🎙 FM Sergey Lavrov’s remarks at a BRICS Sherpa and Sous-Sherpa meeting, Moscow (January 31, 2024)

⚠️ The reliance of the Western minority on force and the suppression of dissent is leading to serious crises in international relations and increasing the number of conflicts.

• The Western policy affects us and we can feel the impact. Everyone knows that a hybrid war has been unleashed against Russia. The US and its allies want to impose the infamous Zelensky Formula on the international community.

• I asked those who attended the Peace Formula meeting in Davos whether the initiatives presented by the Global Majority got any traction, only to be told that no one paid any attention to them. They are not there to offer initiatives. <...> All they have to do is go there so that they can be counted among the participants for producing a new record for the whole world to see.

❗️ This demonstrates a total failure to respect the opinions of others and the desire to ignore them, which amounts to a purely colonial, imperialist attitude, no matter how you put it.

🌐 Nevertheless, we know the course of history cannot be reversed. We are witnessing the Global Majority.

• Our strategic partners, including those in #BRICS, are pursuing pragmatic and independent foreign policies – unlike the West, which tends to impose on others the development models that suit it.

• BRICS is a global organisational principle for the Global South and East. However, it is not based on the bloc principle, which I want to emphasise, but on the principles of mutual respect, a sovereign choice of development path and the implementation of the fundamental principle of the UN Charter, that is, the sovereign equality of states.

☝️ We will focus on ensuring the smooth inclusion of our new colleagues and new BRICS members in everyday activities. We will continue prioritising cooperation with countries (~30 of them) that have shown an interest in a rapprochement with BRICS and are prepared to participate in our practical projects.

🇷🇺🇨🇳 On Russian-Chinese consultations

🗓 On January, 31 in Beijing the Russian-Chinese consultations on biological security in an inter-agency format took place.

An exchange of biological security threat assessments was carried out. Particular attention in this context was paid to the military and biological activities of the United States and strengthening the Biological and Toxin Weapons Convention (BTWC). The issues of bilateral cooperation in the field of biosecurity were discussed.

🤝 The meeting confirmed the unity of approaches of Russia and China to the biological security. The need for further close coordination and constructive interaction both in bilateral format and at relevant multilateral fora, primarily within the framework of the BTWC, the UN and the SCO was noted.

🗓 On 1 February in Beijing the regular Russian-Chinese consultations on outer space security in an inter-agency format took place.

The Sides exchanged their assessments of the current situation in this area. They stressed the need to continue close cooperation and active joint efforts to prevent an arms race in outer space and its weaponization.

The delegations emphasized the importance of the earliest launch of negotiations on a multilateral legally binding instrument to prevent an arms race in outer space (PAROS) on the basis of the Russian-Chinese draft Treaty on Prevention of the Placement of Weapons in Outer Space, the Threat or Use of Force against Outer Space Objects. The relevance of the international initiative/political commitment "No First Placement of Weapons in Outer Space" was recognized.

☝️ The meeting confirmed the unity of the Russian and Chinese approaches to outer space security. It was noted that there is a need for further close coordination in this area both in a bilateral format, and at specialized multilateral platforms.

Key talking points

• There are two major issues that we should deal with in the course of this Russian Year at BRICS:

👉 Smoothly integrate new members into the group;
👉 Present a report on principles, modalities for a partner-country category, and develop a list of potential partner-countries.

• BRICS countries further move towards making our whole financial banking and economic systems immune against adversary action and policies of the collective West.

• Earlier attempts of the Biden administration to unilaterally transform the Middle East and impose solutions that would allow for normalisation of relationship between Israel and some Arab states completely failed.

• We work deliberately to ensure that political process is once again in place and we ultimately reach the formula that would allow [the war between Israel and Palestine] to finish.

❗️ I am pretty confident that the moment will come when we will see reintroduction of US tactical nuclear weapons in the UK.
This is very fit into an aggressive and threatening pattern
which both Washington and London follow while dealing with the changing global security situation.

If they believe that reintroduction of nuclear weapons in UK would be an act of deterrence towards Russia, then they mistake and miscalculate once again.

☝️ We will find our ways how to counter this through military-technical means and it will not enhance security of United Kingdom, nor the US, nor NATO as a whole.

⚡️ On February 1, the State Duma adopted an appeal to the Congress of the United States of America in connection with the recent terrorist attack by Ukraine which downed an aircraft on a humanitarian mission

Excerpts from the appeal

<...> Ukraine perpetrated a terrorist attack on January 24, 2024, shooting down an IL-76 military transport aircraft of the military transport aviation of the Armed Forces of the Russian Federation above the territory of the Russian Federation near the village of Yablonovo, Korochansky District, Belgorod Region, which transported 65 Ukrainian POWs for a pre-arranged prisoner exchange.

The plane was shot down with a missile launched from the US-made Patriot surface-to-air missile system by the Ukrainian military from the town of Liptsy, Kharkov Region.

☝️ The attack on the aircraft was premeditated murder, as the prisoner swap between the Russian Federation and Ukraine and the itinerary had been agreed upon earlier.

The members of the State Duma believe that the deliberate silencing of the truth about the victims of the Kiev regime’s criminal acts is a road to nowhere.

You represent the American people, not the corrupt bureaucrats or defence industry lobbyists. We are confident that American taxpayers are not particularly enthusiastic about their money being spent so that Ukraine can continue sending its soldiers to their deaths, and killing its prisoners of war and civilians.

The facts show that a significant portion of the lethal Western weapons supplied to the corrupt Kiev regime ends up in the hands of terrorists and radical extremists around the world through criminal machinations.

The members of the State Duma urge the members of the United States Congress to condemn the crimes committed by the terrorist Kiev regime, to stop supporting it, and to help bring to justice those directly responsible for this inhuman terrorist attack.

🏅 #OTD in 1943 one of the largest and fiercest battles in history, which radically changed the course of World War II, the Battle of Stalingrad was concluded.

This bitter battle lasted 2️⃣0️⃣0️⃣ days on the banks of the Don and Volga rivers, at the walls of Stalingrad, and finally in the city itself. The Battle for Stalingrad surpassed all previous battles in world history in its scale and intensity.

Up to 2.1 million people took part in the battle on both sides at a given time.

By late June, 1942, the enemy had concentrated at a front some 600–650 kilometres long from Kursk to Taganrog up to 35 percent of the infantry and over 50 percent of the tank and motorised divisions from the overall number of forces on the Soviet-German front.

☝️ However, their plans to win because of significant forces in this area were not destined to come true.

The Battle of Stalingrad includes two periods:

Defensive: from July 17 to November 18, 1942

Offensive: from November 19, 1942 to February 2, 1943.


There were no long pauses or lulls in the battle - the fighting was continuous. Stalingrad for the Nazi was a kind of "mill", which grinded thousands of German soldiers and officers.

The invaders lost a quarter of its forces on the Soviet-German front during this battle with the total losses, including the dead and wounded, prisoners of war and those who went missing, totalling around 1.5 million people. This led Germany to announce its first national day of mourning during the war.

🎖 The Battle of Stalingrad ended with a historic victory by the Soviet armed forces, marking a radical turn not only in the course of the Great Patriotic War, but also in the entire World War II.

The victory in Stalingrad created conditions enabling Soviet forces to mount a large-scale counteroffensive aimed at expelling the invaders from the Motherland.

☝️ Not only did this massive feat increase the international prestige of the USSR & the Red Army, but also helped strengthen the anti-Hitler coalition.

🎙 Foreign Minister Sergey Lavrov’s remarks at the embassy roundtable discussion of a settlement in Ukraine (Moscow, January 30, 2024)

💬 The Ukraine crisis is a test for the emerging multipolar world order, for the global majority, which is coming to the realisation that exclusive reliance on the mechanisms of international relations created by the collective West has no prospects.

• Former NATO Secretary General Anders Fogh Rasmussen, now a consultant or adviser for the Vladimir Zelensky team, said recently that the West viewed Ukraine as a “defensive wall” in front of Russia. According to this mindset, everything that is linked with Ukraine must be used to inflict a “strategic defeat” on Russia.

✍️  In 1942, the Nazi criminal Reichskommissar Erich Koch, later sentenced at the Nuremberg Trials, wrote, “Ukraine is merely an object of exploitation for us. It should pay for the expenses of the war, and its population to a certain extent should be utilised as second-rate people for the tasks of the war, even if they have to be caught with a lasso.” Doesn’t this remind you of anything

• In less than two years, the West has allocated over $200 billion to Ukraine to support its military programme and to shore up the budget of this totally insolvent country. To put this in perspective, the EU has appropriated less than 80 billion euros to be disbursed within seven years to provide socioeconomic support for the Global South and the Global East.

•  Washington is forcing EU countries to send everything they have to Ukraine for next to nothing. The countries that do this are replenishing their arsenals with US-made weapons they buy at full price.

❗️ Weapons are spreading around the world. The Kiev regime has been famous for its efforts to seize every opportunity to make a profit, even if it deals in trading death.

🤝 On February 1, Moscow hosted the traditional meeting between Foreign Minister Sergey Lavrov and ambassadors of the #CIS Member States accredited in Russia. CIS Secretary-General Sergey Lebedev also took part in the meeting.

During the meeting, multilateral cooperation within the CIS last year was reviewed, and key goals for the future were outlined, taking into account the priorities of Russia’s chairmanship of the CIS this year.

▪️Lately, the Banderites have been literally hunting down unarmed people, targeting them with armed drones.

According to DPR officials, the Ukrainian Armed Forces have stepped up their drone attacks against the Holy Dormition Nikolo-Vasilyevsky Monastery near Ugledar. Home to several dozen monks, this monastery has been regularly and cynically targeted by Ukraine. The January 29, 2024 attack left a priest wounded.

There is no doubt that these are deliberate and premeditated actions by the Banderites. Drone operators can clearly see what is going on and know their targets, whether they are after military vehicles or an ordinary family shopping at an outdoor market.

☝️ Russian law enforcement agencies have been gathering all the details on these atrocities, and all those involved in them will be identified and held to account.

In execution of President of the Russian Federation Vladimir Putin's decision announced during the Second Russia-Africa Summit, ships carried 200,000 tonnes of grain to Burkina Faso, Zimbabwe, Mali, Somalia, the Central African Republic and Eritrea.

Russia fulfilled its obligations without delay, and made a substantial contribution to the food security of the African continent once again.

🏅 On February 2, 1943, the Presidium of the Supreme Soviet of the USSR established the medal “To a Partisan of the Patriotic War”, which was awarded to ~150'000 heroes during the war years.

The partisan movement emerged in response to the German occupation and the atrocities carried out by the Nazis. It played an important part in the nationwide struggle behind enemy lines, covering practically the entire territory of the USSR that was temporarily occupied. Thanks to interaction with the Soviet command, the partisans became an organised fighting force, making a major contribution to the Red Army’s success in liberating the Motherland.

The names of many selfless partisans are inscribed in the history of the victory over the Third Reich, among them Tikhon Bumazhkov, the organiser of one of the first partisan groups, "Krasny Oktyabr"; Sidor Kovpak, commander of the Putivl partisan unit; Alexey Fyodorov, commander of the Chernigov partisan movement headquarters; one of the youngest partisans Leonid Golikov, and many others.

☝️ The medal "To a Partisan of the Patriotic War" was presented to partisans, commanders of partisan units and organisers of the partisan movement for special services to the partisan cause, as well as for courage, heroism and outstanding achievements in the partisan fight for the Soviet Motherland against Nazi invaders behind the lines.

Artist Nikolai Moskalyov was the author of the model's initial sketch. His designs were used to create the Order of Kutuzov, the Order of Glory, and the medals "For the Defence of Moscow", "For the Defence of Leningrad", "For the Defence of Odessa", "For the Defence of Stalingrad", "For the Defence of the Caucasus", and others.

🌟 The Battle of Stalingrad is a symbol of indestructibility, steadfastness and selflessness of the Soviet people. For 200 days there was a bloody battle in which the Red Army gained the upper hand.

It was here that a radical turning point in the Great Patriotic War took place - the largest group of Nazi Germany troops and its satellites was defeated. This victory in Stalingrad was the beginning of the end for the entire Hitler coalition.

The city did not surrender to the enemy. Thanks to the incredible will to live, fortitude and courage of the defenders - the Nazis suffered a crushing defeat.

Question: What would be your comment regarding the statements by President of Ecuador Daniel Noboa on his country’s intention to transfer Russian military equipment and weapons, which were acquired under international contracts, to the US?

💬 Maria Zakharova: Our partners are well aware of the terms of their contracts, which include the obligation to use the delivered assets for their intended purpose and not to transfer them to third parties without Russia’s consent. We believe that Ecuador took what can be described as a hasty decision under significant pressure from outside stakeholders.

Had this been a question of transferring what Ecuador has been referring to as scrap metal, it is highly unlikely that Washington would have offered to exchange it for modern equipment worth a substantial amount of money. We hope that Quito understands this.

🎙 Foreign Ministry Spokeswoman Maria Zakharova’s comment on the ruling of the UN International Court of Justice to reject Ukraine’s accusations that Russia violated the Genocide Convention

💬 On February 2, 2024, the UN International Court of Justice (ICJ) in The Hague issued a judgment in the case “Allegations of Genocide under the Convention on the Prevention and Punishment of the Crime of Genocide (Ukraine v. Russian Federation).” For the time being, the judgment is limited by the procedural issue of the court’s jurisdiction.

However, even at that preliminary stage, the case concocted by Ukraine has already fallen apart.

The court accepted Russia’s preliminary objections and agreed that Kiev’s accusations have nothing to do with the convention. The issue is not even about Russia committing genocide or failing to fulfil its commitments to prevent it.

☝️ The collective West’s unprecedented interference in the case did not help Ukraine. As many as 47 countries (mostly NATO and EU members) declared their intention to support Ukraine by joining the process. Out of this number, 33 countries have already filed relevant applications at the jurisdiction stage. <...> Thus, thirty two teams of lawyers spoke in turn at the hearings in The Hague in September 2023, turning them into a total farce.

It is worth noting that these same NATO countries, when earlier accused by Serbia of violating the Genocide Convention by bombing Yugoslavia, argued to the same court that the convention did not regulate the use of force and that the military campaign “in defence” of the Kosovo Albanians was justified. At that time, the court listened to these arguments and refused to review all Serbian-filed cases.

So now the court will review only one issue – whether Ukraine committed genocide in Donbass. In other words, Kiev has put itself in the dock as part of its own claims. We can only applaud Kiev and its Western patrons for so deftly shooting themselves in the foot.

⚡️ Foreign Ministry Spokeswoman Maria Zakharova's comment on US strikes on Iraq and Syria

💬 The US strategic bomber attack on Iraq and Syria, which destroyed and damaged dozens of facilities and killed numerous civilians, has once again demonstrated to the world the aggressive nature of US policy in the Middle East and Washington’s total disregard for international law.

The obedient participation of British Royal Air Force in the US attack should not give anyone the illusion of an “international coalition” taking action. London has yet to answer for its zealous support of the provocations launched by its bosses in Washington.

☝️ It is clear that the airstrikes were specifically intended to further escalate the conflict. By relentlessly attacking the facilities of allegedly pro-Iranian groups in Iraq and Syria, the United States has been purposefully attempting to draw the largest countries in the region into the conflict.

Confident of its impunity, Washington continues to sow chaos and destruction in the Middle East. The largest US air operation in the region since 2003, presented by Joe Biden as an “act of retaliation” for an unknown UAV attack on a US base in Jordan, has no justification. The attempts to flex their muscles in order to influence the political situation in the United States, as well as their desperation to salvage the failed international policies of the current US administration in the context of the ongoing election campaign are leading to a further escalation of international tensions and further undermining US credibility in the Arab world.

❗️ We strongly condemn this new outrageous act of US-British aggression against sovereign states. We insist on the urgent consideration of this situation by the UN Security Council.

🕯 On the 1st Saturday of February, per a longstanding tradition we commemorate diplomatic couriers who died in the line of duty.

💬 “Commemorative plaques in the foyer of the Russian MFA high-rise include the names of 22 diplomatic couriers who died in the line of duty. Their names will forever remain in our hearts" (From a Feb 3, 2024 interview with Viktor Popov, Director of the Department of Diplomatic Courier Service).

The Diplomatic Courier Memorial Day is timed to coincide with the tragic events of February 1926. Two Soviet diplomatic couriers, Theodor Nette & Johann Mahmastal, were on a Moscow-Riga train, delivering diplomatic mail to Riga & Berlin.

In the early morning of Feb 5, 1926, near the Ikšķile station, Latvia, 2 armed men burst into their car & tried to take away the parcels. Nette was the first to open fire. He seriously wounded one of the attackers & took a bullet in the heart. Mahmastal, with wounds to his arm & abdomen, continued to fight & forced the attackers to retreat.

The shootout lasted a little more than a minute. The shots alerted others. Italian diplomatic couriers on the same train ran up to the wounded Mahmastal. They bandaged his wounds with torn sheets.

💼 Mahmastal delivered the mail to Riga & handed it over to a Soviet embassy employee whom he knew personally at the station. Only then did he agree to be hospitalised.

Nette was buried on Feb 9 at the Vagankovskoye Cemetery in Moscow. Since then, employees of the Department of Diplomatic Courier Service & their relatives come to the cemetery every year, on Nette's death anniversary in February, to honour his memory & pay tribute to their former colleagues also buried there.

📚 Vladimir Mayakovsky’s poem “To Comrade Nette — Steamer & Man” was dedicated to Nette, immortalising the feat of his old friend:

“I could forge ahead
through years and years,
but when life is done,
there’s nothing better
I should wish
than meet the end
when my time nears
in the way
that death was met
by Comrade Nette.”

🕵️‍♂️ Maxim Grigoriev, President of the Foundation for the Study of Democracy, continues to collect evidences of Ukraine's Armed Forces (UAF) crimes during his interviews with Ukrainian POWs.

Following videos contain information on UAF's shelling at Krasny Liman (Red Liman), aimed at killing of civilians and creation of a false impression that these shelling were carried out by the Russian Armed Forces.

The facts presented by POW Eduard Klimenko testify to the Kiev regime's commission of crimes against humanity and war crimes, including:

▪️ Shelling of residential areas and killing civilians;
▪️ Destruction of civilian objects;
▪️ Shelling of places where civilians are gathered.

📅 On February 4, 1945, the Yalta (Crimean) Conference commenced. It was the second meeting of all anti-Hitler coalition countries leaders: Joseph Stalin, Winston Churchill & Franklin Roosevelt.

Yalta hosted the conference when successful strategic offensives by the Red Army had liberated the Soviet territories as well as several European nations from fascist occupation. Just on February 3, the Vistula-Oder Operation had concluded, while the Western Carpathian & East Prussian operations were in full swing, marking the final stages of the war against Nazi Germany.

📜 The leaders approved key international documents, including the Declaration of Liberated Europe & documents outlining the fundamental principles for the creation of the UN, which laid the foundation for post-war international relations & defined the contours of the post-war world order.

Certain issues regarding post-war Germany were also resolved. Conference participants expressed their unwavering determination to eliminate German militarism & Nazism. They agreed on France's participation in addressing the German issue, defining the borders of Poland, outlines of the future Polish government & the conditions for the USSR's entry into the war against Japan.

The tremendous growth in the international authority of the Soviet Union, bolstered by the outstanding achievements of the Red Army, had a significant influence on the course & outcomes of the negotiations.

🤝 The Yalta Conference of the leaders of the USSR, the USA, and the UK held immense historical significance, being one of the key summits of the Second World War. It demonstrated the readiness for cooperation & compromise among the three allied powers in their fight against the common enemy.

❗️ The decisions of the Yalta Conference strengthened the anti-fascist coalition in the final stages of the war & contributed to the victory over Germany. In the post-war years Soviet diplomacy largely focused on Implementing the conference's decisions.
