❗STATEMENT BY AMBASSADOR OLEG STEPANOV

On possible WMD-provocations in Ukraine

I bring to the attention of the Government of Canada, the Diplomatic Corps in Ottawa, the leading Canadian media outlets and expert community the following issue of concern.

As outlined today, April 23, 2022, by the Russian Ministry of Defence during the special briefing, the Russian Federation possesses credible information that the Western security services under the guidance of the U.S. have been planning and preparing to stage a false-flag provocation in Ukraine using chemical, biological or nuclear WMDs in order to impose responsibility on the Russian Armed Forces.

That may include use of chemical and biological weapons to cause civilian toll, acts of sabotage at the Ukrainian facilities in Kiev and Kharkov involved in the handling of WMD-components, a provocation at the nuclear power plant in Zaporozhye currently under the Russian control, and a strike on the radioactive waste storage facility in Kamenskoye, Dnepropetrovsk region.

The other scenarios are the covert tailored use of WMD at Azovstal in Mariupol or use of WMD in towns of Slavyansk and Kramatorsk.

Kiev regime has all the necessary resources to implement such criminal intent, including nuclear-power and radiowaste storage infrastructure, military-grade biolaboratories with a wide range of dangerous pathogens, and chemical precursors for producing CWs.

The high likelihood of the abovementioned provocations is also suggested by the recently intensified numerous statements from the Western officials preparing the public opinion for such incidents allegedly to be carried out by Russia.

We warn that shall such acts happen, the full responsibility will be upon the U.S. administration, its closest supporters and the puppet regime in Kiev that was documented of having committed horrendous crimes against its own civilian population.

We remind that the only country in the world that has used nuclear weapons on civilian population is the U.S. (Hiroshima and Nagasaki, 1945). The only country in the world that has used chemical weapons is the U.S. (in Vietnam). The only country in the world that has not destroyed as provided by the Chemical Weapons Convention its CWs is the U.S.

I have specifically instructed my staff to convey this statement to the major Canadian media outlets.

❗️According to reliable information, on the eve of the Easter holiday, the Kiev regime is preparing provocations to discredit the Ukrainian Orthodox Church of the Moscow Patriarchate. Thus, the bishops of the Ukrainian Greek Catholic Church received recommendations from the office of President V. Zelensky: "on the night of April 23-24, not to hold traditional Easter celebrations, replacing them with an online broadcast of divine services in churches."

▫️At the same time, these notifications were deliberately not sent to the Ukrainian Orthodox Church of the Moscow Patriarchate (hereinafter referred to as the UOC–MP) in order to organize a mass gathering of believers in the churches of the UOC-MP. The provocative actions are carried out against the background of the campaign carried out by the Kiev regime in the Ukrainian media to accuse Russia of allegedly organizing "rocket attacks on religious sites," including the Svyatogorsk Lavra.

▫️A situation is being deliberately created in which any incident specially provoked by the SSU in the churches of the UOC-MP crowded today will be used to the maximum to aggravate Kiev's divisive policy and activate a new wave of Russophobia in Ukraine and abroad.

❗️In the area of the Odessa port "Yuzhny", the special services of Ukraine are planning a provocation with the use of toxic chemicals to accuse Russian troops of allegedly striking civilian infrastructure facilities.

▫️The most likely scenario of the staging may be an imitation of a missile strike by the Russian Armed Forces on the western naval base of the Ukrainian Navy, as a result of which the port's cooling plant, located 500 meters from the military facility, will be blown up. ⚡️ Emergency statement of the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response

▫️The leadership of the Russian Federation once again confirms the previously opened and permanently operating for the 36th day (from March 21, 2022) round-the-clock humanitarian corridor from Azovstal metallurgical plant for the evacuation of civilians (workers, women and children), whose alleged presence in the underground structures of the plant is publicly announced by the Kiev authorities.

▫️At the same time, the Armed Forces of the Russian Federation and the formations of the Donetsk People's Republic from 14:00 (Moscow time) on April 25, 2022 unilaterally cease any hostilities, units are withdrawn to a safe distance and ensure the withdrawal of the specified category of citizens in any directions they choose.

▫️The actual readiness of the Ukrainian side to launch a humanitarian operation is indicated by raising white flags around the perimeter or in certain directions of Azovstal.

▫️The Russian Federation publicly and officially declares that there are no obstacles to the exit of civilians from Azovstal, except for the principled decision of the Kiev authorities themselves and the commanders of nationalist formations to continue to hold civilians as a "human shield".

▫️If civilians are still at the metallurgical plant, then we demand that the Kiev authorities immediately give the appropriate order to the commanders of nationalist formations for their release.

▫️This statement will be continuously brought to the Ukrainian formations at Azovstal via radio channels at intervals of every 30 minutes.

❗️ There was a lot of symbolism attached to the meeting on the Elbe. It served as a harbinger of Hitler’s approaching defeat, as well as the apotheoses of Allied friendship in their struggle against Nazi Germany. Referred to later as the Spirit of the Elbe, the spirit of unity in fighting a common enemy carried the promise that radically new principles would guide post-war cooperation.
