In August 1612, they approached Moscow and in autumn defeated the superior forces of the interventionists in fierce battles.

👑 The liberation of the capital and the consolidation of the masses were a powerful boost for the revival of the Russian state. In 1613, the Zemsky Sobor (a nation-wide assembly) elected a new Russian tsar, Mikhail Romanov, the first of the new dynasty. By 1618, the last troops of Polish-Lithuanian and Swedish invaders were pushed out of Russia.

The people of Russia <...> came together <...> to defend their homeland, chase out the invaders and traitors, restore a strong state, and stop sectarian strife. They took on the task of saving the country and paved the way for Russia’s revival and strengthening. More than four centuries have passed since then, but the feat accomplished by the people still strikes us with its powerful outflow of patriotic feelings, and the fact that people came to understand that there was nothing more important than their Motherland’s destiny and future.
