⚡️ Statement by the Federation Council of the Federal Assembly of the Russian Federation on the necessity of ending the economic, commercial and financial embargo on Cuba imposed by the United States
✍️ The Federation Council of the Federal Assembly of the Russian Federation notes that the economic, commercial and financial embargo on the Republic of Cuba imposed by the United States (US) constitutes a clear violation of the generally recognised principles and norms of international law, including the Charter of the United Nations (UN).
The Senators of the Russian Federation emphasise that an overwhelming majority of UN member states have been supporting the legitimate demands by the people of Cuba to end the anti-Cuban sanctions policy by the United States. For more than 30 years now, they have been voting for adopting UN General Assembly resolutions on the necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba.
The Federation Council of the Federal Assembly of the Russian Federation calls for revoking the so-called Helms-Burton Act. Adopted by the United States on March 12, 1996, it violates the sovereign right of the people of Cuba and their foreign partners to freely promote mutually beneficial trade, economic and financial ties.
The Senators of the Russian Federation plead for immediately taking the Republic of Cuba off the list of states sponsoring terrorism after the US Department of State designated Cuba on this list in an illegal and arbitrary manner.
The Federation Council of the Federal Assembly of the Russian Federation stands for further strengthening and expanding bilateral ties with the National Assembly of People’s Power of the Republic of Cuba.

💬 Sergey Lavrov: The situation on the international stage has not improved over the past three years since the previous congress held in October 2021.
The US-led collective West has actually redoubled its systemic efforts at containing Russia, launching a full-scale hybrid war against our country with the aim of inflicting a “strategic defeat” on it.
Washington and its NATO vassals are openly speaking about pushing Russia to the margins of global development.
But all efforts by those who wish evil to Russia are in vain, and are doomed to fail.
In fact, Russia has been carrying out the special military operation with great resolve and confidence in an effort to ensure its legitimate security interests and prevent Ukraine from turning into a hostile entity under NATO’s control. <...>
Make no mistake, Russia will achieve all the goals of the special military operation as defined by President Vladimir Putin. We will secure and reliably ensure Russia’s security, and enable our citizens and compatriots to live in honour and dignity, to live where their forefathers used to live, and to speak their mother tongue, preserve their history and their spiritual and moral values.
Attempts to isolate Russia on the international stage also failed miserably.
The nations of the Global Majority refused to toe the Western line and opted for forging closer ties with Russia in various settings and sectors. The outcomes of the BRICS Summit in Kazan, held as part of Russia’s chairmanship, prove this point. The people of the Global South and East understand that a sovereign and assertive Russia presents a major force in terms of shaping a multipolar world order with greater justice for all in keeping with the principles of the UN Charter not in word, but in deed. Instead of handpicking these principles at its discretion, Russia adheres to all of them considering their interconnected and holistic nature. This world order will reflect the interests and aspirations of the entire humankind, rather than just a few countries belonging to the so-called Golden Billion.
We do understand that the developments around the world have affected the way we operate. This is what President Vladimir Putin said in his message. The coordination councils for the organisations of compatriots and other associations of compatriots have come under serious pressure in unfriendly countries, including manifestations of a Russia-hating attitude, and other forms of discrimination, as well as attempts to cancel Russian culture and eliminate the Russian language from the public space and even from everyday life. There is also an effort to sow division within the global Orthodoxy.
Faced with this unprecedented pressure, you have preserved your spiritual, cultural and linguistic bond with your historical Motherland, and have been contributing to reinforcing our international standing. The fact that this congress brought together so many high-profile participants demonstrates that all attempts to alienate the members of the Russian world from one another will fail, no matter who tries to achieve this goal.
The theme of the Congress, Together with Russia, is more pertinent than ever. The current global situation necessitates additional exertion and synergy of efforts.

The two Ministers discussed the current bilateral and international agenda, praised bilateral cooperation and coordination in the international arena in accordance with the Programme for Coordinated Foreign Policy Action by the States – Parties to the Treaty Establishing the Union State for 2024–2026.
🤝 They reaffirmed their commitment to further deepening integration within the Union State, including defence and security cooperation. The parties stressed their resolve to stand together with like-minded people against the sanctions and legal pressure of the collective West. They also expressed readiness to step up cooperation within the leading associations of the Global Majority countries, including the #SCO and #BRICS.
He ministers outlined the schedule of further contacts, including the annual joint meeting of the collegiums of the Russian and Belarusian Foreign Ministries in late November this year.

Both Sides emphasised the importance of adhering to UN Security Council Resolution 1244 as a fundamental condition for achieving a fair resolution to the Kosovo crisis and ensuring peace and stability in the Balkan region. Other current topics in international politics were also addressed.
Both Parties reaffirmed their commitment to advancing bilateral relations across various sectors, despite external pressures.

I would like to warmly greet organisers and participants of the International Caspian Digital Forum, being hosted by hospitable Dagestan for the second time now.
I would also like to thank the Ministry of Digital Development, Communications and Mass Media of the Russian Federation for organising the event.
The Caspian region has a tremendous potential for development in the trade and economic, transport and transit, environmental, scientific, cultural, humanitarian and other spheres. Each of them requires modern digital solutions. The Ministry of Digital Development is implementing specific measures in order to strengthen this promising area of cooperation within the Caspian Five, and these measures deserve every support.
The joint work of Caspian countries is making a weighty contribution to facilitating stability and sustained development in Eurasia. It objectively helps strengthen multipolar aspects of international life. The initiatives of President Vladimir Putin to forge a Great Eurasian Partnership and to establish a reliable architecture of equal and indivisible security on the entire Eurasian continent aim to accomplish these objectives.
Your forum’s packed agenda provides broad opportunities for a detailed discussion of cutting-edge digital solutions and joint projects to develop the digital ecosystem for Caspian regional cooperation. 💬 I am delighted to welcome the organisers and participants of the Digital International Relations 2024 scientific and practical conference held at MGIMO University at the initiative of its management for the third time.
In line with Russia's President Vladimir Putin’s instruction, the promotion of technological sovereignty is set as a development priority of Russia for the next decade. This means that professional discussions on the development and use of information and communication technologies with the participation of scientists, entrepreneurs and government officials are in high demand.
The Russian Foreign Ministry did not stay away from the latest technological trends: digital solutions are becoming an integral part of everyday diplomatic activities. They facilitate the collection and processing of information, the dissemination of assessments and approaches to current issues to a wide audience, and improve the quality of consular services.
While opening additional opportunities, today’s technologies bear large risks. These include the growing number of attempts of malicious interference into Russia’s digital space such as cyberattacks aimed at damaging critical infrastructure, as well as the spread of disinformation for information and psychological influence on the people.
The collective West, which has set the goal of maintaining its permissiveness in the international information space, is the main source of these challenges.
🇷🇺 Russia traditionally advocates the creation of an international legal regime to regulate the digital environment by concluding legally binding agreements. An important milestone on the path to solving this problem was the development of a comprehensive international convention on countering the use of information and communication technologies for criminal purposes. The draft document was adopted by the UN Special Intergovernmental Committee in August 2024, and is being submitted for approval to the United Nations General Assembly. Russia was the ideological inspirer and leader of the negotiation process to agree on the convention.
Earlier, in May 2024, a global intergovernmental register of contact points for confidence-building in the information space was created at the UN at Russia’s initiative. This mechanism is designed to ensure direct connections between the competent departments of concerned states in situations of cyberattacks or incidents.
🌐 Most countries of the Global South and East support us in our work on international information security. We are building close cooperation with our partners from Africa, Asia, and Latin America. The likeminded people are united by their loyalty to the principles of the UN Charter in their entirety and interrelation, as well as awareness of the objective reality of a multipolar world, and rejection of the neocolonial orders imposed by the West, including in the digital space.

We welcome Türkiye’s interest in strengthening ties with BRICS. This reflects the appeal of the group that is based on respect for the UN Charter, openness, pragmatism, and non-directedness against third parties.
We support the expansion of BRICS relations with countries of the Global Majority, particularly those committed to upholding multilateral approaches, pursuing a sovereign foreign policy, and refraining from participating in unilateral sanctions.
During the Summit in Kazan, a decision was made to strengthen the current composition of BRICS by including partner countries in the group. I am confident that Türkiye can make a meaningful contribution to the ongoing development of BRICS. The parameters for Türkiye’s participation in the group will be determined by consensus, respecting the sovereign choices of all BRICS countries and Türkiye itself.

The failure to settle the long-standing Arab-Israeli conflict has sparked a new wave of violence, resulting in the deaths of tens of thousands of innocent Palestinians in Gaza. The number of casualties in Lebanon reaches thousands. More and more countries are becoming embroiled in this escalating confrontation.
Russia has condemned Israel for killing political leaders of Hamas and Hezbollah, as well as high-ranking Iranian military officials. We asked the UN Security Council to give its assessment of these deeds, but this initiative was blocked by opposition from Western members of the Council.
We urge all parties to refrain from actions that could further escalate violence and lead to a situation beyond control. There will be no winners in this conflict.
The way to normalise the situation lies in halting the bloodshed and creating conditions for a political resolution of the Palestinian-Israeli conflict based on universal international legal principles. This includes the establishment of an independent Palestinian state within the 1967 borders. Only this solution can guarantee lasting peace in the Middle East.

Russia is open to achieving a political settlement, but this should not merely lead to a temporary ceasefire; it must lead to a resolution of the conflict by eliminating its root causes. These include NATO’s eastward expansion, the creation of threats to Russia’s essential security interests, and the Kiev regime’s infringement on the rights of Russians and Russian-speaking residents of Ukraine.
At the moment, our opponents do not appear to want peace. Ukraine’s reaction to President Vladimir Putin’s peace initiative proposed in June was an invasion of the Kursk Region by the Ukrainian Armed Forces, along with airstrikes on targets in other border areas. Washington and its allies continue to provide extensive support to Kiev, discuss the possibility of using Western long-range missiles for strikes deep into Russian territory. Vladimir Zelensky has not revoked his order prohibiting negotiations with Moscow. Given these circumstances, it seems unlikely that any country, including Türkiye, will succeed in mediation efforts.

Whoever wins the election, we see no real prospects of the United States changing its Russophobic course. For our part, we will be ready for dialogue if and when the Americans demonstrate serious intentions to negotiate honestly, based on respect for each other’s interests and the principle of reciprocity.

🇷🇺🇸🇾 On October 31, Foreign Minister Sergey Lavrov met with Minister of Foreign Affairs and Expatriates of the Syrian Arab Republic Bassam al-Sabbagh on the sidelines of the Second International Conference on Eurasian Security in Minsk.
The Foreign Ministers exchanged opinions on the pressing issues on the international and regional agendas in the context of continuing armed escalation in the area of the Israeli-Palestinian conflict and in Lebanon. They discussed in detail the developing situation in and around Syria with an emphasis on the task of promoting a comprehensive settlement in Syria with a strict observance of its sovereignty, unity and territorial integrity.
🤝 The Ministers also considered topical issues of strengthening Russian-Syrian multifaceted cooperation.

✍️ The Federation Council of the Federal Assembly of the Russian Federation notes that the economic, commercial and financial embargo on the Republic of Cuba imposed by the United States (US) constitutes a clear violation of the generally recognised principles and norms of international law, including the Charter of the United Nations (UN).
The Senators of the Russian Federation emphasise that an overwhelming majority of UN member states have been supporting the legitimate demands by the people of Cuba to end the anti-Cuban sanctions policy by the United States. For more than 30 years now, they have been voting for adopting UN General Assembly resolutions on the necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba.
The Federation Council of the Federal Assembly of the Russian Federation calls for revoking the so-called Helms-Burton Act. Adopted by the United States on March 12, 1996, it violates the sovereign right of the people of Cuba and their foreign partners to freely promote mutually beneficial trade, economic and financial ties.
The Senators of the Russian Federation plead for immediately taking the Republic of Cuba off the list of states sponsoring terrorism after the US Department of State designated Cuba on this list in an illegal and arbitrary manner.
The Federation Council of the Federal Assembly of the Russian Federation stands for further strengthening and expanding bilateral ties with the National Assembly of People’s Power of the Republic of Cuba.

💬 Sergey Lavrov: We are sincerely delighted to welcome you to Moscow for these strategic consultations.
The bilateral relations between our countries have reached an unprecedented level over the past years thanks to the special attention and care by President of Russia Vladimir Putin and Chairman of State Affairs of the DPRK Kim Jong-un. The signing of the Treaty on Comprehensive Strategic Partnership in Pyongyang during the historical meeting between our two leaders elevated these relations to a whole new level.
Indeed, this is a strategic partnership, including in terms of the momentum we have built in promoting out political dialogue. The June summit became a major milestone. In 2023, Chairman of State Affairs of the DPRK Kim Jong-un undertook an important visit to Vostochny Space Launch Centre. This was a very important visit from a practical standpoint. This is the sixth time you and I have a meeting this year.
The Treaty on Comprehensive Strategic Partnership has laid a solid foundation for further strengthening our bilateral relations in all their aspects. It is also designed to play a stabilising role in Northeast Asia and across our continent in general.
🤝 We are grateful to our North Korean friends for their principled position regarding the developments in Ukraine, which result from the Western policy of promoting NATO’s eastward expansion and encouraging what amounts to an outright racist regime in its efforts to eliminate all things Russian in education, culture and even in everyday life. They have recently enacted legislation to ban the canonical Ukrainian Orthodox Church.
Our countries have established close military-to-military contacts and at the level of our respective security agencies. This enables us to address and be effective in our efforts and achieve important objectives for the sake of ensuring security for our citizens.
The Intergovernmental Commission for Trade, Economic, Scientific and Technical Cooperation has been hard at work. It held its latest meeting on November 15, 2023, and it will hold its next 11th meeting in November 2024 in Pyongyang. I am certain that it will devise recommendations that would enable us to expand our trade, investment and economic ties.
We appreciate our proactive cultural, humanitarian and educational exchanges, and are committed to further expanding them, especially considering the attention and commitment by the people of Russia and the DPRK to forge closer ties in these domains.
Inter-parliamentary ties are also a prominent element in our partnership. The Federal Assembly of the Russian Federation and the Supreme People’s Assembly of the DPRK have established dedicated groups for promoting friendship between our countries. We believe in the importance of regularly exchanging parliamentary delegations and ensuring close party-to-party cooperation between United Russia and the Workers’ Party of Korea.
❗️ We have so many things on our bilateral agenda, and must regularly touch base on international and regional matters.
